There is no single official Dragon Ball Super power ladder. The most accurate ranking uses two separate axes: cosmic authority—who can command, erase, or administer universes—and combat performance—who has demonstrated superior fighting ability under particular rules, forms, and matchups.
On authority, Zeno stands alone at the top. The Grand Priest and angels occupy an administrative and attendant tier, followed by the Gods of Destruction. On fighting ability, the strongest mortals can reach god-level performance, but their positions change with transformations, opponents, teamwork, and the arc being compared.
How to read a Dragon Ball Super power ranking
Dragon Ball Super does not publish a numeric chart that permanently orders Zeno, every angel, every destroyer, and every mortal. A character can outrank another in one category while losing in another. Zeno, for example, has supreme existence-erasure authority, but the canon does not present him as a martial-arts competitor with a measured battle score.
Every comparison below therefore identifies the relevant axis:

- Authority: the power to govern, judge, administer, or erase universes.
- Destructive scope: how broadly a character can affect reality.
- Combat feats: demonstrated performance in a fight.
- Form and arc: the transformation and continuity being discussed.
- Context: whether the result was a duel, a tournament, or a team effort.
The official material establishes roles and selected feats, not a universal tier list. Any ordering inside the mortal group is therefore an editorial comparison tied to a stated form and matchup, not an official permanent ranking.
1. Zeno: supreme authority, not a conventional fighter
Zeno, also called Zen-Oh or the Omni-King, occupies the highest position in cosmic authority. The official character description says that “Zeno is a being who stands at the top of all 12 universes.” It also states that, if crossed, he could “erase their entire universe in the blink of an eye.”
That ability is fundamentally different from a punch, energy blast, or tournament victory. Zeno can remove an entire universe from existence, so the relevant comparison is authority and erasure, not whether he would win a regulated martial-arts exchange. His power is sovereign: it changes the conditions under which other characters exist.

The manga summary of the Zamasu crisis provides the clearest demonstration of scale. Zeno erased Zamasu and the entirety of Trunks’ future timeline from reality. This was not a defeat achieved through superior technique or stamina; it was total deletion of the affected reality.
For that reason, Zeno ranks first when the question is “Who has the greatest cosmic authority?” Saying that he is simply “the strongest fighter” is less precise, because the story has not supplied a conventional combat-statistic comparison between Zeno and the beings below him.

2. Grand Priest and angels: the administrative and attendant tier
The Grand Priest and the angels sit beneath Zeno in institutional authority but above the Gods of Destruction in the divine order presented by the series. Their defining feature is function: they administer, advise, and attend the destroyers rather than ruling the universes as sovereigns.
What is established about the angels
Whis is officially described as Beerus’s attendant. That description explains his position without creating a complete numerical ranking of all angels. The cited official pages do not publish a definitive order for the Grand Priest and every angel, so claims such as “Angel A is officially stronger than Angel B” should not be presented as settled canon unless a specific feat supports them.

Angels should also not be treated as a single interchangeable fighting class. Their roles, demonstrations, and relationship to their assigned destroyers matter. A statement about Whis’s status as Beerus’s attendant establishes hierarchy and duty; it does not, by itself, provide a complete list of angel combat scores.
Is Zeno stronger than the Grand Priest?
In authority, yes: Zeno is explicitly at the top of all 12 universes and can erase universes. The Grand Priest’s position is administrative and ministerial beneath that sovereign authority. In a narrower hand-to-hand comparison, canon does not provide a fully quantified contest that would turn the difference into a normal tournament ranking. The safest conclusion is that Zeno outranks the Grand Priest in cosmic command, while the Grand Priest is among the highest-ranking divine officials and should not be assigned an invented numerical tier.
3. Gods of Destruction: universe-governing destroyers
Gods of Destruction occupy the next major tier in the hierarchy. Their job is to destroy, maintaining the balance of their respective universes. The official anime site describes Beerus as “the God of Destruction who maintains the balance of the universe, a being of overwhelming power.”

Beerus as the benchmark destroyer
Beerus is Universe 7’s destroyer and the clearest official example of this role. His authority is not the same as Zeno’s: Beerus governs destruction within a universe, whereas Zeno can erase an entire universe as supreme ruler. The distinction matters when readers ask whether a destroyer is “stronger” than a higher official. Beerus’s title describes a universe-scale function, not sovereignty over all 12 universes.

