Flock Safety created a guide advising police agencies how to prepare for city-council scrutiny of its license plate reader (LPR) technology. It recommends early briefings, advance policy sharing and a focus on governance and local outcomes. The guide’s examples, however, are the company’s own account—not independent proof that the systems’ safeguards work or that the cameras caused reported outcomes.

What Flock’s guide recommends

404 Media reported on a Flock-produced guide for law-enforcement agencies preparing to discuss public-safety technology with city councils. The guide’s stated themes include trust, accountability, governance, local outcomes and transparency. A copy of the document is available as a Flock-branded PDF hosted by NWA Truth; 404 Media says it obtained the guide. That hosting location does not establish that Flock published the PDF there.

Flock advises agencies to arrive prepared: explain policies and controls, demonstrate safeguards, and discuss local outcomes. It says agencies that handle council conversations successfully brief city managers early, meet council members before votes and share policies proactively—rather than leaving public comment as residents’ first introduction to the program. The guide puts it this way: “They brief city managers early. They meet with council members before votes occur.”

The company’s webinar page likewise addresses a law-enforcement audience. It promotes help with common council questions and “misinformation,” early stakeholder engagement, repeatable workflows, a transparency portal, a chief-to-council guide and an objection-handling playbook. Registration was shown as closed on the page when accessed.

How it advises police to answer mass-surveillance objections

The guide does not recommend trying to convince opponents that LPR technology is not mass surveillance. Quoting Flock Real Time Strategist Jamie Hudson, it says: “Don’t avoid the concept of mass surveillance because you’re not going to convince opponents that it’s not.” Instead, it advises moving the discussion toward governance: who controls the system, who can access it, how information is used and reviewed, how long it is retained, and what oversight applies.

That is a communications strategy, not a resolution of whether a particular LPR system constitutes mass surveillance or whether its use raises privacy or constitutional concerns. Those questions depend on how a system is configured and governed; the guide’s recommended talking points do not settle them.

What the Oakland and Richmond examples show—and don’t show

Flock presents Oakland and Richmond as success stories. Their records offer context that complicates a simple account of public acceptance.

Oakland: a divided debate and a council vote

In its case study, Flock says Oakland’s council faced more than 140 public comments and opposition from the city’s Privacy Advisory Commission, yet approved the program 7–1. The guide attributes that outcome to officials demonstrating audit logs, approval requirements, independent compliance reviews and accountability mechanisms. These are Flock’s description and interpretation of the case.

Richmondside’s August 14, 2026 report also describes Oakland’s December council vote as 7–1, approving a $2.25 million contract for 293 license plate reader cameras. Its account notes both the sole opposing vote and the Privacy Advisory Commission’s opposition. The vote records a council decision; by itself, it does not show that every resident supported the program or that the controls were effective.

Richmond: results claimed alongside an access dispute

Flock’s guide cites “two and a half years of local results, including 274 arrests and 259 vehicle recoveries connected to the program.” Those are company-presented counts associated with the program, not an independent causal evaluation showing that the cameras produced those outcomes.

Richmondside reports that the city shut off its cameras in late 2025 after discovering a back-end national lookup feature that could let outside agencies access its data. In March 2026, the council voted 4–3 to turn the cameras back on through the end of 2026 under a contract with additional conditions. The close vote and the data-access dispute are important context for the guide’s portrayal of Richmond as a success.

Questions to ask about the safeguards

Terms such as “transparency,” “audit” and “access control” are meaningful only when residents and officials can examine what they entail. When evaluating an agency’s claims, ask for concrete answers:

  • Access: Which agency users and outside entities can search the data? Can permissions be revoked, and what rules govern outside sharing?
  • Auditability: Are search logs kept? Who reviews them, how often, and can the public inspect the resulting reports?
  • Retention and use: What written rules limit how long information is retained and how it may be used? What happens when someone violates those rules?
  • Outcome evidence: How are arrests and recoveries counted, what baseline or comparison is used, and has an independent evaluation tested whether the technology caused a change?
  • Decision process: When do residents, elected officials and vendor representatives receive information—before briefings and votes, or only after a proposal is already moving forward?

These questions follow the governance issues the guide itself raises. The available sources do not establish that every safeguard described in the guide works as claimed, provide an independent technical audit of Flock systems, or compare LPR technology with alternatives.

Why the guide’s approach matters to public debate

A vendor-created guide that coaches public agencies on presenting the vendor’s technology raises a question about who shapes civic decisions and when. Flock frames early preparation and governance explanations as ways to build trust and answer objections. Sarah T. Hamid, EFF director of strategic campaigns, told 404 Media: “For years, surveillance vendors like Flock Safety have shaped policy debates cities are supposed to run independently.”

Both points can be considered without assuming that preparation is inherently improper or that a vendor’s safeguards are sufficient. The practical test is whether residents and council members receive specific, verifiable information in time to scrutinize access, retention, oversight and outcomes before making a decision. The guide’s concluding phrase—“Own the Narrative Before Someone Else Does”—underscores that it is also advice about how to shape the conversation.
