Short answer: a proposed digital euro would be public money issued and guaranteed by the Eurosystem, while Bitcoin and similar crypto-assets are privately created, unbacked assets whose prices are set by markets. A stablecoin is also privately issued; it attempts to track a currency or other asset, but its stability depends on reserves, governance and redemption arrangements rather than a central-bank guarantee.
The digital euro has not been issued. As of 19 October 2026, the European Central Bank (ECB) plans a 12-month pilot in the second half of 2027 and is aiming for a possible first issuance in 2029, provided EU legislation is adopted in 2026 and the ECB later decides to issue it.
Digital euro, Bitcoin and stablecoins at a glance
| Question | Proposed digital euro | Unbacked cryptocurrency (such as Bitcoin) | Stablecoin |
|---|---|---|---|
| Who issues it? | The Eurosystem, the euro area’s central-bank system | No public institution; the network operates without an issuer responsible for losses | A private company or other private entity |
| What backs its value? | Central-bank money and the Eurosystem’s public guarantee | No underlying redemption promise; market demand determines the price | Reserves, issuer finances, governance and redemption arrangements |
| Intended role | Everyday euro payments, online and offline | Payments, investment, speculation or access to services | Payments and a store-of-value function while targeting a currency or other-asset peg |
| Expected value behaviour | One digital euro is intended to equal one euro | Can move sharply and unpredictably | The peg can hold, but convertibility can weaken during stress |
| Legal position in the euro area | Proposed legal tender, subject to EU legislation | Not legal tender | Depends on the token type and jurisdiction |
| Availability | Not issued yet; a pilot is planned | Already available through crypto markets | Private tokens already exist, subject to applicable rules |
These categories answer different needs. The digital euro is being designed as a form of euro cash for digital payments. Bitcoin-like assets are market-priced crypto-assets. Stablecoins try to reduce price volatility, but they do not turn private liabilities into central-bank money.
What the digital euro would be
Central-bank money with a public guarantee
The ECB describes the proposed digital euro as “central bank money, issued and guaranteed by the Eurosystem.” That means the liability would sit with the euro area’s central-bank system rather than with a commercial company issuing a token. Its design target is simple: one digital euro would always be worth one euro.

This is the fundamental difference from both major crypto categories. Bitcoin and Ether have no institution promising to redeem them for euros at a fixed rate. A stablecoin’s promise comes from its private issuer and the arrangements supporting the token. A digital euro’s value would derive from the same public monetary system that issues euro banknotes and reserves.
Payments, not an investment token
The proposed use is ordinary payments: buying goods online or in shops, paying another person and making transfers. It is intended to work both online and offline. Offline payments are designed to offer privacy similar to cash, with payment details known only to the payer and payee.
Because the digital euro is proposed as legal tender, acceptance rules would be set by EU legislation rather than by the commercial policies of individual token issuers. It would not be marketed as an asset whose price rises or falls against the euro. Holding one unit would mean holding one euro of central-bank money, not a claim on a volatile market price.

As of 19 October 2026, nobody can open an official digital-euro wallet or spend an issued digital euro. The ECB expects to run a 12-month pilot beginning in the second half of 2027. It aims to be ready for a potential first issuance during 2029, but that date is conditional: EU digital-euro legislation must be adopted in 2026, and the ECB must make a later issuance decision. A pilot is therefore a test of the system, not a launch guarantee.
What “cryptocurrency” means in this comparison
Unbacked crypto-assets such as Bitcoin
Bitcoin and Ether are unbacked crypto-assets. They are recorded on permissionless networks and are not promises by a central bank, government or other institution to pay a fixed number of euros. Their prices are formed by supply and demand in crypto markets and can change substantially in a short period.

People may use these assets for payments, investment, speculation or access to services. Those uses do not create a redemption right. If the market price falls, there is no public issuer responsible for making an owner whole. EU supervisory authorities warn that consumers can lose some or all of the money invested and that legal protection may be limited.
Why an unbacked coin is not a digital euro
- Issuer: the digital euro would be issued by the Eurosystem; Bitcoin has no comparable public issuer.
- Unit of account: one digital euro is intended to remain one euro; one bitcoin is worth whatever the market will pay.
- Guarantee: the digital euro would carry a public central-bank guarantee; an unbacked crypto-asset carries no promise of redemption at par.
- Purpose: the digital euro is designed for routine euro payments, whereas crypto-assets also serve investment and speculative purposes.
- Legal tender: the proposed digital euro would have that status if the legislation is enacted; Bitcoin is not legal tender in the euro area.
What a stablecoin is—and what it is not
A private token designed to track an asset
A stablecoin is created by a private issuer and is structured to target the value of a currency, a basket, a commodity, another crypto-asset or another reference asset. A token that targets one official currency is commonly treated as an e-money token under the EU’s Markets in Crypto-assets (MiCA) framework. A token referencing several currencies, commodities, crypto-assets or a basket is an asset-referenced token.

Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →The word “stable” describes an objective, not a guarantee. Maintaining a peg depends on the quality and liquidity of reserve assets, the issuer’s governance and finances, the legal right to redeem, the intermediaries handling conversions and the technology operating the token.
Why a peg can weaken
The Bank for International Settlements states that “since stablecoins are not settled in central bank money, they cannot ensure convertibility at par with their currency, particularly during times of financial stress or crisis.” In calm markets, a token may trade close to its reference currency. Under stress, reserve losses, heavy redemption requests, operational failures or uncertainty about the issuer can make it trade below the target.
Before using a stablecoin, examine the issuer, the assets held in reserve, how those assets are valued and segregated, the legal redemption right, applicable fees, the jurisdictions involved and the systems used to mint, transfer and redeem tokens. A regulatory label does not remove those risks.

