Why international AI commitments are not all “pacts”
The same report excerpt describes three kinds of international summit output. Their form matters: a government declaration, a voluntary pledge by companies and domestic legislation do not bind the same actors in the same way.

What a meaningful India–U.S. comparison would require
There is not enough available detail to compare an Indian proposal with the U.S. pact named in the headline. A useful comparison would first identify the specific instruments, then assess:
- Legal force and coverage: whether each instrument is law, guidance, a declaration or a voluntary pledge, and which governments, companies or systems it covers.
- Risk scope: which AI systems and harms are addressed.
- Evaluation: who checks compliance and whether assessments are independent.
- Transparency: what disclosures and incident reporting are required.
- Local context: how rules account for Indian languages, sectors and public services.
- Innovation and access: how safety measures are balanced with development and availability.
The last two are questions for evaluating policy design, not established features of the cited guidelines. Without the underlying article and the exact U.S. instrument, assigning specific provisions or positions would go beyond what the available sources support.
