Detailed reports say he left after questioning; although some headlines said he was arrested, other accounts reported his denial, and an arrest was not independently confirmed in the coverage reviewed. The ₹65.54-crore figure is a reported alleged loss to the Brihanmumbai Municipal Corporation (BMC), not a court finding.
Was Dino Morea arrested?
The available reports do not establish that Morea was arrested. The Indian Express reported that he arrived at the EOW office at about 1:30 p.m. on October 2 and was called in to verify information emerging in the investigation. India Today said he was questioned for around six hours and left police headquarters afterward. Mid-Day later reported that Morea denied arrest reports and was allowed to leave after questioning. Coverage was inconsistent: an earlier Mid-Day report and an Outlook headline described an arrest, while later accounts focused on questioning and departure. Outlook’s article also said Morea denied arrest or detention and that the EOW had not independently confirmed an arrest. India Today quoted an unnamed Mumbai Police official saying, “He is being questioned based on certain leads in the investigation. Any further decision taken will be updated.” (Outlook; India Today)
Accordingly, the best-supported description is that Morea was questioned. The material reviewed does not establish that he was charged or found guilty.

What is the Mithi River desilting case about?
The EOW is investigating alleged financial irregularities in civic contracts to desilt and rejuvenate Mumbai’s Mithi River, which Hindustan Times describes as 17.84 kilometres long. Reports say investigators are examining whether tender terms, equipment rentals, work records and bills were manipulated. These are allegations under investigation, not proven findings. Equipment procurement and rental allegations
According to Hindustan Times, BMC officials travelled to Kochi in October 2020 to procure desilting equipment from Matprop Technical Services. Investigators reportedly said later tender specifications matched Matprop machines, and that contractors who approached Matprop were directed to Ketan Kadam and Jayesh Joshi. The report says investigators alleged the two rented machinery to contractors at inflated rates instead of selling it. (Hindustan Times)

Work records and billing allegations
The same reporting says EOW officers alleged civic records were manipulated to inflate the quantity of silt recorded as removed. The Indian Express reported a separate allegation involving contractor Maideep Enterprises: investigators said photographs and videos submitted as evidence of silt removal appeared to show vehicles carrying building debris. The report also said landowners in Bhiwandi and Panvel denied knowing the contractor and alleged that purported dumping agreements and signatures were forged; one agreement was reportedly dated after a named landowner had died. Investigators alleged Maideep Enterprises submitted bills worth ₹29.63 crore that BMC officials cleared. None of these reported allegations is, by itself, an adjudicated finding. What does the ₹65.54-crore figure mean?
The Indian Express and Hindustan Times reported an alleged loss of ₹65.54 crore to the BMC in 2026. The Enforcement Directorate’s June 7, 2025, press release described the alleged loss as about ₹65 crore. Why was Morea questioned, and what links are reported?
Reports say investigators were examining phone records that allegedly showed contact between Morea and people connected to the matter. They also reported that his brother, Santino Rocco Morea, and Ketan Kadam’s wife, Punita Kadam, were directors of UBO Ridez Private Limited, and that investigators were verifying financial transactions between Santino and the Kadams. These are reported investigative leads; contact or a company connection does not by itself establish that Dino Morea committed an offence. (India Today; Mid-Day)
What is the difference between the EOW and ED investigations?
The EOW is investigating the alleged irregularities in the civic desilting contracts. Hindustan Times reported that it formed a special investigation team in August 2024 after allegations were raised. The ED is pursuing a parallel money-laundering investigation: its June 7, 2025, statement says that probe began on the basis of an FIR registered at Azad Maidan Police Station in Mumbai and describes searches related to the case. Who else has been reported arrested?
The Indian Express reported that three people had been arrested in the EOW case as of October 2, 2026. Hindustan Times identified Ketan Kadam and Jayesh Joshi among those arrested; the reports describe Kadam as an accused and Joshi as associated with Virgo Specialties.