The euro stablecoin market is relatively small
ECB figures published in 2025 showed that around 99% of stablecoin supply in circulation was denominated in US dollars, while euro-denominated stablecoins totalled about €395 million. The figures describe the market at that time; they do not imply that every dollar- or euro-referenced token has the same reserve quality, legal structure or risk profile.

Digital euro: finality in central-bank money
If issued as planned, a digital-euro payment would transfer central-bank money. The public guarantee is the reason its unit is intended to stay at par with the euro. Users would still interact through payment-service providers and wallets, but the monetary asset itself would be a Eurosystem liability.
Stablecoin: convertibility depends on the issuer
A stablecoin transfer moves a private token. Its ability to become one euro or one dollar depends on the issuer’s reserves, redemption process and supporting market infrastructure. Even when a token is described as fully backed, users must consider whether reserves are liquid, whether claims are enforceable and what happens when many holders redeem at once.
Unbacked crypto: market settlement without a redemption promise
Bitcoin-like assets settle according to their network rules and market infrastructure. There is no promise that a unit can be exchanged for a fixed amount of euros. The absence of an issuer can be a design feature for some users, but it also means there is no central party to compensate holders after a loss or reverse a mistaken transfer.
Privacy, visibility and compliance
Proposed digital-euro privacy model
The proposed offline mode aims for cash-like privacy: payment details would be known only to the payer and payee. For online payments, the Eurosystem says it would not be able to directly link transactions to individuals. Payment-service providers would nevertheless retain information needed to meet anti-money-laundering and counter-terrorist-financing obligations.

“Pseudonymised” does not mean that every participant is anonymous in every situation. The provider operating a wallet or payment account may hold identity and compliance data, while the Eurosystem’s design limits its direct ability to associate online payment records with named individuals.
Public-ledger crypto activity
Transactions on public, permissionless ledgers can be visible and linkable. A ledger address may not display a name, but transaction histories can be analysed and connected to an individual through exchange records, reused addresses, mistakes in operational security or other data. The BIS also identifies risks from anonymous actors and illicit use.
Stablecoin compliance data
Stablecoin issuers, exchanges and other intermediaries may collect identity and transaction information under applicable compliance rules. A stablecoin can therefore combine public-ledger visibility with records held by the issuer or service provider. Its privacy profile depends on the token’s network, wallet, intermediaries and the laws that apply to each participant.

What MiCA covers
The EU’s Markets in Crypto-assets (MiCA) framework is a harmonised regime for many crypto-assets and related services. It distinguishes asset-referenced tokens, e-money tokens and other crypto-assets. Covered issuers and crypto-asset service providers face requirements concerning authorisation, disclosures, governance and consumer protection.
Recommended Free Tools
Authorisation for referenced and e-money tokens
The European Banking Authority states that issuers of asset-referenced tokens and e-money tokens need authorisation under MiCA. Service providers may also need authorisation before offering custody, trading or other covered services in the EU. Users should check the current authorisation status and terms for the specific issuer and provider, because rules and permissions can differ by token, activity and jurisdiction.

What MiCA does not do
MiCA improves disclosure and supervision; it does not make a stablecoin equivalent to central-bank money. It cannot guarantee that a peg will hold in every market, eliminate reserve or technology failures, or turn an unbacked crypto-asset into a risk-free payment instrument. Consumers can still face market, issuer, operational, custody and legal risks.
Choosing between the three categories
For everyday euro payments
The proposed digital euro is the category designed specifically for this job. It would be legal tender if the legislation is adopted and would target a one-to-one value with the euro. It is not an available option yet, so current payments continue to use cash, bank-based systems and other existing instruments.
For exposure to a volatile crypto market
An unbacked crypto-asset provides market exposure rather than a stable euro balance. Anyone considering it should be prepared for sharp price movements and the possibility of losing some or all of the money invested. There is no central-bank guarantee and no promise to redeem at a fixed rate.
For transferring a token intended to track a currency
A stablecoin may be useful where a tokenised, transferable asset is required, but the user is taking issuer and reserve risk in addition to technology and market risks. Read the redemption terms and reserve disclosures instead of treating the word “stable” as a guarantee.
For privacy-sensitive payments
The proposed offline digital euro is explicitly designed for cash-like privacy. Public-ledger crypto transactions can be visible and traceable, while stablecoin activity can also be associated with issuer and intermediary compliance records. The right choice depends on the actual wallet, network and legal environment, not just the asset’s name.
Questions to check before using a crypto-asset or stablecoin
- Who legally issues the token, and in which jurisdiction?
- What exactly can be redeemed, by whom and at what price?
- Which assets are held in reserve, who safeguards them and how often are they reported?
- What happens if redemptions are suspended, a service provider fails or the network stops processing transactions?
- Is the issuer or service authorised for the activity in the EU under the applicable MiCA category?
- Which fees, limits, conversion spreads and tax obligations apply?
- Can transactions be linked to your identity through the wallet, exchange or public ledger?
- What legal protection exists if funds are lost, frozen or sent to the wrong address?
The practical bottom line
A digital euro would be public central-bank money for euro payments, with a one-euro target, proposed legal-tender status and privacy features that include an offline cash-like mode. Bitcoin and similar crypto-assets are unbacked and market-priced, so their value can be highly volatile and losses have no central institution to cover. Stablecoins sit between those concepts only in purpose: they seek a steadier price, but remain private liabilities whose reserves, governance and redemption arrangements determine how reliable the peg is.
The digital euro remains a proposal, not a product. The ECB’s current timetable is a 12-month pilot from the second half of 2027 and a possible first issuance in 2029, conditional on EU legislation and a later ECB decision. Until then, compare any available crypto or stablecoin by its actual issuer, legal rights, reserves, privacy and risks—not by a claim that it is simply “digital cash.”
