For most foreign visitors, the safest and often cheapest approach is a mix: use an international credit card (or an authorised tourist UPI wallet) for hotels, transport bookings and established merchants; carry a limited amount of Indian-rupee cash for small vendors and outages; keep a prepaid forex card as a controlled-budget or backup instrument. Always choose to pay in INR rather than accepting a merchant’s conversion into your home currency, and check the current fees and exchange rate for your own card before travelling.
What you should carry
No single payment method works everywhere in India. Acceptance differs between large hotels, online services, neighbourhood shops, market stalls, taxis and rural destinations. Connectivity and power failures can also interrupt card terminals and QR payments. A practical setup is:
- One international credit card for formal and online payments.
- A prepaid forex card loaded with a planned travel budget, preferably as a separate backup.
- Indian-rupee notes for small purchases, tips and payment-system outages.
- An authorised tourist UPI option only after confirming that you can complete onboarding and that your intended merchants accept it.
Carry two payment cards separately. Keep emergency funds outside your day wallet, and save issuer contact details offline in case a card is blocked. A useful division is to carry one card and a small cash amount during the day, while leaving the second card, reserve cash and any spare forex-card details in a secure location. That way, losing a wallet does not remove every payment route.
Plan a payment mix around your itinerary rather than a percentage split. A business hotel and airline counter usually offer more card options than a roadside stall. A remote trek, a festival crowd or a late-night transfer may have limited connectivity, so a modest cash reserve matters even if most planned purchases are electronic.

How the four methods work
Prepaid forex card
You load foreign currency before or during the trip and spend from that prepaid balance. The card does not draw directly on your bank account, so a stolen card generally exposes the loaded balance rather than your full current account. Multi-currency products may hold several currencies; unsupported currencies are converted under the issuer’s rules.
The trade-off is a fee schedule that can include initial issuance, reloads, currency conversion, ATM withdrawals and inactivity. Reloading may require an app, bank transfer or a new foreign-exchange transaction, so it can be slow outside business hours. Ask the issuer whether the card supports Indian-rupee transactions, which exchange rate is used, and what happens when a transaction is reversed or a balance remains.
Check practical controls before loading money: the maximum balance, daily purchase and ATM limits, app or SMS authentication, replacement procedure, and whether a failed or reversed hotel deposit temporarily locks funds. Some cards let you lock a card from an app; others require a call centre. Save the emergency number and card number securely offline, because app access may fail when your phone has no data.

You pay the rate and fees offered by its issuer when loading, spending, withdrawing and eventually converting any balance. Compare the all-in rupee cost for a realistic purchase, not only the advertised loading rate.
International credit card
A credit card gives you post-paid spending, broad acceptance at hotels, airlines, booking sites and larger merchants, and the issuer’s normal dispute process. The network and issuer set the conversion rate, foreign-transaction markup, taxes, cash-advance fee, interest and exchange-rate timing. A “zero markup” promotion may exclude cash advances, instalments, offline transactions or particular currencies.
Confirm whether the card uses the network rate on the transaction date, the posting date or another date, because the rupee amount can change while a charge is pending. Check your overseas spending limit, contactless and online settings, two-factor authentication, and whether a local phone number is needed for one-time passwords. Notify the issuer of travel dates if its fraud controls require it, but keep the card’s emergency contact details available in case an automated block occurs.
Never use a credit card for cash unless you understand that interest and fees can start immediately. A cash advance can combine an ATM operator fee, the issuer’s cash-advance fee, a foreign-exchange markup and interest from the withdrawal date. For a large unexpected bill, a direct card purchase generally provides clearer dispute rights than withdrawing notes.

Indian-rupee cash
Cash is the fallback when a terminal, QR code, phone or network is unavailable. It is useful for small shops, local transport, tips and places that do not accept foreign cards. Its costs are hidden in the exchange spread and any fee charged by the exchange counter or ATM.
Cash cannot be remotely blocked or disputed. Carry only a day-sized amount, store the rest securely, and keep an exchange receipt. Separate larger notes from the small denominations needed for fares and tips, and count change before leaving a counter. Do not display your entire reserve in a crowded market.
Do not treat RBI’s US$3,000-equivalent cash-exchange threshold as a recommended carrying amount: it is a rule for what an exchange counter may accept from a foreign visitor or NRI in cash for buying foreign currency. An exchange provider can apply its own identification, note-condition and transaction procedures.
Tourist UPI or prepaid payment instrument
The Government of India reported in 2023 that RBI-enabled UPI payments for foreign nationals and NRIs visiting India, initially through selected international airports and the G20-traveller rollout. Availability, onboarding, KYC, funding method, phone connectivity and eligible merchant QR codes can change. A tourist wallet may be convenient for QR-friendly day-to-day purchases, but it is not a universal replacement for cards or notes.

