Business interruption (BI) insurance usually covers lost income and continuing expenses only when a covered peril causes direct physical loss of or damage to insured property. “Downtime insurance” is not a standardized policy name. It is a search term that can refer to cyber business-interruption, equipment-breakdown time-element cover, contingent BI, or cloud-outage and parametric products. Whether an outage is insured depends on the exact insuring agreement, trigger, exclusions, waiting period, limits, jurisdiction and facts of the loss.

The short answer: downtime can be covered, but not by every BI policy

Traditional BI, also called business income insurance, is designed for a business that cannot operate normally after an insured physical event. The usual sequence is: a covered peril damages insured property; operations are suspended or impaired; the business loses income; and the policy pays covered financial consequences during the defined restoration period.

The National Association of Insurance Commissioners (NAIC) describes BI as protection against monetary losses during suspended operations when a covered event, such as a fire, causes physical property damage. The Texas Department of Insurance similarly says BI generally covers financial losses when a company cannot do business because a covered peril caused direct physical loss of or damage to its property. Those descriptions are a useful baseline, not a promise that every policy has identical wording.

A server failure, ransomware incident, failed cloud region, utility interruption or supplier shutdown may create real downtime without satisfying a traditional physical-damage trigger. Such losses may be insured by a cyber policy, equipment-breakdown endorsement, contingent BI extension, utility-service endorsement, cloud-downtime product or a parametric policy. Some forms cover accidental system failure; others require a defined cyber security event. A planned cloud maintenance window, provider insolvency or ordinary wear may be excluded.

What traditional business interruption insurance normally pays

BI is generally attached to commercial property insurance. The policy calculates the income the business would have earned had the covered damage not occurred, then applies the policy’s definition of covered income, deductible, limits and time period. Depending on the form, covered amounts can include:

  • Lost business income: lost net income or gross profit, as the policy defines those terms.
  • Continuing normal expenses: costs such as rent, payroll, taxes, debt or loan payments and essential utilities that continue while revenue is reduced.
  • Extra expense: reasonable additional spending to keep trading or reduce the interruption, such as temporary premises, equipment rental, expedited freight or emergency communications.
  • Relocation and resumption costs: expenses needed to move operations temporarily and return to the original site, where the wording allows them.

Coverage is usually limited to a stated maximum indemnity period or period of restoration. The period often starts after the physical loss and ends when the property should reasonably be repaired, rebuilt or replaced and operations can resume with reasonable speed. A policy may also provide an extended business-income tail after reopening, allowing time for revenue to return to its pre-loss level.

These payments are not automatic reimbursement for every dollar that fails to arrive. The insured normally must show the cause of loss, the interruption, the amount that would have been earned, expenses saved, mitigation steps and the period for which the loss is claimed. Limits, sublimits, coinsurance, deductibles and policy definitions can materially change the result.

Why “downtime insurance” is not one policy category

Insurers and brokers use different names for time-element coverage tied to technology or dependent operations. A policy marketed informally as downtime insurance may cover one or more of the following:

Downtime source Possible coverage Typical trigger to verify What may be paid
Your building or other insured property Traditional BI/business income Covered peril causes direct physical loss or damage Lost income, continuing expenses and extra expense during the restoration period
Ransomware, hacking or another cyber event Cyber business-interruption or dependent cyber BI Security failure, malicious attack or another defined cyber event; some forms also cover accidental system failure Income loss, extra expense, incident-response costs and sometimes dependent-system losses, subject to sublimits
Internal machinery or production equipment Equipment-breakdown and time-element endorsement Sudden and accidental mechanical or electrical breakdown, as defined Repair-related income loss and extra expense; physical equipment damage may be covered separately
Supplier, customer or outsourced processor Contingent BI or dependent-property coverage A named or qualifying third party suffers a covered event that interrupts your supply, sales or processing Resulting income loss and extra expense, often with a sublimit and listed locations
Cloud, hosting or data-centre provider Cloud-downtime, cyber or parametric product Monitored outage, service-level failure, cyber event or another precisely defined system interruption Indemnity based on measured loss or a preset payment; wording may not require physical damage
Utility or public infrastructure Utility-service, ingress/egress or civil-authority extension Damage to a specified utility or an order or event that prevents access, usually under stated conditions Income loss and extra expense for the extension’s limited period

The table shows possible solutions, not interchangeable guarantees. The same outage can be covered under one form, excluded under another and covered only up to a small sublimit under a third.

