EDPMS closure is completed by your authorised dealer (AD Category-I) bank, not by an exporter directly in the RBI system. The bank matches the Customs shipping-bill record with inward-remittance data, records any approved exception such as an extension or write-off, and marks the bill completed or closed. Exporters must supply the shipping bill, remittance-allocation instructions and evidence for deductions or short realization. The exact realization deadline can change, so confirm the current RBI period with your AD bank rather than relying on an old “nine-month” rule.

What EDPMS closure means

The Export Data Processing and Monitoring System (EDPMS) is an RBI platform that digitally tracks export transactions. Customs sends shipping-bill data into the system; banks report foreign-exchange receipts and reconcile them with those bills; and the exporter’s IEC details are linked through the trade-data ecosystem.

Closure means that the export transaction has been accounted for. In a normal case, the value declared on the shipping bill is received, the bank identifies the relevant inward remittance, and the AD bank marks the entry completed. Closure is therefore a bank-side reconciliation outcome, not an eBRC-generation button that an exporter can use to close a bill independently.

The practical sequence is:

  1. Customs uploads the shipping-bill record to EDPMS.
  2. If an advance was received, the bank holds that remittance in its trade module and applies it to the specified shipping bill after shipment, based on the exporter’s mandate.
  3. For post-shipment receipts, the bank matches each inward remittance to the shipping bill.
  4. When the bill is fully accounted for, the bank marks it completed or closed. If money is missing or the value is reduced, the bank first processes the appropriate exception route.

Who is responsible for each part of the process?

Party Responsibility What the exporter should expect
Customs Supplies the shipping-bill record to EDPMS. Check that the shipping-bill number, date, value and IEC details supplied to the bank correspond to the filed export documents.
Exporter Provides instructions and supporting records to the AD bank. Submit the shipping bill, invoice, remittance-allocation request, advance-payment mandate and any extension, write-off or short-realization request.
AD Category-I bank Reports inward remittances, reconciles them to shipping bills, follows up outstanding realization and updates EDPMS. Ask the bank for the current status, identify unmatched credits and obtain confirmation when an exception has been recorded.
DGFT Operates the electronic Bank Realisation Certificate (eBRC) system. Use the DGFT workflow to generate eBRC only after the bank has shared the required inward-remittance (IRM) data.

If an entry remains open, the bank—not Customs or DGFT—is the party that normally investigates the outstanding amount and submits the relevant update. Keep a written trail of every request because a later extension or write-off depends on the bank’s records and approval route.

How long does export payment realization take?

The applicable period is the period specified by RBI from time to time. An updated Indian Bank customer FAQ currently describes a nine-month period from export, with extensions possible in some cases, but RBI’s 2020 amendment deliberately refers to the period prescribed from time to time. Older RBI material contains different periods. Treat “nine months” as a bank-FAQ statement that must be checked against the latest RBI direction, your export date and your AD bank’s current procedure.

Ask the bank for the deadline applicable to the particular shipping bill before it expires. If the buyer will pay late, file an extension request through the AD bank with the reason and documentary support rather than waiting for the bill to become overdue.

An open bill can create a compliance problem. A 2016 RBI circular said an exporter could be caution-listed when a shipping bill remained open for more than two years without an extension. The exporter could be de-caution-listed after bills were realized and closed or an extension was granted. This is a risk-management point, not permission to leave a bill unresolved until two years have passed.

Advance payments, post-shipment receipts and part shipments

Payment timing determines how the bank allocates the receipt:

Situation Bank treatment Exporter action Expected output
Advance received before shipment The trade module holds the remittance until goods are shipped; the bank applies it to the specified shipping bill under the exporter’s mandate. Give a clear mandate identifying the shipping bill once it exists, and retain the advance-credit advice. The advance is tagged to the shipping bill and contributes to normal closure.
One post-shipment payment The bank matches the inward remittance with the shipping bill. Provide the shipping-bill and invoice references used by the remitter. A fully realized entry can be marked completed.
Several payments against one shipping bill Each inward remittance is reported and reconciled separately. Ask the bank to allocate every credit to the same bill; do not assume that a single later credit will automatically absorb earlier unmatched receipts. The bill closes when the complete acceptable amount is accounted for.
Part payments received through two banks DGFT’s eBRC process treats the payments as separate remittance records. Generate a separate eBRC against each payment after the relevant bank has supplied IRM data. Multiple eBRCs may relate to one shipping bill.
Exports involving multiple shipping bills Each shipping-bill record must be reconciled to the remittance or approved allocation applicable to it. Give unambiguous bill numbers and values in each allocation request. Each bill receives its own EDPMS status.

“Part shipment” is often used loosely. The decisive records are the individual Customs shipping bills and the individual inward remittances. If separate shipments generated separate bills, ask the bank to reconcile each bill separately. If one bill is being paid in instalments, make sure every instalment is allocated and reported rather than treating the customer’s total contract payment as one undifferentiated amount.

What to do when the buyer pays less

A short realization occurs when the acceptable amount received is below the amount declared or otherwise expected for the shipping bill. It is an exception case, not an automatic closure. Send the AD bank a written request explaining the shortfall and attach evidence such as the remittance advice, invoice, debit note, correspondence with the buyer and proof of any bank or intermediary deduction.

  1. Reconcile the bank credit to the invoice and shipping-bill value.
  2. Identify whether the difference is a documented bank/intermediary charge, a commercial price reduction, a credit note, a claim or an unpaid balance.
  3. Ask the AD bank which route applies: acceptance of a permitted deduction, value reduction, write-off, or an extension while the balance remains collectible.
  4. Submit the bank’s required declaration and supporting documents.
  5. Obtain confirmation that the bank has reported the treatment and updated the EDPMS record.

