Short answer: use cash when you need a payment method that works without a network or battery, is accepted as public money and offers the most established transaction privacy. Use a card or mobile wallet for online shopping and contactless payments you can make today. Treat the digital euro as a possible additional option, not a replacement you can use now: it has not been issued, its legal framework is still being negotiated, and the European Central Bank (ECB) is targeting a possible first issuance in 2029 only if the necessary EU legislation is adopted in 2026.

What each payment option is, at a glance

The four options are not equivalent products. Cash is central-bank money in physical form. A card or mobile wallet is a private payment instrument that moves money through banks, payment networks and technology providers. The digital euro is a proposed central-bank payment instrument intended to bring some of cash’s characteristics to digital payments.

Decision point Cash Cards and mobile wallets Proposed digital euro
Can you use it now? Yes, wherever cash is accepted, subject to legal exceptions. Yes, where the merchant, bank, device and payment network support the method. No. It has not been issued. The ECB’s indicative target is a possible first issuance during 2029 if the required legislation is adopted in 2026.
Who issues or controls it? Euro banknotes and coins issued under the Eurosystem. Private banks, card issuers, wallet providers and payment networks. The ECB and national central banks would issue it under the final EU legal framework.
Legal status Current euro-area legal tender. It generally must be accepted at face value, with recognised exceptions. Private payment instruments. A merchant can choose which cards or wallets to accept. Proposed legal tender if the regulation is adopted.
Offline capability Works without a network, electricity or a charged device; you handle the physical notes or coins. Usually needs a functioning device, terminal, network connection or account access. Designed for both online and offline payments using a phone or a dedicated payment card.
Privacy Provides the strongest established privacy for ordinary transactions. Transaction data is processed by banks, networks and wallet providers. Offline payments are intended to provide cash-like privacy. Online payments are designed to use pseudonymisation and encryption.
Consumer fees No network fee when handing over cash, although an ATM withdrawal, exchange or account fee can apply. Fees depend on your account, card, wallet, network and the merchant’s arrangement. Basic consumer services are proposed to be free; fee caps are part of the Council’s position, subject to the final law.
Geographic reach Broad physical acceptance in the euro area, within the legal exceptions. Convenient where private infrastructure and merchant agreements exist. Intended for euro-area-wide acceptance, subject to legislation, rollout and provider participation.

The digital euro’s status in 2026

The ECB defines the digital euro as “a digital form of cash, issued by the central bank.” It is intended to complement banknotes and coins, giving people another way to pay rather than withdrawing cash from circulation.

There is no digital euro balance you can open, spend or receive today. The Governing Council has said it will not decide whether to issue one until the relevant regulation has been adopted. The ECB’s FAQ, updated 17 August 2026, still describes the legal framework as a prerequisite. The current planning assumption is a possible first issuance during 2029, conditional on the necessary EU legislation being adopted in 2026. That is a target, not a guaranteed launch date.

When cash is the better choice

For outages and dead batteries

Cash does not depend on a mobile signal, internet connection, payment terminal, bank app or charged phone. It is therefore useful during a power cut, network outage or device failure. Keep enough physical money for the situations in which you could not charge a phone or reach an ATM. Cash still requires practical handling: you must carry it, protect it from loss and have suitable denominations for the purchase.

For established privacy

A cash handover does not create the ordinary electronic transaction trail generated by a bank, card network or wallet provider. That makes cash the strongest established option when minimising payment data is your priority. It is not a guarantee of privacy in every circumstance: withdrawing cash, using a loyalty account or being covered by other records can still connect a purchase to you.

For public-money status

Within the euro area, the euro is the only currency with legal-tender status, according to the European Commission. Banknotes and coins are the current physical expression of that status. Cash generally must be accepted at face value, although EU and national rules recognise exceptions. A merchant can still be unable to take a particular denomination in a lawful situation, and a transaction may be governed by an agreed alternative method.

Cash’s limits

Cash is awkward for remote purchases, subscriptions and many self-service checkouts. You cannot tap a note on a contactless reader, and replacing lost cash is difficult. Withdrawal or conversion charges can also apply even though the physical handover itself has no network fee.

When a card or mobile wallet is the better choice

For online and contactless payments today

Cards and mobile wallets are the practical choices for e-commerce, app purchases, recurring bills and most contactless terminals available now. A wallet can store a supported card and use the phone’s near-field communication capability at a terminal; a physical card provides a fallback when the phone is unavailable. Whether either works is determined by the merchant, your bank, the device and the payment network.

For speed and automation

Electronic payments can be authorised quickly, recorded in an account and used for recurring transactions without counting notes or coins. Wallets can add device authentication such as a passcode or biometric check. Those conveniences come with dependence on the underlying account, device, network and provider.

For acceptance that is private, not public

A card or wallet is not legal tender in its own right. A business normally accepts it because it has a contract with an acquiring bank or payment provider. The provider, bank and network can process transaction information, and the merchant can apply its own payment policy. A card may be usable in one shop while another accepts only cash or a different network.

How resilient are they?

Some terminals can process limited offline card transactions, but the ordinary customer experience depends on functioning payment infrastructure. A phone wallet additionally depends on battery power and device access. For travel or emergencies, carrying a small amount of cash alongside an electronic method avoids making one failure point your only way to pay.

What the proposed digital euro is designed to add

Central-bank money in digital form

Commercial-bank account balances and card payments are claims handled through private institutions. The proposed digital euro would be central-bank money distributed for everyday use. The design goal is to make it available to people in the euro area while retaining banknotes and coins as another option.