Physical damage is often the decisive coverage question

Many commercial property and BI forms require “direct physical loss of or damage to” property. A fire that destroys a shop, a storm that damages a warehouse roof or a burst pipe that ruins a server room usually presents the kind of physical event these forms contemplate. A revenue drop caused solely by a software bug, disease order or remote service failure may not.

Physical-damage language is not interpreted identically everywhere. Courts and regulators examine the wording, the facts and applicable law. The UK Financial Conduct Authority’s business-interruption test-case guidance illustrates that outcomes turned on the exact disease, prevention-of-access and hybrid clauses rather than on the label “business interruption.” Non-damage disease, denial-of-access and public-authority provisions are separate questions that may broaden coverage only when their specific conditions are met.

Ask whether the policy requires damage at your premises, damage at a supplier’s premises, damage to utility property, or merely an insured system failure. Also check whether loss of use, contamination or an unusable computer system is treated as physical damage under the governing law and the particular form. Do not assume that a regulator’s or court’s interpretation in one country applies in another.

Specialist covers for technology and dependent-operation outages

Cyber business-interruption

Lloyd’s describes a cyber form that covers income loss resulting from interruption to, or downtime of, an organisation’s IT system. Cyber BI may respond to ransomware, denial-of-service attacks, malware, unauthorised access or other security failures. Some policies add accidental system failure; others expressly limit the trigger to a security incident. A cloud provider or outsourced technology supplier may require a separate dependent-business-interruption extension.

Read the definitions carefully. “Security failure,” “system failure,” “computer system,” “network,” “service provider” and “dependent business” can each narrow or expand the trigger. A policy might cover restoration of data and extra expense but impose a separate, lower income-loss sublimit. It may also require that the insured maintain backups, security controls, patching or an incident-response plan.

Equipment-breakdown time element

Equipment-breakdown coverage is aimed at sudden and accidental failure of boilers, refrigeration, manufacturing machinery, electrical equipment or other listed property. It can pair physical repair costs with income loss while the equipment is unavailable. Wear and tear, gradual deterioration, poor maintenance and pre-existing defects are commonly excluded, so a maintenance-related failure may not qualify even when it causes substantial downtime.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Contingent or dependent business interruption

Contingent BI addresses interruption caused by a supplier, customer, contract manufacturer, logistics provider or other dependent property. The third party usually must suffer a covered event, and the policy may name specific locations or classes of suppliers. A supplier’s fire may qualify; a supplier’s unrelated liquidity crisis, labor dispute or voluntary shutdown may not. Check whether customer-dependent sales and outsourced processing are included, and whether the limit is adequate for the largest dependency.

Cloud-outage and parametric products

Some specialist products monitor a cloud or hosting service and pay when an outage meets a stated duration, geographic scope or service metric. A parametric contract may pay a preset amount after the measured trigger, without proving the exact amount of lost profit. That simplicity can speed payment, but the trigger may not match your actual loss: a short outage during peak sales could hurt more than a long outage overnight, while a qualifying regional event might occur when your business is closed.

Verify the monitored data source, measurement interval, qualifying service, waiting period, geographic zone, maximum payout and whether planned maintenance, force majeure or provider insolvency is excluded. A service-level agreement (SLA) credit is not the same as insurance; it may provide only a contractual credit and may exclude consequential lost income.

Civil-authority, ingress/egress and extended BI

Civil-authority or prevention-of-access extensions can respond when an authority restricts access because of covered damage, subject to wording, proximity and time limits. Ingress/egress coverage may address blocked routes. Extended BI can cover the period after physical repairs when sales have not yet returned to normal. Each extension has its own trigger and sublimit; none should be treated as a general pandemic or government-action guarantee.