RBI materials require AD banks to follow up outstanding bills and report write-offs through EDPMS. The bank decides whether the reason and evidence satisfy the applicable permission or write-off conditions; an exporter cannot make that decision simply by entering a lower amount in a certificate.

Buyer-bank and intermediary charges

DGFT’s self-generation workflow allows an exporter to enter “other deduction charges” in the Shipping Bill/Invoice Details tab when generating an eBRC. That field is useful for documenting a deduction visible in the remittance advice, but it does not by itself waive an RBI requirement for reduced export value, write-off or extension. Give the bank proof of the charge and follow its decision on how the shortfall must be recorded.

EDPMS closure and eBRC are different outputs

An eBRC is a DGFT certificate generated from bank-reported inward-remittance data. EDPMS closure is the AD bank’s completion of the shipping-bill entry after reconciliation and any approved exception. One does not automatically prove the other.

Question EDPMS eBRC
System owner RBI monitoring platform, updated through AD banks. DGFT electronic certificate system.
Primary record Shipping bill matched with realization data. Inward-remittance (IRM) data shared by the bank.
Who performs the key action? The AD bank marks the bill completed or closed. The exporter can self-generate after the bank has supplied IRM data.
Can it be generated without bank data? No; the bank must report and reconcile the transaction. No; DGFT says an exporter cannot generate eBRC without an IRM.
Part-payment result Each receipt is reconciled to the shipping bill. A separate eBRC is generated for each payment when payments against one bill were received at two banks.
Exception handling Extension, write-off or short-realization treatment must be accepted and reported by the bank. Deduction details can be entered, but the certificate does not itself approve an EDPMS exception.

Banks report foreign remittances on an account-credited basis. A credit that appears in an account but has not been reported as IRM will not supply the data needed for self-generation, so ask the bank to correct missing or misclassified remittance reporting first.

Documents to prepare before asking for closure

  • Shipping bill and invoice showing the bill number, date, exporter IEC and declared value.
  • Bank credit advice or remittance message for every inward payment.
  • Advance-payment mandate linking the receipt to the shipping bill, where applicable.
  • Allocation instructions when receipts relate to more than one shipping bill.
  • Buyer correspondence, debit notes, credit notes or settlement statements explaining a short payment.
  • Evidence of bank or intermediary deductions, including the remittance advice showing the gross and net amounts.
  • Extension, write-off or value-reduction declarations requested by the AD bank.
  • Copies of earlier bank submissions and any acknowledgement or status report.

Use consistent references across the invoice, remittance message and bank request. A mismatch in spelling, bill number, currency or amount can leave a payment unmatched even when the money has arrived.

Extensions, write-offs and value reductions

Extension

Use an extension when the export proceeds are still expected but cannot be realized within the applicable period. Apply through the AD bank before the deadline, state the commercial reason, and attach evidence such as the buyer’s revised payment schedule or documented dispute. An extension keeps the bank’s follow-up record aligned with the expected payment; it is not a substitute for eventual realization.

Write-off

Use a write-off route only when the unpaid amount meets the applicable RBI conditions and the bank accepts the evidence. The AD bank reports the write-off through EDPMS. Do not describe an unpaid balance as closed merely because the buyer has stopped responding or because an internal accounting entry removed the receivable.

Value reduction

A price reduction or deduction must be supported and accepted under the bank’s process. Entering a lower figure in an eBRC deduction field records information for that certificate; it does not independently authorize a reduction of export value for EDPMS purposes.

Small-value bills and proposed fee relief

A circulated document titled “EDPMS – Closure of Shipping Bills – Review of Guidelines” proposes declaration-based reconciliation for shipping bills up to INR 10,00,000 per shipping bill. It also proposes allowing declared value reductions, quarterly declarations, review of handling charges so they are commensurate with services rendered, and no penal charges for regulatory delays.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That document is marked Draft. Treat the INR 10,00,000 threshold and every related concession as proposed unless the RBI has issued a final instrument. Ask your bank which final circular and tariff it is applying; do not rely on a draft to claim closure, avoid a required write-off or dispute a fee.

When a bill still shows open: a practical troubleshooting path

  1. Confirm Customs data. Ask whether the shipping-bill record reached EDPMS and whether the IEC, bill number and value are correct.
  2. Trace every credit. Obtain the bank’s remittance references, value dates, currency and account-credited amounts.
  3. Check allocation. Make sure an advance or instalment was expressly allocated to the correct bill.
  4. Look for a split-bank issue. Payments received at two banks may require separate eBRCs and separate bank reporting.
  5. Classify the difference. Decide whether the remaining amount is an unmatched receipt, bank charge, commercial deduction, collectible balance or genuine loss.
  6. Submit the correct exception request. Use extension, write-off or short-realization/value-reduction documentation as directed by the AD bank.
  7. Request written status. Obtain the bank’s acknowledgement and confirmation of the EDPMS update rather than relying only on an eBRC download.

Questions exporters should ask the AD bank

  • What realization period and extension rule applies to this shipping-bill date?
  • Which inward remittance references are currently matched, unmatched or held?
  • Has an advance mandate been recorded against the bill?
  • Is the shortfall being treated as a documented deduction, value reduction, write-off or an amount still due?
  • What exact declarations and evidence are required for the chosen route?
  • After submission, when will the bank report the change and provide confirmation?

The safest approach is to treat EDPMS, eBRC and the underlying bank ledger as three linked records with different owners. Keep them synchronized through the AD bank, and verify the current RBI deadline and any final small-value guidance before assuming that a payment, deduction or certificate has closed the export obligation.
