Proving that a new hire is who they claim to be, confirming U.S. work eligibility, authenticating an employee at sign-in, and issuing a badge or digital credential are different jobs. Before comparing vendors, define the transaction, the risk of an error, and the legal requirements that apply to your organization.
Start by defining what you need to verify
“Identity verification” can refer to several steps in an employee lifecycle. A tool may perform one, several, or none of the following:
- Identity proofing: establish that a person is the individual represented by submitted evidence, usually during enrollment or onboarding.
- Employment eligibility verification: complete the required process for confirming authorization to work in the United States.
- Authentication: confirm that a returning user is the enrolled person when they sign in or access a system.
- Credential issuance: create or manage a physical or digital employee credential, such as a badge or access credential.
These steps can connect to the same onboarding workflow, but one does not automatically satisfy another. For example, a successful identity-proofing check is not a substitute for required Form I-9 procedures, and verifying someone at onboarding does not by itself authenticate their later account access.
Write down the employee action and system the process is meant to protect. Then consider the consequences of accepting an impostor, rejecting a legitimate employee, delaying onboarding, or losing access to a verification channel. NIST SP 800-63-4 provides a risk-management framework for digital identity proofing, authentication, and federation, including assurance levels for selecting controls.

Use NIST guidance in the right scope
NIST SP 800-63A-4 is the current NIST volume for identity proofing and enrollment. Published August 1, 2025, it superseded the prior SP 800-63A. NIST describes its digital identity guidelines as technical requirements for federal agencies and states that they are not intended to constrain standards outside that purpose. A private employer should determine whether it is adopting the guidelines voluntarily, is bound to them by contract, or must follow separate laws or standards; do not assume they are universally mandatory for private employers.
For federal employees and contractors, credentialing may be a separate, specialized requirement. FIPS 201-3 establishes the Personal Identity Verification (PIV) system and addresses initial identity proofing, credential interoperability, and issuer accreditation. Apply that framework when it is relevant to the role or contract, rather than treating it as a generic checklist for every employer.
Compare deployment patterns against the job
There is no single deployment pattern that fits every hiring and access workflow. Compare options by risk, evidence and data sources, who handles the check, exception routes, privacy, integrations, and applicable rules.

A remote identity-proofing tool may accept images or video captured with a phone camera, scanner, or webcam. NIST’s implementation resource for the prior guideline revision describes these as possible capture methods; it is not a current product-compatibility list. Confirm supported devices and capture requirements with the vendor and your employer policy before buying an external webcam or other accessory.

Evaluate evidence, validation, and verification
Ask vendors to explain the complete path from submitted evidence to a decision. “We verify identities” is not enough to establish what is actually checked or how a failure is handled.
- Evidence accepted: Which documents or other evidence can an applicant use, and are there alternatives for people who do not have a supported document?
- Attribute validation: How are details such as name or date of birth checked for completeness, format, and consistency?
- Sources queried: Which authoritative or credible sources are used, and what happens when a source is unavailable or returns a mismatch?
- Person-to-evidence match: How does the process establish that the applicant is the person associated with the evidence?
- Fraud checks: What checks address altered, counterfeit, or otherwise suspicious evidence? Ask what the tool detects and what is sent to human review.
- Decision and audit trail: What decision, reason codes, reviewer actions, and supporting records can authorized staff see or export?
NIST SP 800-63A-4 recognizes multiple evidence types, data sources, validation and verification methods, proofing types, and exception handling. Its guidance says services should offer options for applicants with different means, capabilities, and technologies. Ask vendors to show those options in the product rather than relying on a general claim of broad coverage.
For document inspection, NIST’s implementation material for the previous guideline revision describes checks such as completeness, format, tampering, counterfeiting, and document security features, using automated products or trained-person inspection. Treat that material as background, then verify the vendor’s current approach against SP 800-63A-4 and the implementation being offered.
Make privacy and security procurement requirements
Identity workflows can collect sensitive personal information, including identity attributes, document images, video, and biometrics. Ask for a data map that identifies what is collected, why it is needed, where it goes, who can access it, and when it is deleted. NIST SP 800-63A-4 calls for a documented privacy risk assessment. Its considerations include personal data, biometrics, copies of evidence, additional identity checks, processing beyond proofing, retention schedules, and information that could identify someone when aggregated or algorithmically processed.

