Short answer: Pokémon Winds and Pokémon Waves have no published type chart or confirmed Dragon roster yet. Using the established Pokémon relationships as a provisional guide, Fairy is usually the cleanest Dragon check, Ice is a strong attacking answer, and Steel is the most useful defensive answer because it resists Dragon attacks. Those interactions are not confirmed for Winds & Waves until The Pokémon Company publishes battle-system details.
What is confirmed about Pokémon Winds & Waves
Pokémon Winds and Pokémon Waves are new games planned for a simultaneous worldwide release in 2027, exclusively on Nintendo Switch 2. The announcement describes an open world of windswept islands and a large ocean. The Pokémon Company says players will encounter Pokémon living in distinct local ecosystems and will face environmental obstacles as well as conventional battles.
The only first partners officially named so far are Browt, a Grass type; Pombon, a Fire type; and Gecqua, a Water type. No official source has published a regional Pokédex, Dragon species list, moves, abilities, base stats, encounter table, damage formula, or revised type chart for either game. Consequently, no particular Dragon, Fairy, Ice, or Steel Pokémon can be identified as a confirmed best counter.

Provisional Dragon-counter ranking
The following comparison uses the conventional relationships shown in the official Pokémon Link: Battle! chart. That chart is explicitly for Pokémon Link: Battle!, so it is evidence of established-series context rather than confirmation of Winds & Waves.

If the established chart is retained, Fairy is the simplest answer to the question “What beats Dragon?” Ice supplies direct super-effective damage, while Steel offers the safest conventional switch among these three choices. That ranking is a planning framework only, not a Winds & Waves rule.
How the established type system informs the comparison
Official Pokémon battle guidance describes type interactions as damage multipliers. Its example has a Fighting move dealing double damage to Normal, ordinary damage to Fire, half damage to Poison, and no damage to Ghost. The same guide explains the same-type attack bonus: when a Pokémon uses a move sharing its type, the move receives an additional 1.5 times its basic damage.

A super-effective hit is not automatically decisive if the attacker is slow, weak, unable to learn a suitable move, or exposed to a stronger opposing attack. Conversely, a neutral move from a powerful or faster Pokémon can outperform a nominal counter. The 1.5× same-type bonus also means that a Fairy Pokémon using a Fairy move, an Ice Pokémon using an Ice move, or a Steel Pokémon using a Steel move may gain extra damage under the established system. Whether Winds & Waves keeps that bonus has not been announced.
Type effectiveness is also applied through the target’s complete typing. A Dragon paired with another type can gain additional weaknesses, resistances, or immunities. The official Pokédex entry for Dragapult, a Dragon/Ghost Pokémon, lists weaknesses to Ice, Ghost, Dragon, Dark, and Fairy. That example demonstrates why a single label such as Dragon cannot determine every practical matchup.
Fairy: the cleanest conventional Dragon check
Why Fairy is attractive
In the conventional chart, Dragon attacks do not affect Fairy, while Fairy attacks deal super-effective damage to Dragon. This gives Fairy a rare combination: it can enter a predicted Dragon attack without taking damage from that attack type and can threaten the Dragon back immediately. If the Fairy user is faster or has enough bulk to survive a different move, it can force the opponent to switch or lose the Dragon.

This is why Fairy is usually described as the cleanest Dragon answer in established Pokémon battling. The advantage is not simply the super-effective multiplier. The conventional Dragon immunity removes one of the opponent’s most obvious attack options, which can create a free turn for attacking, setting up, switching, or using a support move.