Belmod and the destroyer exhibition
Belmod is identified as Universe 11’s God of Destruction. In the official summary of the Chapter 29 exhibition skirmish, Belmod is described as capable of incapacitating the other destroyers. That is a direct combat-related example within the destroyer group, but it should not be stretched into a permanent ranking of every God of Destruction in every circumstance.
Destroyer comparisons should specify whether they concern formal authority, destructive scope, or a demonstrated fight. A destroyer can possess the office and its destructive mandate without being proven superior to every other destroyer in a one-on-one contest.
4. Peak mortal combatants: god-level performance under conditions
The strongest mortals form the highest combat tier below the divine officials, but “mortal” does not mean weak. The Tournament of Power shows that mortal fighters can reach performance described as god-level, especially through transformation, training, and cooperation.
Goku and Jiren
The official Tournament of Power summary records Jiren defeating Goku in their first encounter. Goku later returned with Ultra Instinct, a form that dramatically changed the matchup. The result demonstrates why a permanent ranking is misleading: the same fighter can occupy different competitive positions depending on the form being used and the stage of the arc.

Jiren belongs in the peak-mortal discussion because his Tournament of Power performance pushed Goku beyond his previous limits. Yet that does not establish a universal rule that Jiren is always above every version of Goku, nor does it settle how either compares with every destroyer outside the tournament’s rules.
The final Tournament of Power result
Universe 7 ultimately won after Goku and Frieza removed Jiren while Android 17 remained and claimed the tournament victory. This was a team-context result, not a clean solo ranking. It proves that endurance, cooperation, timing, and the tournament’s ring-out rules can determine the outcome alongside raw power.
Toppo, Vegeta, Frieza, and Android 17
Toppo, Vegeta, Frieza, and Android 17 belong in the same broad peak-mortal conversation, but their exact order depends on the chosen comparison. Toppo’s destroyer power and his fight with Goku show how close mortal and divine combat can become. Vegeta and Frieza each bring different forms and tactical strengths. Android 17’s survival and final placement demonstrate that tournament success cannot be reduced to a simple measure of striking power.
The most defensible description is a form- and matchup-dependent top mortal tier, not a permanent list from first through fifth. Any article that places these characters in an exact official order is adding a fan-made system that the cited canon does not publish.
5. Other mortals and the meaning of “mortal level”
The series uses “mortal level” as an average-universe criterion, not as a ranking of every individual fighter. The official material says Universe 1’s average mortal level exceeds seven, which exempts it from the Tournament of Power. That statistic describes the overall condition of a universe’s mortal population and development; it does not prove that every Universe 1 fighter outranks Goku, Jiren, or a God of Destruction.

Why an average cannot rank individuals
An average combines many beings. A universe could have a high general standard without possessing one champion who defeats every exceptional fighter elsewhere. Conversely, a universe with a lower average can produce an extraordinary individual. The statistic therefore answers a governmental or cosmological question—how advanced the universe’s mortals are on average—not “Who wins this duel?”
Goku and Toppo reach god-level battle
The official Iwan character feature quotes the reaction, “This battle is already at the level of us gods…” about Goku and Toppo. That line is important evidence that mortal combat can reach divine territory. It does not turn Goku or Toppo into Gods of Destruction, nor does it establish that either has greater authority than a divine officeholder.

Common ranking mistakes
- Turning authority into a fight score: Zeno’s erasure authority is not a published power level.
- Inventing an angel ladder: official role descriptions do not provide a complete order for every angel.
- Ignoring forms: Goku’s position changes when comparing base combat, Ultra Instinct, or another arc’s version.
- Ignoring rules: The Tournament of Power rewarded ring-outs, teamwork, stamina, and survival.
- Using mortal level as an individual ranking: an average-universe measure cannot identify the strongest single fighter.
- Mixing continuities without labels: identify whether a fact comes from the manga summary, anime presentation, or an official character feature.
So, who is the strongest?
If “strongest” means highest cosmic authority and ability to erase existence, the answer is Zeno. If it means highest divine combat class, the Grand Priest and angels must be discussed through their roles and specific feats rather than an invented universal order. If it means mortal fighting performance, Goku, Jiren, Toppo, Vegeta, Frieza, and Android 17 form a context-dependent elite tier whose order changes with form, rules, and teamwork.

The useful Dragon Ball Super hierarchy is therefore layered: Zeno’s sovereignty, the Grand Priest and angels’ administration, the Gods of Destruction’s universe-scale mandate, and mortals who can temporarily reach god-level combat performance. No single number can represent all four.
