This guide explains which method fits each edition, how to prepare reusable offline installation media, and why installation files do not replace a license or activation.
Which Office download method should you use?

Before you begin: Office 2016 and 2019 support has ended
Office 2016 and Office 2019 reached end of support on October 14, 2025. Microsoft provides no extension or Extended Security Updates for these products. Existing installations can continue to run, but no longer receive normal security updates, bug fixes, or technical support.

This applies to supported Windows desktop products covered by the lifecycle, including Word, Excel, Outlook, PowerPoint, Access, Publisher, Project, and Visio. For a new computer, consider Microsoft 365 Apps or a currently supported perpetual Office release.
Download the Microsoft 365 consumer offline installer
The Microsoft 365 account portal provides an offline installer for the account and plan that supplies it. It is not a universal package that activates every Microsoft 365, Office 2019, or Office 2016 license.
Steps to download and use the offline image
- Open the Microsoft 365 account download page and select Install for your product.
- In the Install window, open Choose a version.
- Select Offline installer.
- Choose the installation language.
- Select Install and save O365HomePremRetail.img.
- Double-click the .img file in Windows to mount it as a virtual drive.
- Open the mounted drive’s Office folder.
- Run Setup32.exe for 32-bit Office or Setup64.exe for 64-bit Office.
The image contains Office installation files and can be copied to removable storage for use on another compatible computer. You need internet access to download it, and Microsoft 365 activation normally requires internet access after installation.
To update Office after installation, open an Office app and select File → Account → Update Options → Update Now.
Reinstall retail Office 2016 or Office 2019
Retail copies are linked to a Microsoft account after the product key is redeemed. Use that account for later installations.
If the product key is unused
- Go to office.com/setup.
- Sign in with the Microsoft account you want linked to the license.
- Enter the 25-character Office product key.
- Complete redemption and use that account for future installations.
If the product key was already redeemed
- Open the Microsoft account dashboard and sign in with the account associated with the purchase.
- From Overview, select Office apps.
- Find Office 2016 or Office 2019 and select Install.
- Choose language or bit version if needed, then select Install again.
If setup says “This product key has already been used,” it has normally been redeemed. Sign in to the account used during redemption rather than trying the key again.
Microsoft does not display the full product key in Office or the account dashboard. In an Office app, see File → Account → Product Information and check the account beside Belongs to.
Create a reusable offline source with the Office Deployment Tool
ODT is Microsoft’s supported method for downloading reusable Office installation files to a local folder or network share. It is useful for deploying Microsoft 365 Apps or Office 2019 volume editions to multiple computers.

Download ODT from Microsoft’s Download Center and extract its files, including setup.exe and a sample configuration.xml. The Office payload downloads separately, usually under an Office folder with a Data directory. It is normal not to see a traditional standalone Office installer in the payload.

setup.exe /download configuration.xml
This downloads files defined in the XML but does not install Office.
setup.exe /configure configuration.xml
This installs or modifies Office using the XML. If SourcePath is specified, ODT uses that location; otherwise, it looks beside setup.exe and may fall back to the Office CDN.

setup.exe /customize preferences.xml
This applies application preferences without changing other deployment settings.
setup.exe /help
This displays ODT help. Microsoft deprecated the ability to create App-V packages for Microsoft 365 Apps on January 13, 2026, so the older /packager mode is not a good basis for a new deployment.
Download Microsoft 365 Apps with ODT
The product ID must match the assigned license. Using the wrong ID can allow installation but prevent activation. The example below uses the dossier’s listed Microsoft 365 Apps for enterprise product ID, O365ProPlusEEANoTeamsRetail.

Save the file as configuration.xml, then run setup.exe /download configuration.xml. After the download completes, run setup.exe /configure configuration.xml to install from the local source.
Supported Microsoft 365 Apps channel values include BetaChannel, CurrentPreview, Current, MonthlyEnterprise, SemiAnnualPreview, and SemiAnnual. Current is the default for a new installation if no channel is specified.

Use the ID for the actual assigned license, not merely the name in a third-party guide. Microsoft 365 Apps for business and Business Standard use business product IDs; many other plans use an enterprise product ID.
Download Office 2019 volume-license media with ODT
Office 2019 volume editions use Click-to-Run, not the older MSI technology. Valid primary product IDs include ProPlus2019Volume and Standard2019Volume. The required channel for Office Professional Plus 2019 and Office Standard 2019 is PerpetualVL2019.

Run setup.exe /download configuration.xml to download the source, then setup.exe /configure configuration.xml to install later. For a network share, use a UNC path such as \\Server\Share in SourcePath.
Volume activation can use MAK, KMS, or Active Directory-based activation, depending on the organization’s license and infrastructure. Downloaded files do not provide a license or activation key.
Remove an older MSI installation during deployment
Add <RemoveMSI /> to remove supported MSI-based Office, Visio, and Project installations from 2007, 2010, 2013, or 2016. It does not remove older Click-to-Run products; use an ODT Remove configuration or the normal uninstall process for those.