- A Dragon Pokémon may carry a secondary typing that gives it useful resistances or another way to pressure Fairy.
- The Dragon may use a non-Dragon move that is super effective against the particular Fairy species.
- A slow or frail Fairy can be knocked out before it uses its Fairy attack.
- An ability, item, field effect, or battle rule in Winds & Waves could modify the conventional interaction.
- A Fairy Pokémon may not be available early, or may be version-exclusive, although no such availability information has been published.
For these reasons, treat Fairy as the leading provisional answer at the type level, not as proof that every Fairy species will defeat every Dragon species. When the games launch, compare the actual Pokémon’s speed, defenses, move power, priority options, and secondary typing.
Ice: strong offense, less certain defense
Why Ice threatens Dragon
The established chart makes Ice attacks super effective against Dragon. Ice therefore gives a straightforward way to punish a Dragon target, particularly when the Ice user can move first or survive one hit. A same-type Ice move may also receive the conventional 1.5× bonus, increasing the value of an Ice attacker’s best move if Winds & Waves preserves that rule.
Ice is especially appealing as an attacking choice rather than a blind switch. A player can bring an Ice user onto the field after a knockout, through a safe pivot, or against a move that the Ice Pokémon is known to resist. This avoids assuming that the type’s offensive advantage automatically makes it a reliable defensive answer.
Why Ice is not automatically the safest switch
In established Pokémon games, Ice is generally associated with a fragile defensive profile. The available data does not establish whether Winds & Waves will use the same defensive chart, so that characteristic must remain provisional. Even if it carries over, an Ice Pokémon that takes heavy neutral or super-effective damage may fail to exploit its Dragon-targeting move.
Evaluate an Ice candidate on four separate questions: can it enter safely, can it move before the Dragon, does it have a strong Ice attack, and can it survive the expected retaliation? If the answer to the first question is no, Ice may be better used as a revenge-killer or secondary attacker than as the team’s primary Dragon switch-in.

Steel: the conventional defensive option
What Steel contributes
The established chart shows Dragon attacks dealing reduced damage to Steel. Among Fairy, Ice, and Steel, that makes Steel the conventional defensive choice. A Steel Pokémon can absorb a Dragon move more comfortably than an Ice or Dragon Pokémon under that chart, then force progress with its own attacks, a status move, or a safe switch.
Steel also has a useful relationship with the other two counter types: Steel attacks are super effective against Fairy and Ice in the official Pokémon Link: Battle! chart. That makes Steel relevant when building a broader anti-counter core rather than preparing only for a single Dragon. A Steel partner can pressure Fairy and Ice opponents that might otherwise threaten a Dragon teammate.
Steel’s trade-offs
- Resistance to Dragon does not mean immunity to every move carried by a Dragon Pokémon.
- A Steel species may have poor special defense, low speed, or a damaging weakness created by a secondary typing.
- Steel attacks are not the same as Steel defenses; a Steel Pokémon still needs an effective move and a turn in which to use it.
- Winds & Waves may change resistances, introduce abilities that bypass them, or limit which Steel species and moves are obtainable.
Steel is therefore the most defensively oriented of the three provisional choices. It is often the sensible first candidate for a switch-in, but its actual value will depend on the species, ability, stat distribution, and move list revealed for Winds & Waves.
Dragon mirror matches
Dragon attacks are super effective against Dragon in the conventional chart, so a Dragon can fight another Dragon directly. This is a pressure option, not a guaranteed answer. Speed determines who attacks first; secondary typing can add weaknesses or resistances; abilities can alter damage or turn order; and move coverage can make one Dragon far more dangerous than another.
A Dragon mirror should be evaluated as a complete matchup rather than a type-only calculation. A fast Dragon with a reliable Dragon move may defeat a slower target before the opponent can exploit its own super-effective attack. A bulky Dragon may survive the first hit and win through a stronger coverage move. If both Pokémon share an additional type, that pairing can change which attacks are safe.
Because no Winds & Waves Dragon species, stats, abilities, or moves are confirmed, naming a “best Dragon” now would be speculation. Use Dragon as a provisional offensive category and wait for official species data before making a species-level recommendation.

