Short answer: Drax biomass is not automatically carbon-neutral. Its imported pellets release biogenic carbon dioxide at the power station, while the climate outcome depends on the feedstock, forest-carbon changes, regrowth time, pellet production, transport and any future carbon capture. “Renewable” is a policy classification; it is not the same as zero-emission or carbon-negative electricity.
What Drax burns
Drax’s UK power stations burn wood pellets made from several feedstock classes rather than one uniform stream of waste wood. Drax’s responsible-sourcing categories include sawmill and other wood-industry residues, branches and tops left after harvesting, forest thinnings, low-grade roundwood, salvage trees and some non-woody biomass. In its 2024 reporting year, Drax said it sourced 9 million tonnes of fibre from 13 regions.
That breakdown matters because each material has a different counterfactual: what would have happened to it if it had not become a pellet. A sawmill residue may otherwise be burned for process heat, left to decay or used in a panel product. A low-grade roundwood tree was deliberately harvested and removed from a forest. Those cases cannot be assigned the same carbon-payback time or biodiversity impact simply because both are sold as biomass.

Drax reports sourcing at an aggregated level. A regional tonnage figure does not, by itself, establish the proportion of each feedstock, the age and condition of the forests, or the counterfactual for every load. Those details are essential when assessing sustainability.

Where the pellets come from and how they reach the plant
Drax imports pellets through a multi-stage supply chain. Wood is collected and prepared, dried, milled and compressed at pellet plants; pellets then move by truck or rail to ports, cross the Atlantic by ship in relevant supply routes, and travel by rail or truck to the generating station. Each stage uses energy and creates greenhouse-gas emissions.
Drax says it collects fuel and energy data for each supply-chain step and runs a Biomass Carbon Calculator aligned with UK and European rules. The company’s 2024 annual report cites a UK biomass supply-chain limit of 200 kgCO2e per megawatt-hour. That figure is a limit for supply-chain emissions under the cited policy framework, not a measurement of the carbon released when the pellets are burned and not a guarantee that every ecological effect is negligible.
How biomass carbon accounting works
The central accounting distinction is between the carbon emitted at the stack and the carbon counted in a regulatory inventory. Burning a pellet oxidises carbon and releases biogenic CO2 immediately. A smokestack therefore emits CO2; the fuel is not “zero-emission.” Many policy systems record biogenic stack CO2 differently from fossil CO2 on the assumption that sustainably managed biomass can be regrown and reabsorbed. That convention does not make the atmospheric pulse disappear.
The four quantities that must be kept separate
- Stack emissions: CO2 released when the pellet is combusted, plus other combustion pollutants controlled under power-station permits.
- Supply-chain emissions: Energy for harvesting, drying, pelletising, rail and truck movements, port handling and trans-Atlantic shipping, where applicable.
- Forest-carbon and land-use change: Carbon lost from standing trees, soils and deadwood, or gained through regrowth and changes in forest management.
- Future removals: CO2 captured from the flue gas and permanently stored, if a functioning bioenergy-with-carbon-capture-and-storage system exists.
A lifecycle result combines these elements over a defined time horizon. The same tonne of wood can look very different under a short accounting period, in which combustion is immediate and regrowth is still incomplete, and a longer period in which replacement trees have absorbed more carbon. The result also changes if harvesting displaces a product use, alters soil carbon or reduces the amount of carbon that would otherwise have remained in the forest.

Why “renewable” does not settle the question
Renewable generally describes the policy eligibility of the energy source or the possibility of replenishing the biological material. It does not state that the electricity has no lifecycle emissions, that forests are unaffected, or that atmospheric CO2 returns to its original level quickly. A residue stream with low additional harvesting may have a shorter payback than purpose-harvested roundwood; both can be labelled renewable under a policy scheme.
Is Drax biomass carbon-neutral?
There is no single yes-or-no answer without specifying the feedstock, counterfactual and time horizon. The defensible conclusion is that Drax biomass is not inherently carbon-neutral at combustion. Whether a particular supply chain approaches a lower-carbon result depends on documented forest-carbon effects and measured processing and transport emissions, followed by the rate and certainty of regrowth.
For residues, the relevant comparison may be what would have happened to the material without energy use. For thinnings or roundwood, the analysis must include the carbon that remains unabsorbed during the years or decades needed for replacement growth. A calculation that counts only the pellet plant and ship but omits lost forest carbon is incomplete. Conversely, a calculation that assumes all forest material would have remained standing forever may overstate emissions. The counterfactual has to be supported by site-specific evidence.

