Sometimes—but a stationary plastic owl is not a dependable long-term fix. Some birds may avoid an owl decoy at first, but responses vary by species and setting, and birds can learn that an unmoving model poses no threat. Treat a fake owl as a short-term trial: move it, watch whether the birds return, and consider an appropriate physical barrier if the problem persists.
What the evidence says about plastic owl decoys
A small study offers evidence that a plastic owl can deter some birds in a specific situation. In 2012, Leah J. Rensel and Jannell D. Wilder reported fewer songbird visits to feeders when a plastic owl was present than when a similarly sized cardboard box was used. The study took place in an oak woodland in Oregon’s Willamette Valley and concerned songbird feeding behavior—not every bird species or every kind of nuisance.
The study record does not give a numerical effect size, sample size, or observation schedule. It therefore supports a limited conclusion: the decoy reduced feeder visits in that study, but the result does not establish how strong or lasting the effect was elsewhere. Read the Linfield study record.
Why results depend on the bird and the setting
Birds do not respond uniformly to predator models. Missouri Extension says stationary hawk or owl models are generally ineffective for woodpecker problems. Transport Canada’s review also notes that some birds, including blackbirds and crows, may mob owl models rather than flee from them. A deterrent that changes activity at a feeder, then, may not solve damage to a building or a problem involving a different species.

How to try a fake owl without assuming it works
- Place it near the specific problem area. A decoy is a trial, not proof that birds will avoid the whole yard or property.
- Move it regularly. Birds can habituate to stationary models. Transport Canada recommends frequent movement where short-term local control is the goal; Oregon State University Extension advises rotating and combining visual deterrents.
- Watch what the birds actually do. Check whether activity or damage declines, and whether birds return. If the problem continues, do not treat the decoy’s presence as evidence of success.
- Change tactics when needed. Reflective tape or pinwheels may suit some outdoor situations, while netting or hardware cloth may be more direct where the aim is to block access. The right choice depends on the target species and site.

When a physical barrier is a better fit
If birds keep reaching a defined area, exclusion can address access rather than relying on a predator-shaped object to scare them. Missouri Extension describes screening concentrated woodpecker damage with materials such as poultry wire, hardware cloth, plastic sheets, or netting. Transport Canada likewise identifies barriers such as fencing and netting as ways to exclude birds from selected areas. Choose a material and installation suited to the location and species; no single barrier fits every site.

A 2003 review by Jason M. Gilsdorf, Scott E. Hygnstrom, and Kurt C. VerCauteren found that frightening devices can reduce wildlife damage, particularly as part of an integrated approach, but effectiveness varies. The review says ultrasonic frightening devices are ineffective for repelling birds and mammals. Read the review.
