About 25 families evacuated from SA Apartment in Barood Khana, Wazirganj, were still waiting for a structural-safety decision in the latest available report, published by Hindustan Times on October 3, 2026. The Lucknow Development Authority (LDA) was awaiting an audit of the building after a pillar developed cracks on September 28. The report did not say that residents had been cleared to enter or return.
What is the status of SA Apartment?
Hindustan Times reported on October 3 that the apartment remained inaccessible to residents while the LDA awaited a structural audit from an empanelled private agency. The agency was expected to assess whether stabilisation work, including jacks placed beneath the building, had made the structure stable enough for residents to enter and collect belongings.
The audit was reportedly due by 2 p.m. Friday, but had not arrived by that evening. The report did not establish the audit’s findings, a later access order, or whether residents were subsequently allowed inside. Because this is a fast-moving local safety matter, the October 3 status should not be treated as a current clearance.
Who decides whether residents may enter?
The reported decision chain separates technical assessment from permission to access the building. The structural agency was to submit its findings to the LDA; the LDA would then forward those findings to the district magistrate, who was reported as the final decision-maker on whether people could enter. An audit or stabilisation work by itself is not an access order.

Permission to enter briefly to retrieve possessions is also different from approval to live in the building again. The October 3 report concerned whether residents could safely enter; it did not report clearance to resume residence.
What response measures were reported?
A Times of India report published September 30, 2026, said the LDA sealed the apartment and began temporary stabilisation using heavy-duty hydraulic jacks. It also reported that the Public Works Department (PWD) and Setu Nigam were assigned technical assessment and retrofitting. These are reported response arrangements, not evidence that repair work was complete or that the building had been declared safe.

A separate Times of India report published September 29, 2026, said police, State Disaster Response Force (SDRF) and National Disaster Response Force (NDRF) teams attended, the site was barricaded, and all 25 families were evacuated as a precaution. It said temporary accommodation would be arranged for residents with nowhere else to stay, but did not confirm that every household received accommodation.

Hindustan Times reported that LDA records showed a plan submitted on May 25, 2009, and sanctioned on August 12, 2009, for a basement and three floors. The report said the building had three additional floors beyond that sanctioned plan. The same report said the LDA issued a fresh notice after an earlier notice in 2020, while the authority was struggling to trace a file containing key building and official records. The available reporting does not establish the final administrative or legal status of the additional floors.
How does the incident fit Lucknow’s wider building-safety picture?
Hindustan Times reported on September 29, 2026, that the Lucknow Municipal Corporation planned immediate inspections of 214 identified dangerous buildings. The same report cited an earlier survey recording 192 dilapidated buildings, but its zone counts did not add up to the headline total. The figures describe separate reported counts and should not be combined as a single reconciled citywide inventory.

For general context, a Ministry of Housing and Urban Affairs release dated July 23, 2026, says the Model Building Bye-laws 2016 include structural-safety provisions and identifies Bureau of Indian Standards (BIS) standards for earthquake-resistant design and seismic evaluation, repair and strengthening of buildings. That general framework does not establish which technical standard or procedure was applied in the SA Apartment audit.
An LDA-hosted overview of Chapter 11 of the 2025 Uttar Pradesh Model Building Bye-laws describes periodic structural evaluation, an initial audit in the tenth year after occupancy, further audits every five years, and prompt evaluation when a building shows distress such as structural cracks. The overview is not the underlying notified bye-laws, so it should not alone be used to assert a precise legal duty or enforcement outcome in this case.

What residents should verify before visiting
Residents should rely on a direct, current instruction from the authorities managing access rather than assuming the building is open because jacks or other stabilisation measures are in place. Before travelling to the site, they should confirm whether the LDA has received the audit and whether the district magistrate has authorized entry, including any limits on timing or access. The October 3 report does not answer whether accommodation, repairs, or a later access decision followed.