Online and offline modes

The ECB describes an online service for ordinary connected payments and an offline function intended for situations without connectivity. The offline design is expected to work through a phone or a payment card. In that mode, the ECB says privacy would be cash-like. The connected mode would use pseudonymisation and encryption, meaning payment processing would protect direct identity details while still involving intermediaries needed to operate the service.

Proposed acceptance and fees

If the regulation is adopted, the digital euro is intended to have legal-tender status and to be accepted across the euro area. The Council’s position includes fee caps and proposes that basic consumer services be free. Those are policy proposals, not a fee schedule you can rely on today; the final obligations and technical rules depend on the legislation and rollout.

What it will not mean

The digital euro would not make cash illegal, and it would not automatically make every existing card or wallet unnecessary. It is being designed as an additional public-money option. You would still need to consider whether a particular merchant, device or service supports it and whether you prefer physical cash, an existing electronic account or the new instrument.

Compare the options by the decision that matters to you

If you need to pay during an outage

Choose cash first because it does not require a network or battery. Once the digital euro is actually issued, its offline mode may provide another route, but its real-world availability will depend on the devices, limits and merchant equipment specified in the final implementation.

If you are buying online

Use a card or mobile wallet now. Cash cannot be entered into most online checkouts, and the digital euro is not yet available. Re-evaluate after issuance only if the website and your provider offer a digital-euro option.

If you mainly tap at shops and transit gates

A contactless card or wallet is the immediate solution where the terminal supports it. Keep a physical card or cash backup for a flat phone battery, a damaged device or a network problem. A future digital-euro card or phone mode could add a public-money alternative, but there is no issued product to select today.

If privacy is your first priority

Use cash for the least electronic visibility. The proposed offline digital euro is intended to come close to that experience, but it cannot be evaluated as a live service yet. Online digital-euro, card and wallet payments all require some form of intermediary processing, even when encryption and pseudonymisation reduce unnecessary exposure.

If you want legal-tender protection

Cash is the established choice now. The digital euro would join it only if the regulation is adopted and the currency is issued. A card or wallet remains a private acceptance agreement, so a merchant is not generally obliged to support every network or wallet.

If you want predictable consumer fees

Cash has no fee for the hand-to-hand payment itself, but getting cash can cost money. Card and wallet pricing is account- and provider-specific. The digital euro proposal would make basic consumer use free and introduce fee caps, yet the final amounts and scope are not settled.

European payment dependence and resilience

The choice is also about infrastructure. The ECB reported in 2026 that more than two-thirds of euro-area card transactions use rules set by non-European companies. It also reported that 13 euro-area countries depend on international card schemes or mobile solutions for in-store payments. This does not make cards unusable; it explains why the digital euro is being discussed as a public European payment option alongside existing private systems.

Cash provides a physical fallback that is not tied to one network. Cards and wallets provide scale and convenience but depend on agreements among banks, merchants, networks and technology providers. A digital euro could diversify that mix if the final service reaches merchants and consumers as planned. Until then, resilience comes from having more than one method rather than assuming a future product is already available.

Will the digital euro replace cash?

The stated policy direction is coexistence. The ECB says the digital euro would complement banknotes and coins and give people an additional choice. Cash remains current legal tender and is intended to remain alongside any digital euro. Nothing in the present design changes the fact that you can choose physical money where it is accepted.

“Replace” can mean different things. A digital euro could replace some cash transactions for people who prefer a phone or card, just as existing cards have done, while cash continues to serve people who need offline capability, physical control or maximum established privacy. It could also replace some card transactions without replacing cash. The eventual balance will depend on adoption, merchant equipment, user preferences and the final legal duties, none of which can be measured before issuance.

How to make a practical choice today

  1. Start with availability. For a payment you must make now, select a method the merchant actually accepts. Cash and existing electronic methods are the only live choices; the digital euro is not.
  2. Check the failure mode. If losing connectivity or battery power would stop the payment, carry cash or another independent method.
  3. Decide how much data you are willing to share. Cash minimises the ordinary electronic record. Cards and wallets involve provider processing. A future digital euro’s privacy depends on whether you use its offline or online mode.
  4. Check the cost at the point where it arises. Look for ATM, account, exchange, card, wallet or merchant charges. Do not assume that a free-to-use app means every associated service is free.
  5. Confirm legal and geographic reach. Cash has current euro-area legal-tender status. Cards and wallets work through private acceptance agreements. Digital-euro reach will become clear only after the regulation and rollout are final.
  6. Keep a backup. A small cash reserve plus a physical card protects you from the most common device, battery and network failures without requiring a prediction about the digital euro’s launch.

What to watch before considering the digital euro

  • Legislation: the EU regulation must be adopted before the ECB’s Governing Council decides whether to issue the currency.
  • Issuance confirmation: the 2029 date is an indicative target conditional on legislation, not a promise that spending will begin then.
  • Distribution: learn which banks, payment providers and public channels will offer wallets or cards and what identification they require.
  • Offline rules: check device requirements, holding or transaction limits and what happens when an offline balance is exhausted.
  • Merchant support: verify where the instrument is accepted in your country and for online purchases before relying on it.
  • Final fees and privacy terms: compare the enacted consumer-fee rules and the precise data handling for online and offline payments.

Bottom line for 2026

There is no single winner. Cash is the dependable offline and privacy-first option; cards and mobile wallets are the useful choices for online and contactless payments now; and the digital euro is a proposed public-money supplement that may arrive around 2029 if the legal conditions are met. Choose by the transaction, the failure you can tolerate and the amount of payment data you want to create, then keep a second method available for the occasions when your first one cannot work.