Use concrete questions in the vendor review:
- Which attributes, document images, video, biometrics, and fraud signals are collected?
- What is each data type used for, and can it be used for a secondary purpose?
- What are the retention periods, deletion process, and exceptions to deletion?
- Which staff roles and subprocessors can access the information?
- What security documentation and contractual commitments can the provider supply?
- How are security incidents reported and handled?
A general statement that a service is “secure” does not answer these questions. Have the organization’s security, privacy, HR, and legal owners assess the provider’s evidence and contract terms. Available official guidance does not establish or compare any particular commercial provider’s certifications, incident record, accuracy, or retention terms.
Test usability and exceptions, not just the successful path
A smooth result for a person with a supported device and an exact document match does not show how the tool works for everyone else. Compare the applicant and staff experience across mobile and desktop, supported languages, disability access, and available alternatives for people without a supported device or document.
Check how the product handles poor image quality, a name or address variation, a document mismatch, an unavailable data source, a retry, and a case that needs human review. Ask who can correct an error, how an employee can get help, and whether a manual route is available. NIST’s recommendation to provide different evidence, source, method, and exception options makes these practical procurement questions—not optional polish.
Before committing, pilot the workflow with representative employees and realistic failure cases. Record where applicants get stuck, how staff resolve exceptions, and what information the audit trail retains. This is a procurement practice, not a claim that any named tool has passed a comparative performance test; no independent comparative accuracy or rejection-rate data is established here.

Map integration and ongoing operations
Draw the workflow from offer acceptance to the employee’s first day and later system access. Identify where proofing, HR records, accounts, badges, and ongoing authentication happen, and which system owns each handoff. NIST SP 800-63-4 notes that identity management can require coordination with processes and systems beyond identity and IT teams.
Ask whether the product supports the connections and controls your workflow needs:
- Integrations with your applicant tracking system (ATS), human resources information system (HRIS), account-provisioning tools, or credential systems.
- Role-based staff access, approval handoffs, exception queues, and audit exports.
- Support arrangements for outages, delayed checks, and cases that cannot be resolved automatically.
- Documented offboarding, access removal, and data deletion when an employee leaves or the service ends.
Request a workflow demonstration using your actual handoffs and failure routes. A feature list alone will not show whether unresolved checks land with the right team or whether a decision can be traced later.

For U.S. hiring, Form I-9 is the required employment eligibility process. E-Verify is an electronic comparison of information from Form I-9 with records available to the Social Security Administration and Department of Homeland Security. It is voluntary for most employers, although separate rules may apply to some employers, including federal contractors and employers covered by state requirements.

The E-Verify program says that employees who use Self Check still must complete Form I-9, employers cannot require applicants or employees to use Self Check, and participating employers must create an E-Verify case for each new employee. Do not configure an identity-proofing product as a substitute for Form I-9 or assume that an E-Verify integration removes the employer’s responsibilities. Confirm current official program guidance and obtain counsel’s interpretation for the employer’s federal-contractor status, state-law obligations, and participation rules.
Build a practical vendor shortlist
Once the intended job, legal scope, and workflow are clear, use a consistent evaluation sheet for each candidate. Score only capabilities you can verify in product documentation, a contract, or a workflow demonstration.
- Define the use case and risk: specify whether you need proofing, work-eligibility workflow, authentication, credential issuance, or a combination.
- Set evidence and exception requirements: list acceptable evidence, validation sources, manual-review needs, and accessible alternatives.
- Review privacy and security: obtain the data map, retention and deletion terms, access model, subprocessor details, security documentation, and incident terms.
- Walk through integrations: trace ATS/HRIS handoffs, provisioning, credential issuance, audit exports, and exit workflows.
- Pilot edge cases: include mismatches, poor capture, source outages, retries, and human review—not only straightforward approvals.
- Confirm the applicable rules: validate federal, state, contractual, and organization-specific requirements before putting a process into production.
Do not choose a tool on a claimed accuracy percentage or a short demo alone. The official materials cited here do not provide independent commercial-provider performance comparisons, vendor pricing, service-level terms, or verified retention commitments; obtain those details directly and evaluate them against your use case.
