That is a historical finding, not proof that current Maxthon versions send the same data to China: the available current sources describe Maxthon’s stated data practices but do not independently test present-day traffic.
What researchers found in 2016
In a technical report published July 18, 2016, Exatel’s Security Operations Center said its test machine continued sending a file named ueipdata.zip to a Maxthon server after the team disabled UEIP. Exatel reported that a fixed 16-byte AES key was compiled into the browser code and that its researchers could decrypt the collected data during their analysis. The report describes device and browser characteristics, the homepage URL, visited websites, search queries sent via HTTP GET, and installed-software information. Read Exatel’s technical report.
A July 14, 2016 SecurityWeek article independently summarized findings attributed to Fidelis Cybersecurity and Exatel. It said the file was sent over HTTP to a Beijing server and that researchers found browsing history, searches, system details, and installed applications in the data. It also reported collection after a UEIP opt-out. Read SecurityWeek’s report.
These accounts describe observations and analysis of tested versions at that time. They do not establish how prevalent the behavior was across all installations, nor do they show what current builds transmit.

What Maxthon says its browser handles now
Maxthon’s current privacy policy describes several data-processing categories, including basic browser usage events; search queries and IP/browser details processed through MaxAsk; address-bar search and browsing history; optional Secure URLs Scan; information about other installed software; and account information users permit Maxthon to save or sync. The policy says UEIP is opt-in and that opting out stops UEIP collection. These are vendor disclosures, not independent measurements of actual network traffic or its destination. Read Maxthon’s privacy policy.
Maxthon’s product page also claims encrypted account storage and sync, incognito mode, anti-tracking, and ongoing security updates. Those features do not establish whether diagnostic or other traffic is sent to a particular country. Encryption or private browsing features should not be treated as evidence that telemetry is absent. See Maxthon’s product description.

Does the 2016 finding apply to current versions?
The available sources do not resolve that question. Exatel and SecurityWeek describe what researchers found in 2016; Maxthon’s current policy describes what the company says it processes now. None of these sources independently tests current Maxthon builds, verifies their live destinations, or establishes how every setting behaves across current versions.
There is a specific difference in the accounts worth keeping clear: Exatel reported that its test continued to send the file after UEIP was disabled in 2016, while Maxthon’s current policy says opting out stops UEIP collection. The historical test and current vendor statement concern different evidence and dates; neither, by itself, verifies present network behavior.

How to assess Maxthon for your own privacy needs
If you are deciding whether to use Maxthon today, distinguish documented historical findings from current, independently verified behavior. Useful evidence to look for includes:
- Recent independent network testing of the exact browser version and operating system you plan to use.
- Clear controls for telemetry, search processing, optional scans, and account sync, with explanations of what each control changes.
- Documentation identifying data recipients and destination countries, rather than broad assurances about encryption or privacy features.
The cited sources do not support naming a particular alternative as safer. A meaningful comparison requires current evidence about each browser’s defaults, controls, and data destinations.
