In a Drone as First Responder (DFR) program, an eligible 911 or police-generated call can prompt a remote pilot to launch a camera-equipped drone. The aircraft sends a live aerial view to dispatchers and responding personnel, who can use it to assess the scene while ground units are en route. The drone adds information; it does not replace emergency responders or decide on its own whether a call is resolved.
Flock-linked DFR is not one uniform national system. Frisco describes an operating program, Everett announced an approved two-year agreement in April 2025, and Berkeley’s March 2026 council materials describe a proposed implementation. Their operating details and privacy rules should not be treated as interchangeable.
How a Flock-linked drone response works
- A call is assessed. A 911 call or police-generated request may qualify under the local program’s rules. Eligibility varies by city.
- A remote pilot launches the aircraft. In Frisco, a trained and certified Drone Officer Pilot can direct the drone to the reported location. Everett’s April 2025 release described automated battery-swapping docks at strategic sites.
- The drone provides an aerial view. Live video can give dispatchers and ground responders information about a scene before officers arrive. It can inform their response, but it does not establish by itself what happened or whether a person poses a threat.
- Responders decide what to do next. Ground units may continue, adjust their approach, or—in some cases—be told they are no longer needed if the incident is clearly resolved or unfounded. That is a possible resource-allocation decision, not a blanket substitute for police, fire, medical, or other emergency response.
In Frisco, pilots are assigned to the Real Time Intelligence Center (RTIC). Berkeley’s March 2026 council materials describe a proposed FlockOS integration that would provide real-time aerial video to dispatchers and officers. Those descriptions reflect local arrangements, not a universal dispatch configuration.

What calls and tasks may be eligible
Programs can cover a range of situations, but the local policy determines which calls qualify and who can request a launch. Frisco lists in-progress crimes, traffic crashes, disturbances, missing or endangered persons, suspicious activity, public-safety hazards, and requests from officers. Montgomery County frames its system as air support for 911 or police-generated calls.
Asheville offers a separate city example, not a Flock DFR deployment: its police department describes drone use for missing-person searches, scene assessment for officer safety, and complex incidents; its fire department describes assessing fire spread and hazards and supporting rescue operations. These examples illustrate potential public-safety uses, not a universal list of DFR functions.

Privacy questions to check in the local policy
A camera-equipped aircraft can capture views of people who are not involved in a call, and a live feed may reveal activity around homes or other private spaces. Whether footage is recorded, retained, shared, or used later depends on the specific program and its controlling policy. Before assessing a city’s safeguards, look for answers to these questions:
- Who may authorize a launch, and what types of calls qualify?
- Who can view the live feed, including dispatchers, responding personnel, and other agencies?
- Is video recorded? If so, how long is it retained, and under what conditions can it be accessed or shared?
- What rules limit the aircraft’s view into places where people reasonably expect privacy?
- Are launch decisions, flights, video access, and searches logged? Who audits those records, how often, and what happens after misuse?
- Does the city publish flight totals, policy changes, audit findings, complaints, or other independent oversight information?
Frisco says it deploys drones only for legitimate law-enforcement or public-safety purposes, does not use video for general surveillance, and makes flights auditable. Montgomery County says its DFR responds only to 911 or police-generated calls, not patrol or proactive surveillance. Its published policy prohibits intentional recording or transmission of images from locations where people reasonably expect privacy—such as inside private buildings—except under a warrant or in emergencies. It also restricts using UAS data to identify people engaged in lawful First Amendment activity or people selected solely on personal characteristics. These are local statements and policy provisions; they do not automatically apply to another jurisdiction.

Asheville’s public materials record community concerns about privacy, data retention, data sharing, surveillance, and access to information collected by Flock technology. The city’s RTIC framework describes access restrictions, required justification for queries, and quarterly audits of system and network activity. Those controls concern Asheville’s intelligence framework and should not be assumed to govern DFR programs elsewhere.

DFR is the drone-response function: an aircraft is dispatched in connection with a call and can provide aerial video. Flock also operates other public-safety technology, including camera systems. Concerns about access or misuse in those broader systems are relevant to accountability, but they are not proof of misuse by a DFR program.

In August 2026, the Associated Press reported scrutiny and alleged unauthorized use involving Flock camera systems, including reported officer searches for family members or romantic partners. That reporting does not establish DFR-specific misuse in the cities described here. It does underscore why any connected public-safety system needs clear access permissions, audit trails, consequences for improper use, and meaningful independent review.
What determines whether a program is accountable
A city name or vendor label is not enough to establish how a drone program operates. For a meaningful comparison, review the actual policy, contract, and deployment status. The most useful points to compare are:
- Call eligibility: which emergencies qualify and whether launches can be requested for other purposes.
- Dispatch and staffing: who pilots the aircraft, where pilots are stationed, and who can receive the feed.
- Coverage and flight limits: dock locations, claimed operating radius, weather restrictions, and applicable flight permissions, including any authority for beyond-visual-line-of-sight operations.
- Video handling: whether footage is live-only or recorded, retention periods, access controls, and rules for sharing or secondary use.
- Oversight: flight and access logs, audit frequency, public reporting, complaint channels, and consequences for misuse.
- Procurement: contract duration, cost, equipment, and any planned changes to the system.
These details can change. A proposal, approved contract, and operating program are different things: Everett announced an approved agreement, Frisco describes an operating program, and Berkeley’s March 2026 materials describe a proposed system and planned hardware. Check the relevant city’s latest policy and implementation information before treating a dated description as current.
