Usually, no. Insurance offered through a gig platform is normally a private, platform-specific benefit for eligible workers in named territories—not an EU-wide policy. It may pay certain accident, sickness, disability, death or parental benefits, but it generally does not replace compulsory motor insurance, commercial-use cover, professional-liability insurance or statutory social security. Before accepting work in another EU country, obtain the platform’s country-specific certificate and check the host country’s mandatory insurance and social-security rules.

The short answer: platform cover is not automatically portable

A platform can insure a worker in one country while excluding, limiting or separately underwriting activity in another. Territorial wording, the platform entity contracting with you, the service you perform (rides, food delivery, parcels or another task), whether you are on-trip, and recent activity thresholds can all change the result. “Europe” or “some parts of Europe” in a platform notice is not a promise that cover applies in all 27 EU member states.

Private platform benefits and public obligations are separate systems. A benefit may reimburse medical costs after an incident while your car still needs legally compliant motor insurance. Likewise, a platform policy does not decide which country collects your social-security contributions. That question is determined under EU coordination rules and national implementation.

What platform-provided insurance normally covers

Platform policies are usually group or partner-protection arrangements negotiated for a defined class of users. They can fill gaps for accidents or life events, but the policy wording—not an advertising summary—controls eligibility, exclusions, limits and claim deadlines.

Uber Partner Protection as a concrete example

Uber states that an eligible independent driver or delivery partner using an Uber app “in some parts of Europe” receives insurance at no cost to help with the financial cost of accidents or life events. The wording is deliberately limited: eligibility, country and local policy terms still apply.

Benefit listed by Uber Important qualification
Daily inconvenience payment after an on-trip injury Only when the incident meets the policy’s on-trip definition and other conditions.
Rehabilitation or medical-cost reimbursement Subject to the policy’s covered treatment, documentation and limits.
Hospitalisation payment Trigger and duration depend on the local certificate.
Disability and death compensation Applies only to qualifying events under the relevant policy.
Severe-sickness or severe-injury payments Definitions and exclusions are country-specific.
Maternity or paternity payment Eligibility and proof requirements vary by territory.

Uber’s policy information says Partner Protection is offered in EU countries where Uber operates rides and/or Eats, while warning that information may not apply in every country, region or city. It also expressly says Partner Protection is not commercial motor insurance and does not replace compulsory motor insurance.

Off-trip cover can depend on activity

For the Uber example, off-trip protection requires recent activity: at least 150 trips in the previous eight weeks for drivers or 30 trips for delivery partners. A person who has just crossed a border, changed service type or reduced activity may therefore have a different protection status from a regularly active partner. Check the current local policy rather than assuming that an on-trip benefit continues when you are offline or between jobs.

Why crossing an EU border changes the insurance answer

Territorial scope and the contracting entity

Ask which legal entity provides the benefit, the country named on your certificate and the territories in which the insured activity is covered. A platform may operate under separate entities and insurers in neighboring countries. A policy issued for work in one state may not respond to an incident while you are physically working in another, even if the same app and account work there.

Service and trip status

Rides, food delivery, parcel work and other tasks can have different certificates. “On-trip” may begin only after a defined job is accepted and end at a specified point; off-trip protection may be narrower or unavailable. Read the policy’s definitions for waiting time, repositioning, app login, passenger loading, delivery completion and personal travel.

Exclusions do not disappear at the border

Common exclusions include unlawful use of a vehicle, unlicensed driving, excluded vehicle classes, intentional acts and activity outside the platform’s stated service. A platform accident payment also does not automatically pay a third party whose property or vehicle you damage. That is the role of liability and motor policies.

Insurance you may still need in the host country

Your Europe advises anyone moving to another EU country or setting up a business there to find out which insurance types are required. Member states can mandate insurance for particular professions and can impose requirements on temporary cross-border services. The exact obligation depends on the activity, vehicle, business status and national law.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Protection or obligation What it addresses What to verify before working abroad
Compulsory motor third-party insurance Legally required liability for using a vehicle on public roads. Whether your policy permits the commercial or delivery use, territorial validity and local proof requirements.
Commercial-use or delivery extension Business use that a private car or motorcycle policy may exclude. Written confirmation from a licensed insurer that the exact gig activity is covered.
Professional or public liability Claims for injury, property damage or professional errors arising from the service. Whether the host country requires it, minimum limits and any registration or certificate rules.
Personal accident or platform package Your own injury, sickness, disability, death or parental benefits. Territory, trip status, thresholds, exclusions, insurer and claim deadline.
Statutory social security Public health, pension, unemployment or work-injury systems as defined nationally. Which country’s legislation applies and how contributions and registrations are handled.

Do not treat a platform’s “insurance included” label as evidence that all five layers are present. EU-OSHA reports that platforms increasingly offer worker-injury and liability policies, sometimes through arrangements such as Uber or BlaBlaCar with AXA and Wolt or Deliveroo with Qover. It also notes that these policies are often voluntary and paid for by workers. A named partnership therefore does not establish a universal EU benefit or a legal exemption.

