No. The EU’s Digital Markets Act led Apple to enable alternative app distribution for eligible users in the European Union—not to launch sideloading worldwide. Apple said its January 2024 changes applied in the 27 EU member states and “do not apply to apps distributed anywhere else in the world.” The options arrived with iOS 17.4.
Why the EU changed iPhone app distribution
The relevant law is the European Union’s Digital Markets Act (DMA), Regulation (EU) 2022/1925. On 5 September 2023, the European Commission designated Apple a gatekeeper for iOS, the App Store, and Safari. The Commission describes the DMA’s app-distribution changes as allowing alternative app stores on iPhones and iPads and enabling developers to direct customers toward other ways to purchase digital content. Apple announced related changes to iOS, Safari, and the App Store on 25 January 2024. The announcement was specific: the new distribution options were for developers distributing apps in the EU and did not extend to apps distributed elsewhere. What “sideloading” means on an iPhone
“Sideloading” is often used as shorthand, but Apple’s EU system is not an unrestricted way to install any app file from any source. It is a regulated alternative marketplace and web distribution framework. Apple authorizes marketplace operators and sets eligibility and ongoing requirements; apps distributed through the framework must pass Apple notarization, and users must permit installation.

Alternative app marketplaces
Apple describes an alternative marketplace as a system involving a marketplace app, the operator’s website, and a server. The website provides the route to download the marketplace app. Users can then obtain apps through that marketplace, subject to Apple’s requirements and installation permissions. Apple’s documentation for operating an alternative app marketplace in the EU explains the operator framework.
Web distribution
Apple’s EU framework also includes web distribution, through which eligible developers can offer apps from their websites under Apple’s requirements. It remains part of the regional alternative-distribution system, not a global permission to install arbitrary downloads.

Who can use alternative distribution, and where?
Apple’s current documentation scopes alternative marketplace capabilities to EU users and devices running iOS 17.4 or later. Marketplace operators need Apple authorization and must meet the relevant eligibility and continuing operational requirements. Apple’s March 2026 compliance report continues to describe alternative marketplaces and web distribution as EU capabilities. Apple’s DMA compliance reports provide its current account of those measures.
The practical answer to “Can I install apps outside the App Store on an iPhone?” therefore depends on region, device and software eligibility, and the distribution route. The EU changes did not make the same options available to iPhone users worldwide.

Apple says notarization provides a baseline review, but it is not equivalent to App Store review. Apple also warns that alternative marketplaces are outside its management and that support for problems involving apps installed through them is limited. These are Apple’s descriptions of its system, not independent measurements of comparative malware or privacy outcomes. The EU-only scope has remained central to Apple’s published account; the March 2026 compliance report still describes alternative marketplaces and web distribution as EU capabilities. Separately, on 23 April 2025, the European Commission reported preliminary findings that Apple’s rules and fee structure could discourage developers from using alternative distribution. Those findings were preliminary, not a final judgment that the rules violated the DMA. The Commission’s notice on its preliminary findings describes its position at that stage.

What to check before installing from an alternative marketplace
- Confirm that the device and user meet Apple’s EU and iOS eligibility requirements.
- Check that the marketplace operator is authorized and that you are using its official website or app.
- Understand that notarization is not the same as App Store review, and consider who handles marketplace accounts, payments, refunds, and app-specific support.
- Read Apple’s and the marketplace’s current terms before installing; eligibility and operating requirements may change.
