EDPMS closure and eBRC are related but different compliance actions. EDPMS closure is the authorised dealer (AD) Category-I bank’s reconciliation and resolution of an export bill in the Reserve Bank of India’s monitoring system. An eBRC is the Directorate General of Foreign Trade’s electronic Bank Realisation Certificate, issued from bank-reported remittance data to document that export proceeds were realised.
You may need both: the bank must resolve the outstanding EDPMS entry, while you may need an eBRC for foreign-trade, GST, tax, incentive or audit evidence. An eBRC should not be treated as an automatic substitute for asking the bank to confirm that the shipping bill is closed in EDPMS.
EDPMS closure and eBRC at a glance
| Point of comparison | EDPMS closure | eBRC |
|---|---|---|
| System owner | RBI monitoring environment, operated through AD Category-I banks | DGFT eBRC platform |
| Underlying record | Outstanding export shipping bill or export-bill record | Electronic certificate linked to inward remittance and export declaration data |
| Primary purpose | Mark the bill as realised or resolve it through an approved write-off, set-off, extension or other RBI-permitted outcome | Certify realised export proceeds for trade, tax, GST, incentive and audit use |
| Who performs the action | The exporter’s AD Category-I bank reconciles and updates the entry | The bank transmits the Inward Remittance Message (IRM); the exporter can self-certify and manage eligible eBRC records in DGFT’s system |
| Output | Updated EDPMS status showing closure or another resolved status | Downloadable electronic certificate and utilisation record |
| Typical trigger | Payment is received, or the export bill must be dealt with under an approved exception route | A party or process requires documentary proof that export proceeds were realised |
| Effect on the other record | Does not by itself create an eBRC | Does not, on the cited RBI and DGFT material, function as a standalone instruction to close an EDPMS entry |
The practical distinction is ownership: EDPMS is the bank’s RBI reporting and follow-up record, whereas eBRC is a DGFT certificate built from bank-supplied remittance information.
What EDPMS closure means
EDPMS is the RBI-side export-outstanding record
The Export Data Processing and Monitoring System records export bills that require monitoring until the bank can account for the proceeds or apply a permitted alternative treatment. RBI stated in its 2016 notification that EDPMS had been in operation since 1 March 2014. The record normally relates to a shipping bill, SOFTEX record or invoice-level export transaction reported through the AD bank.

Closure is not a button the exporter normally operates directly. The AD Category-I bank checks the remittance, matches it to the correct export declaration and updates EDPMS. RBI requires banks to update export-proceeds data on an “as and when realised basis,” so the bank’s reconciliation is the event that changes the outstanding status.
Possible resolutions are broader than a simple full-payment closure
A fully matched payment can allow the bank to mark the export bill as realised and close it. If the commercial facts are different, the bank may instead process an RBI-permitted write-off, set-off, extension or another approved resolution. The correct route depends on the reason the amount is not appearing as a straightforward full realisation and on the bank’s review of supporting documents.
An entry can therefore be resolved without every case looking identical in the system. A partial payment, an approved reduction, a set-off against an eligible transaction or an authorised write-off should be discussed with the AD bank rather than described as an ordinary closure.

Why an open entry matters
RBI’s EDPMS notification says that a shipping bill remaining open for more than two years without an approved extension can lead to exporter caution listing. Closure, or an approved extension that keeps the case within the permitted process, addresses that specific open-bill condition. The two-year period is not a promise that every bank will complete reconciliation automatically; it is a compliance threshold that makes unresolved entries urgent.

What an eBRC is
A DGFT certificate of realised export proceeds
eBRC stands for “electronic Bank Realisation Certificate.” DGFT describes it as confirmation that payment was realised against exports made. It is used as documentary evidence in foreign-trade administration and can also be requested in GST, tax, export-incentive or audit workflows.
The certificate is based on the bank’s electronic Inward Remittance Message (IRM) and the export data associated with that remittance. The bank supplies the remittance information; the exporter then uses the DGFT service to self-certify eligible eBRCs, view records, cancel an unused certificate where allowed and download utilisation information.
Self-certification and cancellation rules
DGFT Trade Notice 33/2023-24, dated 10 November 2023, announced the upgraded eBRC self-certification pilot. Its workflow states that, based on IRMs received, exporters self-certify their eBRCs. DGFT’s 2025 FAQ says an exporter can self-cancel an unused self-certified eBRC within 120 days. After that window, the bank must flag and cancel the eBRC. Cancellation is an eBRC administration action; it does not replace the bank’s separate responsibility to reconcile the underlying EDPMS record.
How the two records are connected
RBI’s Master Directions required AD banks, from 16 October 2017, to generate eBRC only from EDPMS data. The purpose is consistency between the bank’s export-outstanding record and the certificate that represents realised proceeds. In practical terms, an incorrect shipping-bill match, missing remittance or unresolved exception can affect the ability to produce a clean certificate.

