Use a flat travel fee when the route and visit pattern are predictable; use hourly travel billing when journey times vary and you want the charge to track time actually spent traveling. Neither is a universal standard for private client work. Agree on the method in advance, define what counts as billable travel, and list travel expenses separately unless the quote expressly bundles them.

How flat and hourly travel charges differ

A flat travel fee is a set amount for a defined trip, visit, or service area. It gives both parties a known travel charge in advance, provided the route and covered work are clearly defined.

Hourly travel billing charges for the time spent traveling, usually at a stated rate. It follows actual duration more closely, but the final amount can change with traffic, routing, or other delays. Providers may also propose a reduced travel-time rate rather than their full service rate; these are pricing options, not a universal industry rule. Choose a structure that fits the trip

This is practical decision guidance, not a substitute for contract terms or applicable law. For federal contracts, FAR 31.205-46(a)(1) says transportation costs may be based on mileage rates, actual costs, or a combination, provided the method results in a reasonable charge. Keep travel time separate from travel expenses

A travel-time fee compensates the provider for time spent traveling. Mileage, fares, lodging, and similar outlays are expenses. State whether expenses are passed through at actual cost, covered by an allowance, or included in the flat quote; do not leave the client to guess whether a travel fee includes them.

For a self-employed person accounting to a client for travel reimbursement or an allowance, the Internal Revenue Service says: “As a self-employed person, you adequately account by reporting your actual expenses.” IRS Publication 463 (2025) also describes records that establish the date, place, and business purpose of travel, with supporting evidence where applicable. Do not treat the IRS mileage rate as your client price

The IRS business standard mileage rate is a tax-year figure, not a required customer-facing charge, and it does not set a value for the provider’s travel time. IRS Publication 463 (2025) lists a 2025 business rate of $0.70 per mile. In a separate announcement, the IRS set the 2026 business rate at $0.725 per mile. Use the rate for the relevant tax year when substantiating mileage for tax purposes; negotiate the client charge separately. See the IRS 2026 mileage-rate announcement.

Put the billing rules in the quote and invoice

Before work begins, write down the method and its boundaries. A concise quote should answer the questions that could otherwise turn into a billing dispute:

  • Is the charge per trip, per mile, or per hour, and what route or service area does it cover?
  • Does billable time include outbound travel, return travel, or both? Where does the clock start and stop?
  • Is there a minimum charge? How are partial hours rounded, and is there a cap?
  • Which expenses are reimbursable, how are they documented, and are advances reconciled against actual costs?
  • Does a change of route, extra stop, or delay require client approval before additional charges accrue?

Show time fees and expenses as separate line items where both apply. If you bundle costs into a flat quote, say so explicitly. Clear units and boundaries make the amount easier to review and help both parties distinguish compensation from reimbursement.

Keep employment and contract rules in their proper scope

Independent-contractor client pricing is distinct from employee wage rules. The U.S. Department of Labor says ordinary home-to-work travel in a particular commuting context is generally not hours worked: its guidance concerns an employee in an employer-provided vehicle, or activities incidental to that employee’s commute. It does not decide what an independent contractor may negotiate with a client. See U.S. Department of Labor, Travel Time.