Office 2016 was distributed through both Click-to-Run and Windows Installer (MSI), depending on edition and licensing channel. There is no single ODT procedure for every Office 2016 copy.
For retail Office 2016, use the Microsoft account dashboard after redeeming the key. For volume licensing, use the organization’s licensed MSI media or approved deployment source. Some Project and Visio scenarios use ODT Click-to-Run, but that does not create a generic Office 2016 ISO.
Check compatibility before installing Office 2016 MSI beside Microsoft 365 Apps or Office 2019 Click-to-Run. Office products generally need compatible installation technologies, versions, update channels, and bitness. A 32-bit Office installation cannot be combined with a 64-bit Office, Project, or Visio installation.
The installation technology matters more than the product year. Microsoft 365 Apps, Office 2019, Office 2021, and Office LTSC use version number 16.0, while Office 2016 may be MSI or Click-to-Run.
Can you make an ISO from the downloaded files?
An organization can create an ISO as a container for a complete, licensed ODT source folder. Microsoft’s documented tools provide a consumer .img image or an ODT folder tree, not a generic Office ISO download command.
After downloading the complete source to a folder such as C:\Office2019Source, use Windows or an ISO-authoring utility to create an image from that folder. It is organization-created media, not a Microsoft-issued Office ISO.

Do not treat unofficial ISO files as equivalent to Microsoft media. Unauthorized media may be bundled with counterfeit or stolen product keys, unauthorized reinstallation media, or modified files. Verify the source and license before use.

Microsoft 365 Apps
You can download the program files once and install later without downloading the payload again. Activation depends on the assigned subscription and normally requires internet access. Shared-computer activation also requires users to connect periodically to obtain and renew licensing tokens.

Office 2019 volume licensing
After downloading files, Office 2019 can be installed and activated without internet access when the organization has an appropriate offline method, such as KMS, MAK, or Active Directory-based activation. The license and activation infrastructure must still be available.
Troubleshoot common offline-installation problems
ODT appears to do nothing
setup.exe /download may show little or no progress. Check the configured source location for Office\Data. ODT returns to the prompt when the download completes. If files are missing, inspect ODT logs in %temp%.
There is no obvious Office installer executable
This is normal for Click-to-Run. The downloaded payload contains files such as .cab and .dat; ODT setup.exe remains the deployment engine. Run setup.exe /configure configuration.xml to install.

The product installs but will not activate
Check the product ID, account, and license. A wrong Microsoft 365 product ID can prevent activation. For retail Office, sign in with the account that redeemed the key. In Office, check File → Account → Product Information → Belongs to.
ODT downloads from the internet during installation
Check that source files are in the expected location and SourcePath points to the parent source directory, for example C:\Office2019Source—not C:\Office2019Source\Office or C:\Office2019Source\Office\Data.
Wrong bitness or incompatible existing Office
Use the same 32-bit or 64-bit architecture as compatible Office products already installed. Mixed bitness is unsupported. Check whether an existing installation uses MSI or Click-to-Run before deploying another Office product.
DownloadPath causes an error
When DownloadPath is used, the configuration must also specify a Version. ODT still requires network connectivity when running in download mode, even if the source is another network location.

Bottom line
There is no current universal Microsoft ISO for Office 2016, Office 2019, or Microsoft 365 Apps. Match the method to your license:
- Microsoft 365 consumer: download O365HomePremRetail.img, mount it, and run Setup32.exe or Setup64.exe.
- Retail Office 2016 or 2019: redeem the key at office.com/setup, then install from the associated Microsoft account.
- Volume Office 2019: use ODT to download a reusable Click-to-Run source and install it with /configure.
- Office 2016 volume licensing: use the organization’s correct MSI or approved Click-to-Run media.
You can package an ODT source folder into an ISO for internal use, but that does not change Office licensing, activation, or support status.
FAQ
Does Microsoft provide an Office 2019 ISO?
Microsoft does not provide a generic public Office 2019 ISO in its current workflow. Retail users install from the Microsoft account dashboard; volume customers use ODT to download a Click-to-Run source folder.
Is the Microsoft 365 offline installer an ISO?
The consumer offline installer is normally an .img file named O365HomePremRetail.img. Windows mounts it as a virtual drive, but it is not a generic ISO that activates any Office license.

Can Office be installed without internet access?
Files can be downloaded once and installed later offline. Microsoft 365 activation normally requires internet access, while Office 2019 volume editions can use offline activation methods such as KMS, MAK, or Active Directory-based activation.
What does setup.exe /download do?
It downloads the Office files specified in an ODT XML configuration; it does not install Office. Use setup.exe /configure configuration.xml to install from the downloaded source.
Why does my ODT folder not contain a normal Office installer?
ODT downloads a Click-to-Run payload, commonly including .cab and .dat files under Office\Data. ODT setup.exe is the deployment engine, not a conventional standalone Office setup package.
Can I use an Office 2016 product key to install Office 2019?
No. A product key is tied to its specific Office entitlement. Redeem or install it through the Microsoft account associated with that product; do not assume an offline image supports a different release.

Can Office 2016 MSI be installed beside Microsoft 365 Apps?
It is commonly blocked because MSI and Click-to-Run use incompatible technologies and shared components. Check compatibility for installation technology, version, update channel, and 32-bit or 64-bit architecture.

For a safe offline deployment, start with the license, not an unofficial ISO. An ISO created from ODT files is your own licensed installation container, not a universal Microsoft Office ISO.