Platform insurance does not replace social security

EU coordination guidance states that when a person moves within the EU, Iceland, Liechtenstein, Norway or Switzerland, they are generally subject to the legislation of only one country at a time. The basic rule points to the country where the person actually works, but multi-country activity and posted-worker or self-employed rules can change the result.

Working in more than one country

For a person who regularly works in several countries, authorities examine residence, the pattern of work and other employment or self-employment activity. A substantial share—normally at least 25%—performed in the country of residence is one factor in the coordination tests. It is not a universal entitlement to choose that country, and the calculation must be applied to the person’s actual circumstances.

Temporary assignments and relocation

A temporary cross-border assignment may be treated differently from permanently moving a business. Keep records of where and when you worked, contracts, invoices, trip logs and any portability document issued by the competent institution. Ask the relevant social-security authority or a qualified adviser before the first shift; a private platform policy cannot determine the public-law jurisdiction.

The wider EU platform-work context

The Council of the European Union reported that more than 28 million people worked through at least one digital labour platform in 2022, with 43 million expected by 2025. Around 500 digital labour platforms operated in the EU, while platform-economy revenue rose from an estimated €3 billion in 2016 to about €14 billion in 2020. Most platform workers, including taxi and food-delivery drivers, were formally classified as self-employed, although national responses differed.

The platform-work directive was adopted on 14 October 2024. Member states were given two years to incorporate its provisions into national law, making 14 October 2026 the stated transposition deadline. National rules and enforcement can still differ during and after that process. The directive’s existence does not turn a private platform policy into cross-border insurance.

How to check coverage before accepting a cross-border gig

  1. Identify the exact activity. Write down the platform entity, your account country, the destination country, the vehicle or equipment, and whether the job is a ride, delivery, parcel or another service.
  2. Request the current certificate and policy wording. Ask the platform for the insurer, policy number, territorial limits, covered entities and a claims contact for the destination country. Keep the answer in writing.
  3. Check trip-status definitions. Confirm when cover starts and ends, whether repositioning or waiting is included, and whether off-trip benefits exist.
  4. Test activity thresholds. Verify recent-trip, hours-worked or account-standing requirements. For Uber’s published example, that means checking the 150-driver-trip or 30-delivery-trip threshold for off-trip benefits.
  5. List exclusions and deadlines. Note excluded vehicles, personal use, passengers, subcontracting, prohibited roads, reporting periods and required medical or police documents.
  6. Confirm compulsory local insurance. Contact the host-country authority or a licensed insurer about motor, commercial-use, accident and professional-liability requirements, including temporary cross-border services.
  7. Determine social-security jurisdiction. Map residence, countries worked in, percentages of activity, other jobs and whether the arrangement is temporary or permanent. Obtain any required portability or posting document.
  8. Carry proof while working. Store the certificate, insurer contact, platform confirmation, vehicle documents and claim instructions offline as well as in the app.

Illustrative cross-border situations

Situation Questions that decide the outcome
A driver based in Germany accepts rides in Austria for a week. Does the German or Austrian platform entity insure the rides? Is the vehicle policy valid for paid passenger use in Austria? Is the week temporary work or part of regular multi-country activity?
A Belgian delivery partner works weekends in France. Does the delivery certificate name France? Are off-trip benefits conditioned on recent delivery counts? Does French law require a commercial-use or liability extension?
A self-employed courier moves permanently from Italy to Spain. Which business and social-security registrations are required in Spain? Does the existing motor policy cover Spanish commercial use, and does the platform require a new local account or certificate?

These examples show why an app login is not proof of insurance. The answer comes from the written policy, national requirements and the worker’s social-security facts.

Common mistakes and how to avoid them

  • Assuming the EU single market means one insurance policy. Free movement of services does not erase national compulsory-insurance rules.
  • Confusing accident benefits with motor liability. A payment for your injury will not necessarily repair another person’s vehicle or satisfy a legal motor-insurance requirement.
  • Relying on a global help page. Platform pages often warn that information may not apply to every country, region or city. Use the local certificate.
  • Ignoring off-trip conditions. Activity thresholds can remove protection outside an active job even when on-trip cover is available.
  • Assuming platform insurance settles social security. Public contributions and healthcare rights follow coordination rules, not the platform’s private contract.
  • Waiting until after an incident. Claims can have short reporting windows and require medical, police, trip and payment records. Save instructions before travelling.

A practical decision rule

Work across a border only after you can answer “yes” to three separate questions: Is the platform policy written for this country and this service? Does my vehicle and liability insurance satisfy the host country’s compulsory rules? Have I confirmed which country’s social-security legislation applies? If any answer is unknown, pause the cross-border work and obtain written confirmation from the platform, a licensed insurer and the competent authority.