How to choose a counter when the games launch
Once official information is available, use the following process instead of selecting a type from its label alone.
- Confirm the target’s complete typing. Record both primary and secondary types. A Dragon/Ghost target, for example, cannot be assessed the same way as a pure Dragon.
- Check the current in-game chart. Do not assume that a chart from another Pokémon title applies unchanged. Verify the interaction in the Winds or Waves battle interface, official manual, or an official update.
- List reliable super-effective moves. Identify the candidate’s strongest usable Fairy, Ice, Steel, or Dragon attack, including accuracy, power, priority, and any stated conditions.
- Compare speed and turn order. A slower counter may need priority, a defensive move, a held effect, or team support to survive long enough to attack.
- Test defensive entry. Check the Dragon’s known moves and calculate whether the candidate can switch in without being knocked out or placed in an unrecoverable position.
- Account for abilities and weather. The open-world setting mentions forces of nature, but no weather or ability mechanics are confirmed. When they are documented, include them in the matchup rather than using type multipliers alone.
- Check availability in your version. Compare the Winds and Waves encounter lists, evolution requirements, trade restrictions, and any version-exclusive distribution.
- Build a backup plan. Pair an offensive answer such as Ice or Fairy with a defensive pivot such as Steel when the roster permits. This prevents one missed prediction from ending the battle.
This method separates what the type chart says from what a particular Pokémon can actually do. It also remains useful if the final games preserve the established chart but introduce new abilities, weather effects, or local forms.
Practical team-building patterns
Fairy plus Steel
A Fairy/Steel pairing covers two different jobs under the conventional chart. Fairy threatens Dragon directly and can ignore Dragon attacks, while Steel provides a Dragon-resistant switch and can threaten opposing Fairy or Ice Pokémon. The pair still needs answers to each member’s other weaknesses and to strong neutral attacks.
Ice plus a safe pivot
An Ice attacker can supply the knockout threat while a separate bulky Pokémon creates the turn needed to bring it in. The pivot might use a resistance, a switching move, or a defensive ability, but no specific Winds & Waves ability or move has been announced. The principle is to avoid exposing a fragile Ice user to an unplanned hit.
Dragon plus Fairy or Steel
A Dragon can pressure opposing Dragons, while Fairy or Steel handles situations in which a direct mirror is unfavorable. The best partner depends on confirmed secondary typings, speed tiers, and move coverage. Until those details exist, this is a structural idea rather than a recommendation of particular species.
What the official chart can and cannot tell you
The Pokémon Link: Battle! chart establishes the following relationships relevant to this question: Dragon is super effective against Dragon and Fairy; Dragon is not very effective against Steel; Ice is super effective against Dragon; Fairy is super effective against Dragon; and Steel is super effective against Fairy and Ice. Those are useful reference points for understanding the established system.

They do not establish that Winds & Waves will use the same relationships. The chart’s own scope is limited to Pokémon Link: Battle!, and no reviewed Winds & Waves source publishes a replacement chart. Until an official update appears, avoid statements such as “Fairy is immune in Winds & Waves” or “Steel always resists Dragon in the new games.” The accurate wording is that these are conventional, provisional interactions.
Questions still awaiting official answers
- Which Dragon, Fairy, Ice, and Steel Pokémon will appear in the regional Pokédex?
- Will the two versions share the same roster, or will some counters be version-specific?
- Will the conventional type chart and 1.5× same-type attack bonus return unchanged?
- Will new abilities, forms, moves, or environmental effects modify Dragon matchups?
- Will the games use the same battle rules for story encounters and any competitive modes?
- How early can players obtain a Fairy, Ice, or Steel Pokémon?
These are not minor details. They determine whether a theoretically excellent type is actually obtainable, fast enough, durable enough, and equipped with the right move at the point a player needs it.
Common mistakes to avoid
Treating a familiar chart as confirmation
Using the established chart to explain likely matchups is reasonable. Presenting it as the confirmed Winds & Waves chart is not. Always label the relationship as conventional or provisional until an official Winds & Waves source says otherwise.

Choosing a species from its type alone
Two Pokémon sharing Fairy, Ice, Steel, or Dragon can perform very differently. Speed, defenses, abilities, secondary typing, move access, and availability all affect the result.
Assuming super effectiveness guarantees a knockout
Damage depends on more than the type multiplier. The attacker’s power, the move’s strength and accuracy, same-type bonus, target defenses, and turn order all matter. A super-effective move from a slow or weak Pokémon may fail where a neutral hit from a stronger, faster Pokémon succeeds.
Using Ice as an automatic switch-in
Ice is best treated as a strong offensive answer until Winds & Waves publishes its defensive details. Bring it in through a safe turn when possible rather than assuming its attacking advantage makes it durable.
Bottom line for players planning ahead
As of the 2027 release announcement, there is no confirmed Winds & Waves Dragon roster or matchup table. The most defensible preparation is to remember the conventional roles: Fairy is the cleanest Dragon check, Ice is a powerful attacking answer, Steel is the defensive resistance and a useful answer to Fairy and Ice, and Dragon can pressure Dragon in a mirror. Reassess all four roles when The Pokémon Company publishes the actual type chart, species, moves, abilities, and version-availability details.
