If a Windows 11 speech language file will not download, first identify which feature needs it: language-specific speech features, Voice Access, or Live Captions. Check the feature’s supported languages and download route, then test both your internet connection and Microsoft Store access. If the PC is managed by work or school, Store restrictions may require help from IT.
Identify the speech feature and its download route
Windows has several speech-related features, and they do not all install language files in the same way. A language missing from one feature’s list may still be available in another.

Windows Speech Recognition (WSR) is version-sensitive. Microsoft says Voice Access replaced WSR on Windows 11 version 22H2 and later in September 2024. Confirm your Windows version and the feature you intend to use before following older WSR instructions. See Microsoft’s Voice Access guidance.
Fix “We can’t download the required language files right now”
Microsoft’s documented message is: “We can’t download the required language files right now. Make sure you’re connected to the internet and try again in a few minutes.” It can indicate that the Microsoft Store app catalog is unavailable during setup—not just that the speech feature itself has a problem. Work through these checks in order.

- Confirm internet access. Open a webpage or otherwise verify that the PC can reach the internet, then retry the language download. Windows language packs and speech features are downloaded online.
- Test Microsoft Store downloads. Open the Microsoft Store app and check whether it loads and can download an app. If Store access is unavailable, resolve that issue before retrying the speech setup.
- Verify the language and feature. In Settings > Time & language > Language & region, check that the language is installed and inspect its available optional features. For Voice Access or Live Captions, choose a language supported by that feature. If a speech download option is absent, the feature may not be offered for that language.
- Check for organization restrictions. On a work- or school-managed PC, Store access may be disabled by an administrator. Contact IT; Microsoft says an administrator can obtain and deploy the appropriate Store package.
- Send feedback if the failure persists. If Store downloads work but speech setup still fails, Microsoft recommends submitting feedback through Feedback Hub.

“Online speech recognition” is not the name of the language pack. Microsoft distinguishes device-based speech recognition, which processes speech locally, from online speech recognition, which uses Microsoft cloud services. The related privacy setting is at Settings > Privacy & security > Speech. Changing that setting is separate from installing language files for Voice Access, Live Captions, or optional Windows language features. See Speech, voice activation, inking, typing, and privacy.