Before relying on it, verify where enrollment is offered, which passport or identity documents are accepted, how the wallet is funded, the maximum balance and transaction limits, and whether a refund returns to the same instrument. You may need a working phone, data or SMS access and a supported international card. A static merchant QR, an account-to-account QR and a wallet-specific QR are not necessarily interchangeable, so look for an approval screen showing the correct merchant and amount.
Cost comparison: what actually determines the price
Compare the complete cost of a typical transaction, not an advertised headline rate. The relevant components are the exchange rate, foreign-transaction markup, applicable taxes, ATM and cash-advance charges, reload fees, and any spread charged when you buy or reconvert currency. For a card purchase, estimate: network or issuer exchange rate plus foreign-transaction markup and taxes. For cash, add the exchange-counter spread or ATM fee and any issuer withdrawal charge. For a forex card, include loading, reload, conversion, ATM and inactivity fees. For UPI, include funding and wallet conversion charges where the programme lists them.
Ask the provider for its current schedule of charges and the rate source before departure. Fees can be fixed per transaction or percentage-based, making many small withdrawals especially expensive. A favourable rate on a large load may be offset by a reload fee later. Conversely, a card with a higher headline markup may still cost less if it has no ATM fee and you never withdraw cash. Keep a simple note of the rate, fee and rupee amount for your first few transactions so you can change methods if the actual cost differs from your estimate.

Why you should normally pay in INR
When a card terminal asks whether to charge in Indian rupees or your home currency, the home-currency option is dynamic currency conversion (DCC). The merchant or its payment provider sets that conversion and may include a markup. Selecting INR leaves conversion to your card network and issuer, whose rate and fees you can check in advance.
INR is not a guarantee of the lowest total cost: your issuer may still add a foreign-transaction fee, and network rates vary by transaction date. Before travelling, read the card’s current schedule of charges. At the terminal, check the displayed currency and amount before authorising; reject a home-currency conversion that you did not request. If a cashier has already selected your home currency, ask for the transaction to be cancelled and re-run in INR before entering your PIN.
The same principle applies at ATMs. If the screen offers to “guarantee” a home-currency amount, that is usually the ATM’s conversion rather than your issuer’s. Choose INR, review the separate operator fee and keep the receipt showing the currency and amount.
ATM withdrawals and cash access
ATM use can add several separate charges: an Indian ATM operator fee, your issuer’s foreign ATM fee, a foreign-exchange markup and, for a credit card, a cash-advance fee and interest. A forex card withdrawal may still incur issuer and ATM charges. Debit and credit products also have different daily limits.
- Use an ATM in a bank branch, airport or other well-supervised location.
- Inspect the screen for the operator fee and choose INR if the ATM offers currency conversion.
- Decline DCC; let your issuer perform the conversion.
- Take the receipt, shield your PIN and end the session completely.
- Check the transaction in your app and report an unfamiliar debit promptly.
Withdraw fewer, reasonably sized amounts rather than many small withdrawals when your fee schedule charges per transaction. Do not assume an ATM will dispense a particular note denomination or operate during a local outage. If a cash request is declined but your account shows a debit, record the ATM location and time, keep the receipt or screen photograph, and contact the issuer before trying repeatedly.

RBI rules that affect visitors
Fees on travel and stored-value cards
RBI’s A.P. (DIR Series) Circular No. 04, dated 9 May 2023, states that fees and charges payable in India on forex prepaid, store-value and travel cards must be denominated and settled in rupees. This governs how an Indian fee is stated and collected; it does not set one universal fee or exchange rate. Your issuer’s schedule remains decisive.
International cards and travel spending
RBI guidance says the restrictions in Rule 5 do not apply to residents’ use of international credit cards for expenses while visiting abroad. The same guidance describes store-value and travel cards for merchant payments and ATM withdrawals. For a foreign tourist in India, acceptance and issuer terms still determine whether a transaction succeeds.

