Reaching the threshold makes the channel eligible to apply for review; it does not guarantee acceptance. YouTube does not publish reliable setup-time or time-to-threshold comparisons, so the routes below are ranked by preparation burden, not promised results.
Only qualifying watch time counts: hours from public long-form videos. Private, unlisted, and deleted videos, ad campaigns, Shorts Feed watch time, and livestreams that are unlisted, deleted, or not converted to VOD are excluded. Check YouTube Studio’s Earn tab and the current eligibility guidance before making plans.
Routes ranked by setup time
1. Improve and promote an existing public video library
If you already have relevant public long-form videos, improving their titles, descriptions, playlists, and audience distribution usually takes the least additional preparation. Focus on helping the right viewers find useful videos and continue to related content. The results depend on real viewing; setup alone cannot predict how quickly qualified hours will accrue.
Paid ad-campaign watch time does not count toward the eligibility threshold. Do not treat a campaign’s reported views or watch time as qualified hours.

2. Publish a public livestream archive or VOD
If you have already held or planned a livestream, keeping its archive public and ensuring it is converted to VOD may require less new production than making a video from scratch. Livestream hours qualify only when the stream meets YouTube’s public-video rules and is converted to VOD. An unlisted or deleted stream, or one not converted to VOD, does not count.
3. Create a focused long-form video or series
A useful long-form video or connected series takes more preparation than updating existing uploads, but it directly targets the format that can contribute to the 4,000-hour threshold. Choose a topic with sustained audience demand and make each video clear, accurate, and worth watching. Search interest, video length, and upload frequency do not guarantee a particular number of hours or a particular timeline.

4. Set up a recurring public livestream
A recurring stream takes operational preparation, including scheduling, production, moderation, and handling the archive. If you use this route, plan to keep qualifying streams public and convert them to VOD. The stream’s duration by itself does not determine how many qualified hours it earns; audience viewing and the eligibility rules matter.
Shorts and other eligibility routes
Shorts Feed watch time does not count toward the 4,000-hour threshold. YouTube offers a separate Shorts-view alternative for standard eligibility: 10 million qualified Shorts views in 90 days. Shorts may help creators reach viewers, but they should not be presented as a way to add hours to the long-form threshold.

In eligible countries and regions, the expanded YouTube Partner Program can offer earlier access to certain features at a lower threshold: 500 subscribers, three valid public uploads in 90 days, and either 3,000 qualified long-form watch hours in 12 months or the specified Shorts alternative. This is an earlier-features tier, not the standard ad-revenue threshold.
How to choose a route
- Already have public long-form videos: Start by improving and distributing that library.
- Already have livestream recordings: Check whether eligible archives are public and converted to VOD.
- Need new content: Make a focused long-form video or series that serves a real viewer need.
- Prefer live content: Set up a sustainable schedule and handle public VOD archives correctly.
- Make Shorts: Treat them as a separate audience and eligibility strategy, not a source of 4,000 qualifying hours.
There is no evidence-based universal estimate for how quickly any route reaches 4,000 hours. Use your channel’s own analytics to assess progress, keep the trailing 12-month window in mind, and verify current requirements in YouTube Studio’s Earn tab and YouTube’s eligibility guidance. YouTube’s overview reports a change to entry thresholds announced for February 1, 2027; verify the live official guidance because that date is still in the future.

What counts as public watch hours for YouTube monetization?
For the standard watch-hour route, YouTube counts qualified watch hours from long-form videos you have set to public within the trailing 12 months. Private, unlisted, and deleted videos and ad-campaign watch time do not count.
Do Shorts count toward 4,000 watch hours?
No. Shorts Feed watch time does not count toward the 4,000-hour threshold. YouTube has a separate Shorts-view eligibility alternative.