What BECCS would change
BECCS means bioenergy with carbon capture and storage. The proposed pathway is to burn biomass, capture a substantial share of the resulting biogenic CO2, transport it and inject it into a geological formation where it remains permanently isolated. If the captured amount exceeds the emissions from cultivation, processing, transport, capture energy and storage, the system could deliver net atmospheric removal.

Drax presents BECCS as a future carbon-removal route. The UK Biomass Strategy says it found “no insurmountable scientific barriers” to net CO2 removal when sustainability criteria and supply chains are appropriately designed. That is a conditional finding, not proof that every pellet pathway is net-negative.
Conditions for a genuinely negative result
- A high and reliably measured capture rate at the generating unit.
- Extra fuel and electricity required by the capture process included in the balance.
- Verified transport and permanent geological storage, with monitoring for leakage.
- Accounted emissions from harvesting, drying, pelletising, rail, trucking, port operations and shipping.
- Forest regrowth and land-use effects that leave enough net carbon available for removal.
- Independent measurement and reporting that prevent double-counting the same tonne as both a forest sink and a captured emission.
Until capture, transport and permanent storage are operating and independently verified at the relevant facility, “carbon-negative Drax power” is a proposed or developing pathway rather than a description of ordinary pellet combustion.
What regulators found about Drax’s reporting
Ofgem’s 29 August 2024 decision found “an absence of adequate data governance and controls in place.” The weaknesses contributed to a misreported 2021–22 annual profiling submission and left Drax unable to provide sufficient evidence for forestry-type and sawlog reporting for Canadian consignments.
Ofgem did not find evidence that Drax failed the 70% sustainability threshold or that renewable certificates were issued incorrectly. Those findings address compliance with the Renewables Obligation evidence and certificate rules; they do not certify every ecological claim about forests, soils or biodiversity.

Drax accepted the findings and paid £25 million into Ofgem’s Energy Industry Voluntary Redress fund. Ofgem’s later audit update said the first phase was materially correct but that Drax’s processes and controls would benefit from further documentation. The balanced reading is that real reporting-control failures were identified, while the available regulatory findings did not establish that the subsidised biomass was legally unsustainable.
Parliamentary concerns about certification and subsidies
The Public Accounts Committee raised a broader governance issue, warning of a “risk that the sector is marking its own homework” when sustainability certification relies heavily on industry schemes. Certification can improve traceability, but its value depends on independent auditing, access to underlying harvest data and enforcement when evidence is missing.
The committee also reported a government move toward a 100% sustainable woody-biomass requirement. It documented that Drax shut down generation and sold pellets on the open market during a price spike, avoiding repayment of £639 million in subsidies. That is a parliamentary finding about the operation of the support arrangements, not a court judgment that the conduct was unlawful.

A UK government consultation published in 2025 said biomass supplied about 14% of UK electricity generation in 2024. The consultation discusses a common sustainability framework for biomass and BECCS and a Drax support contract running for four years from 2027 to 2031.

Parliamentary evidence says the newer support agreement lowers the permitted biomass supply-chain-emissions limit from 55.6 to 36.6 grams of CO2 per megajoule. Because these are policy terms and a future contract, the dates and calculation boundaries matter: the limit is not a direct measure of total lifecycle climate impact, and it does not include a finding that all supplied wood is carbon-negative.
How to evaluate a Drax biomass claim
Use the following checklist when a company, regulator or campaign group describes a pellet supply as sustainable or low-carbon:
- Identify the feedstock: residue, branch and top, thinning, salvage or low-grade roundwood.
- Check the counterfactual: what would happen to the material, forest and soil without energy production?
- Inspect the boundary: does the figure include harvesting, drying, pelletising, inland transport, port handling and shipping?
- Ask about time: is the result measured at combustion, over decades of regrowth or over a longer policy horizon?
- Look for independent evidence: are harvest records, origin data and audit results available, or is the claim based only on a certificate?
- Separate policy status from climate performance: renewable eligibility and certificate compliance are not proof of zero emissions.
- For BECCS, verify operation: capture rate, energy penalty, transport route, storage site, monitoring and permanence must all be demonstrated.
Three claims that should not be conflated

Bottom line for readers
Drax burns a varied mix of imported wood pellets, not a single stream of harmless waste. The plant emits biogenic CO2 when it burns them; accounting rules may classify that emission differently from fossil CO2, but the atmosphere still receives the gas immediately. The credible climate assessment therefore requires feedstock-level traceability, forest-carbon and regrowth analysis, full supply-chain emissions and transparent oversight.