Buying rupees with a card
RBI’s Master Direction on Money Changing Activities, updated 29 May 2024, permits authorised persons to sell Indian rupees to foreign tourists or visitors against international credit or debit cards and sets procedures for foreign exchange on travel cards. Use an authorised exchange provider and retain its receipt.
Cash exchange limit
RBI directions allow a foreign visitor or NRI to pay cash for foreign-currency purchase up to US$3,000 equivalent per transaction. This is an exchange-counter compliance limit, not advice to carry that amount or proof that every counter will offer the same rate. Ask what identification and receipt the counter requires, and compare the displayed rate and all fees before handing over money.
Reconversion of unused rupees
Non-residents generally need a valid encashment certificate to reconvert unspent Indian currency. An authorised person may, at discretion, reconvert up to ₹10,000 without the certificate when departure is scheduled within seven days and bona fide reasons are established. Because that exception is discretionary, obtain and keep the certificate whenever you exchange money. Store a photograph in encrypted cloud storage, but retain the original because a provider may ask for it.
Step-by-step payment plan
Before departure
- List expected card, ATM, cash and UPI uses for your itinerary, including transport, accommodation deposits and small daily purchases.
- Read each card’s current foreign-transaction, ATM, cash-advance, reload, inactivity and dispute terms. Check whether taxes are added to listed fees.
- Enable overseas use, set travel alerts and confirm phone-based verification will work with your SIM or roaming plan.
- Load only a manageable amount on a forex card and record its emergency replacement procedure.
- Check whether an authorised tourist UPI programme is currently available at your arrival airport and whether your phone and identity documents meet its KYC requirements.
- Save card numbers, issuer phone numbers, travel insurance details and booking confirmations offline, without storing an unprotected copy of your security codes.
On arrival
- Exchange a modest amount of rupees with an authorised provider or withdraw at a supervised ATM.
- Keep the receipt or encashment certificate with your passport documents.
- Test one low-value card or UPI payment before relying on it for transport or accommodation.
- Store backup cards and cash separately from the primary wallet.
- Check the first card statement or app notification for the currency, rate and fee so you can correct a DCC or duplicate charge quickly.
At each payment
- Confirm the amount and currency on the terminal or QR confirmation screen.
- Choose INR on a card terminal or ATM when DCC is offered.
- Use a card only on a trusted terminal; cover your PIN and do not hand over an unlocked phone.
- Save receipts for hotel deposits, refunds and foreign-exchange transactions.
- For QR payments, verify the merchant name, amount and final success message; do not pay again merely because a screen loads slowly.
Before leaving India
- Review pending card deposits and refunds.
- Reconvert remaining notes with the encashment certificate where required.
- Ask the authorised provider about any balance remaining on a forex card and its post-trip inactivity policy.
- Remove temporary travel alerts only after all expected reversals have posted.
- Keep documentation for any unresolved dispute and note the issuer’s deadline for filing it.
Which option fits which situation?
- Hotels, flights and online bookings: use an international credit card if the merchant accepts it; retain the forex card as a second route.
- Markets, tips and small local purchases: use modest INR cash, or an eligible tourist UPI wallet where the merchant’s QR and your connection work.
- Budget-controlled travel: load a forex card with a defined amount, while keeping a separate emergency card.
- Remote areas or unreliable connectivity: increase the cash reserve slightly and do not rely solely on UPI.
- Unexpected large expense: use the card with the clearest dispute and foreign-fee terms, not an ATM cash advance.
- Short airport or transit stop: use a card for formal counters and keep enough notes for a taxi, snack or terminal outage.
Common mistakes and fixes
- Accepting DCC automatically: check the currency and select INR.
- Assuming “zero markup” means free cash: read the ATM and cash-advance sections separately.
- Loading too much on a forex card: start with a planned amount and verify reload timing and fees.
- Carrying all money together: divide cards and cash between secure locations.
- Relying on one payment rail: keep a working card, rupees and an offline emergency contact.
- Losing exchange paperwork: photograph the receipt and retain the original for reconversion.
- Assuming every QR code accepts tourist UPI: confirm the wallet’s eligible merchant rules before paying.
- Ignoring pending deposits: hotels and car rentals can place a temporary hold; leave room on the card and check that the hold is released.
- Repeating a failed payment: verify the statement first to avoid duplicate authorisations.
Decision checklist
Choose the mix that scores best for your itinerary on these seven questions: total conversion cost, ATM and cash fees, merchant acceptance, fraud and dispute protection, spending control, reload speed, and the ability to reconvert unused rupees. Issuer, network, merchant, ATM, currency and date all affect the result, so a published percentage cannot substitute for checking your own terms.
Frequently Asked Questions
What is the cheapest way for a foreign tourist to pay in India?
There is no universal cheapest instrument. Compare your card’s current exchange rate, foreign-transaction markup, taxes and ATM terms with the forex-card loading and withdrawal fees. Pay in INR, use a card or authorised tourist UPI wallet where accepted, and keep cash for small purchases and outages.
Should I carry cash if I have a forex or credit card?
Yes. Carry a modest INR reserve because terminals, QR systems, phones and networks can fail, and some small vendors accept only notes. Keep larger reserves secure and separate from your day wallet.
Is a forex card safer than a credit card?
A forex card limits exposure to the amount loaded, while a credit card usually offers a broader dispute process. Either can be lost or compromised. Use strong PIN and app controls, split cards between locations and save the issuer’s emergency number.

Should I accept dynamic currency conversion?
Normally choose INR and decline a merchant’s or ATM’s conversion into your home currency. DCC can include a markup. Your issuer may still charge a foreign-transaction fee, so check its schedule and the final receipt.
Can I withdraw cash with a credit card in India?
Usually, but it can be expensive. A withdrawal may incur an Indian ATM fee, issuer fee, foreign-exchange markup, cash-advance fee and interest from the withdrawal date. Use it only after checking those terms.
Can tourists use UPI in India?
The Government of India reported in 2023 that RBI-enabled UPI access for foreign nationals and NRIs began through selected international airports and the G20-traveller rollout. Eligibility, onboarding, KYC, funding and merchant-QR support can change, so verify the current programme before relying on it.