Compare the time and money mechanics before buying

Two policies can both advertise downtime protection yet produce very different payments. Compare these mechanics in the quote and the specimen wording:

  • Waiting period: a stated number of hours or days may apply before income coverage begins. Some forms apply the waiting period separately to each event or dependent location.
  • Deductible: this may be a dollar amount, a percentage of loss or a time deductible. A 24-hour time deductible can eliminate payment for a brief outage even when the trigger is satisfied.
  • Maximum indemnity period: confirm the longest payable period and whether it is long enough for equipment replacement, rebuilding, regulatory approval, customer migration and supply-chain recovery.
  • Period of restoration: determine when it starts and ends, whether partial operations count as restoration, and whether delays caused by underinsurance, zoning, labor shortages or betterment are treated differently.
  • Post-restoration tail: an extended-income provision may continue after reopening while customers return, but it usually has a separate limit and duration.
  • Loss measure: the form may use net income, gross profit, gross earnings, contribution margin, revenue or a preset parametric amount. “Profit” is not interchangeable across policies.
  • Trend and seasonality clauses: projections may be adjusted for growth, decline, seasonal peaks, market conditions and expenses that would have been incurred without the loss.
  • Partial or intermittent interruption: ask whether degraded performance, repeated short outages and capacity reduction count, or whether the business must be completely suspended.
  • Sublimits and aggregation: cyber, contingent, utility and dependent locations often have smaller limits than primary BI. Multiple incidents may share one annual aggregate.
  • Proof requirements: insurers may require financial statements, tax records, sales forecasts, payroll data, system logs, incident reports, supplier notices and evidence of mitigation.

Common exclusions and gaps

Exclusions vary by form and jurisdiction, but buyers commonly encounter limitations for:

  • Flood, earthquake, mudslide and other natural hazards unless endorsed or covered under a separate policy.
  • Viruses, pandemics, contamination, disease and government or public-authority action, unless a specific non-damage or civil-authority clause applies.
  • War, terrorism, cyber war and hostile acts, which may be excluded or separately endorsed.
  • Planned cloud maintenance, scheduled shutdowns, provider insolvency, contract termination and failure to meet an SLA.
  • Wear, tear, corrosion, gradual deterioration, inadequate maintenance and known defects.
  • Losses caused by a utility, supplier or customer that is not a covered or scheduled dependent property.
  • Fines, penalties, ransom payments, reputational harm and contractual liabilities unless the policy expressly covers them.
  • Loss caused by failure to follow security controls, backups, notification duties or other policy conditions.

An exclusion can operate with a sublimit, waiting period or exclusion exception. Read the entire clause, including definitions and endorsements, rather than relying on a marketing summary.

How common outage scenarios are usually analyzed

Fire closes a retail location

Fire damage to the insured premises is the classic BI scenario. Property coverage addresses repair or replacement; BI can address covered income loss, continuing rent and payroll, and reasonable extra expense during restoration, subject to the period, deductible and proof of loss.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ransomware shuts down the network

Traditional BI may fail if no covered physical damage occurred. A cyber policy may respond when ransomware meets its security-event definition and may also cover forensic investigation, notification, restoration and extra expense. Check whether the policy covers system failure without malicious activity and whether a dependent cloud system is included.

A cloud provider has a regional outage

Coverage depends on a cloud or dependent-system trigger. A parametric policy may pay after a monitored outage reaches its threshold; a cyber form may require a security failure; a traditional BI form may provide no cover without physical damage. Planned maintenance and provider insolvency are frequent exclusions.

A key supplier’s factory burns down

Contingent BI may apply if the supplier’s location is a covered dependent property and the fire is an insured peril. The policy may require a listed supplier, impose a sublimit and exclude delays caused by the supplier’s inventory, financial distress or an uninsured peril.