That data dependency does not merge the two actions. EDPMS closure changes the bank’s monitoring status; eBRC creates a DGFT-facing certificate or utilisation record. A certificate can show that a remittance was allocated for export evidence while the bank still needs to correct or complete the EDPMS resolution. Always ask the AD bank to confirm the actual EDPMS status instead of inferring it from possession of an eBRC.
End-to-end workflow after an export payment
- Payment reaches the AD bank. The bank receives the inward export remittance and reports the relevant information. RBI’s “as and when realised” requirement means reporting is tied to realisation rather than a single nationwide monthly deadline.
- The bank identifies the remittance. The bank creates or receives the IRM data and checks the beneficiary, currency, amount, purpose code and remitter details against the export transaction.
- The payment is matched to the export record. The bank reconciles the IRM with the correct shipping bill, SOFTEX record or invoice. If one remittance covers several exports, ask how the bank will allocate it before self-certifying.
- The bank resolves EDPMS. Request the AD bank to mark the matched amount and close the export bill, or to process the applicable approved write-off, set-off or extension route. Keep the bank’s acknowledgement or status evidence.
- The exporter manages the eBRC when evidence is required. In DGFT’s eBRC service, select the relevant IRM or IRMs, self-certify the certificate where the record is eligible, and download the certificate or utilisation report.
- Check both outcomes. Confirm that the certificate carries the intended export details and separately obtain the bank’s confirmation that the EDPMS item is closed or otherwise resolved. If the two views disagree, stop using the certificate for a disputed transaction until the bank and DGFT data are corrected.
When you need EDPMS closure, eBRC or both
You need EDPMS action when the shipping bill is still outstanding
- The bank’s statement or portal still shows an open export bill after payment.
- You are approaching two years from the export date and do not have an approved extension.
- A partial receipt, discount, write-off, set-off or amended export value requires formal bank treatment.
- A new export, banking review or compliance check is blocked by unresolved export-outstanding items.
In these cases, contact the AD branch that handles the export transaction. Ask for the exact outstanding reason, the mapped remittance or IRM, the documents required for the proposed resolution and the resulting EDPMS status.
You need an eBRC when a certificate of realisation is requested
- DGFT or an export-incentive process asks for electronic proof of realised proceeds.
- Your GST, tax or audit file requires a certificate linked to the export payment.
- A customer, lender or internal control process requires a downloadable record showing how an IRM was utilised.
The eBRC is the evidence document for those uses. It is not a general replacement for the bank’s EDPMS reconciliation.

You commonly need both
For a normally paid export, the bank reconciles and resolves the EDPMS item, and the exporter obtains an eBRC if a downstream process requires one. Keeping only the certificate can leave an open bank record; obtaining only bank closure can leave you without the certificate a tax, incentive or audit process requests.

What to do when the shipping bill is still open after payment
- Collect the transaction identifiers. Assemble the shipping-bill number and date, invoice number, exporter code, remittance date, currency, amount, bank reference and any IRM number.
- Check whether the payment is actually credited. A customer’s payment advice is not the same as the bank’s confirmed inward remittance. Ask for the bank’s value date, credited amount and purpose-code details.
- Ask the AD bank for the mismatch reason. Common operational causes include an IRM not yet visible, a wrong shipping-bill or invoice allocation, a purpose-code issue, a currency or amount difference, or an internal bank cut-off.
- Provide the requested evidence once. Send the commercial invoice, remittance advice, shipping bill, reconciliation statement and any amendment, discount or write-off approval relevant to the discrepancy.
- Request a defined resolution. Ask whether the bank will close the bill, partially mark it, process a write-off or set-off, or seek an extension. Obtain the expected status change and the name of the handling team in writing.
- Recheck both systems. After the bank update, verify EDPMS status and then review the corresponding DGFT IRM/eBRC record. Do not cancel an eBRC merely because the EDPMS view is delayed; first ask the bank whether the certificate is based on the correct transaction.
- Escalate before the compliance threshold. If the bill is nearing two years, escalate through the bank’s trade-finance or export-compliance channel and ask what extension or approved resolution is available.
Handling partial, delayed or non-standard realisation
Partial payment
A partial receipt may be applied to the export bill while the balance remains outstanding. The bank may need additional instructions or evidence before it can close the remaining amount. An eBRC generated for the received amount should not be described as proof that the entire shipping bill has been settled.
Wrong export mapping
If the IRM is linked to the wrong shipping bill or invoice, ask the bank to correct the allocation before relying on the eBRC. A certificate attached to the wrong declaration can create a reconciliation problem even though the money reached the bank.
Discounts, write-offs and set-offs
Where the exporter received less than the declared value because of an approved commercial adjustment, or where an eligible set-off applies, the bank must use the relevant RBI route. Keep the approval, correspondence and calculation supporting the difference. Do not force a reduced amount into a full-realisation explanation.