A production machine fails from wear

Equipment-breakdown cover generally focuses on sudden and accidental breakdown. Gradual wear or deferred maintenance may be excluded, leaving no time-element payment unless another endorsement applies.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A practical checklist for selecting the right coverage

  1. Map your dependencies. List premises, critical machines, utilities, internet carriers, cloud regions, software-as-a-service providers, payment processors, suppliers and customers whose interruption would stop revenue.
  2. Describe realistic failure modes. Separate fire and storm from ransomware, accidental software failure, cloud outage, utility loss, supplier damage and denial of access. Each may need a different trigger.
  3. Read the insuring agreement first. Identify the covered peril, whose property or system must fail, whether physical damage is required, and whether partial or intermittent interruption qualifies.
  4. Check the time terms. Compare waiting period, deductible, restoration period, maximum indemnity period and any extended-income tail against your actual recovery timeline.
  5. Test the financial measure. Confirm how gross profit or net income is calculated, how continuing expenses and saved expenses are treated, and how trend, seasonality and growth are adjusted.
  6. Review extensions and sublimits. Confirm contingent BI, utility, civil-authority, ingress/egress, cyber, equipment-breakdown and dependent-cloud coverage, then compare each limit with the largest plausible loss.
  7. Audit exclusions and conditions. Ask specifically about flood, earthquake, disease, government action, war, planned maintenance, provider insolvency, wear, backups, patching and security standards.
  8. Prepare evidence before a loss. Keep current financial statements, budgets, sales by channel, payroll records, asset inventories, dependency lists, contracts, system architecture and backup logs.
  9. Have a licensed broker compare wording. Request side-by-side quotations that identify the form, endorsements, territory, applicable law, waiting period, sublimits and proof requirements rather than comparing policy names alone.

What to do after an outage or physical loss

  1. Notify the insurer or broker promptly using the policy’s claims contact and preserve the date, time and initial cause information.
  2. Take reasonable steps to protect people, prevent further damage and restore essential operations, while documenting emergency spending and decisions.
  3. Preserve physical evidence, system logs, alerts, forensic images, cloud-status records, supplier notices, photographs and communications. Do not destroy or overwrite relevant data.
  4. Separate the interruption into phases: immediate suspension, reduced capacity, temporary operation and full restoration. Record revenue, orders, cancellations, backlog and extra costs for each phase.
  5. Maintain a contemporaneous calculation showing expected income, actual income, continuing expenses, saved expenses and mitigation costs. Keep assumptions tied to historical and seasonal records.
  6. Coordinate with incident-response vendors, accountants and legal advisers as required by the policy. Some cyber policies require use of approved providers or prior consent for expenses.
  7. Ask the adjuster to identify the applicable trigger, waiting period, sublimit and documents still needed. A reservation of rights or partial payment is not necessarily a final coverage decision.

Do technology-dependent businesses need cyber coverage as well as BI?

A business can have substantial outage exposure even when its premises are intact. If revenue depends on an online store, SaaS application, cloud database, payment gateway, managed service provider or connected manufacturing system, traditional BI alone may leave a gap. Cyber insurance is worth examining when a security event, accidental system failure or dependent provider outage would create material loss and the cyber wording covers that specific scenario.

Do not buy on the phrase “cyber downtime” alone. Confirm whether the policy responds to malicious attacks, accidental failure, cloud dependency, data restoration, system degradation and customer or supplier interruption. Compare the cyber waiting period and sublimit with the time your business can operate manually and the cost of a rapid workaround. A specialist cloud or parametric product may complement cyber coverage when an objectively measured provider outage is the principal risk.

How widespread is BI coverage?

The NAIC reported in 2026 that 30–40% of small-business owners carry business-interruption insurance. That figure describes reported ownership, not adequacy of limits or whether a policy covers technology downtime. The Allianz Risk Barometer for 2024 ranked business interruption as 34% of respondents’ top global business risks, a measure of perceived risk rather than a coverage statistic.

Those figures also do not establish availability or wording in every country. Insurance regulation, standard forms, court decisions and tax treatment differ by jurisdiction. A US commercial property policy, a UK wording considered in FCA guidance and a policy issued elsewhere may use similar labels with materially different triggers.

Bottom line for comparing policies

Start with the cause of the interruption, not the product name. Traditional BI is strongest when a covered peril physically damages insured property. Cyber, equipment-breakdown, contingent, utility, civil-authority and cloud or parametric covers address other failure paths, but only within their stated definitions and limits. Before purchase, obtain the full wording and compare the trigger, affected location or system, loss measure, waiting period, deductible, restoration and indemnity periods, sublimits, exclusions, security conditions and proof requirements. A licensed broker can map those terms to your actual dependencies; no policy label by itself guarantees payment for an outage.