Delayed remittance or missing IRM
If the customer says payment was sent but the bank cannot find an IRM, ask the remitting bank reference and request an inward-remittance trace. Until the AD bank receives and validates the remittance data, the DGFT self-certification workflow may not present a usable record.

Timing, cut-offs and compliance risk
RBI and DGFT do not publish one universal turnaround time that applies to every AD bank, export type and exception. Straightforward reconciliation may be quick, while mismatches, missing IRMs, purpose-code corrections, partial receipts and bank cut-offs require additional handling. Treat any timeline quoted by a branch as case-specific rather than as a national service standard.
The date that matters most for unresolved exposure is the two-year open-shipping-bill threshold identified in RBI’s EDPMS notification. If an approved extension is needed, request it before the threshold and retain the approval. Waiting for an eBRC to appear does not, by itself, protect an open EDPMS entry from the consequences of remaining unresolved.
Who is responsible for each step?
| Party | Responsibility | What to request or retain |
|---|---|---|
| Exporter | Provide accurate shipping-bill, invoice and remittance details; explain partial receipts or adjustments; self-certify eligible eBRCs | Invoices, shipping bills, remittance advice, IRM details, eBRC downloads and bank acknowledgements |
| AD Category-I bank | Receive and validate remittance data, reconcile the export bill, update EDPMS and process an approved closure, write-off, set-off or extension | Confirmed mapping, EDPMS status, exception reason and resolution reference |
| DGFT eBRC service | Present bank-supplied IRMs and support exporter self-certification, viewing, permitted cancellation and utilisation downloads | Self-certified certificate, cancellation record where applicable and utilisation report |
| RBI | Set the export-realisation monitoring framework and bank reporting requirements | Applicable Master Direction, notification and permitted-resolution rules |
Key dates and rule changes
| Date or period | Why it matters |
|---|---|
| 1 March 2014 | EDPMS had begun operating for export-outstanding monitoring, according to RBI’s 2016 notification. |
| 16 October 2017 | RBI Master Directions required AD banks to generate eBRC only from EDPMS data. |
| 10 November 2023 | DGFT Trade Notice 33/2023-24 announced the upgraded eBRC self-certification pilot. |
| 120 days | DGFT’s 2025 FAQ allows exporter self-cancellation of an unused self-certified eBRC within this period; later cancellation requires bank intervention. |
| More than two years open | RBI’s EDPMS notification identifies an open shipping bill without an approved extension as a condition that can lead to caution listing. |
Exporter checklist
- Record the AD bank, branch, shipping-bill number, invoice number and export date.
- Match the remittance amount, currency, value date, purpose code and IRM to the correct export declaration.
- Ask the bank whether the EDPMS entry is closed, partially resolved, written off, set off or extended.
- Obtain an eBRC only when a trade, GST, tax, incentive or audit process needs the certificate.
- Use DGFT’s 120-day self-cancellation window only for an unused self-certified eBRC that genuinely needs cancellation.
- Keep the certificate and the bank’s separate EDPMS confirmation in the same transaction file.
- Escalate unresolved items before they pass two years without an approved extension.
- Recheck current RBI Master Directions, DGFT portal notices, purpose-code rules and your bank’s instructions before acting, because operating procedures can change.
Bottom line
Think of EDPMS closure as the bank’s RBI compliance action and eBRC as DGFT’s electronic proof of realised export proceeds. The bank must reconcile and resolve the export bill; you obtain and use the eBRC when a documentary certificate is required. Because RBI requires eBRC generation from EDPMS data, accurate matching matters, but holding an eBRC alone is not confirmation that the shipping bill has been closed.
