Neither defence stocks nor infrastructure stocks are automatically safer. Defence companies offer concentrated exposure to military, security and technology procurement, so earnings and valuations can move sharply when wars, elections or defence budgets change. Infrastructure companies own or operate longer-lived economic and social assets and may receive regulated, concession or contracted revenue, but they remain exposed to interest rates, leverage, construction delays, regulation and demand. Recent index results illustrate the difference: to 30 September 2026, a global defence index returned 10.39% over one year and 28.87% annualised over three years on a price basis, while a global infrastructure index returned 0.87% over one year and 10.12% annualised over three years on a total-return basis. Those figures are not an apples-to-apples contest because the return definitions differ.
The better choice depends on the risk you are trying to add, the rest of your portfolio, your investment horizon and the exact fund or companies you select. Treat the two sectors as distinct but potentially overlapping themes, not as automatic diversifiers.
What a defence stock actually represents
Defence investing is a thematic exposure to government and commercial spending on security. The S&P Atlas Security, Defense, and Operational Support Index describes its universe as global listed companies addressing threats ranging from traditional military conflict to cyberattacks. It includes aerospace, defence technology, cybersecurity, surveillance, public safety, emergency management and logistics. A company can therefore enter a defence fund without being a weapons manufacturer; a cyber-security or emergency-management business may be classified alongside an aerospace contractor.
Procurement is the central demand driver
Defence revenue commonly follows appropriations, multi-year procurement programmes, contract awards, delivery schedules and contract execution. Budgets are set by governments, and a change in administration, alliance commitment or fiscal priority can alter the timing or size of orders. Export controls and domestic-preference rules can also determine which suppliers are eligible. A backlog is useful only when the customer is funded and the contractor can deliver at the expected margin.

Index rules can narrow or broaden the theme
Rules differ materially between products. The S&P Atlas universe spans security and operational support as well as traditional defence. By contrast, the Nifty India Defence index requires eligible companies to derive at least 10% of revenue from defence or to operate in specified eligible basic industries, and it caps any individual constituent at 20% of the index. Read the methodology rather than assuming that every fund labelled defence owns the same businesses.
What infrastructure stocks include
Infrastructure is broader than roads and utilities. Economic infrastructure generally covers transport, energy, communications and water networks. Social infrastructure includes assets such as healthcare, education, housing and other facilities that provide public services. Listed exposure may come from regulated utilities, toll-road and airport operators, pipeline or telecommunications owners, engineering and construction companies, real-estate vehicles, or diversified infrastructure funds.
Cash-flow structures vary
A regulated utility may recover costs through an approved tariff; a concession operator may collect user charges; an availability-based project may receive a contracted payment for keeping an asset usable; and a construction company may depend on winning and completing individual projects. These structures have very different sensitivity to inflation, traffic, commodity prices, refinancing and construction costs. “Infrastructure” on a fund label is not a guarantee of stable income.

Economic and social infrastructure can perform differently
The World Bank’s Infrastructure Monitor 2024 reported that economic-infrastructure sectors historically produced higher returns than social-infrastructure sectors, but that listed social-infrastructure equities became equally or more competitive across markets during the most recent five-year period covered by the report. The result is a reminder that the sub-sector mix matters as much as the broad label.

The defence figures are price returns, so they exclude whatever dividend treatment the index methodology uses; the Dow Jones Brookfield figures are total returns. The MSCI numbers are separate regional and global infrastructure benchmarks, not a continuous performance record for one fund. Currency, constituent weights, rebalancing and fees can make an investable ETF’s result differ from any of them.
Why defence returns can surge and reverse
Geopolitical repricing
When a conflict intensifies or governments announce higher defence targets, investors may raise their estimates for orders, revenue and cash flow before contracts are signed. That repricing can be rapid. The European Banking Authority Joint Committee reported that major European Union defence companies rose about 30% from 20 January to the end of April 2025 while the overall EU stock market fell 1%. Individual companies in that group ranged from a 5% decline to a 149% gain, showing how much stock-specific dispersion can sit behind a sector headline.

Budget and execution risk
A headline increase in a defence budget does not automatically become contractor profit. Funds can be directed to personnel, stockpiles or domestic facilities rather than the companies in an ETF. Procurement can be delayed by testing, changing specifications, parliamentary approvals or supply-chain bottlenecks. Fixed-price contracts can also produce disappointing margins when labour, components or financing cost more than expected.
Valuation and expectations
After a sharp rally, prices may already discount years of higher spending. A missed order, a slower delivery schedule or a government signal that spending will be spread over a longer period can trigger a fall even while the long-term security need remains. Defence shares can therefore combine strong structural demand with high event risk.
Export, legal and ethical constraints
Sales may require export licences and can be affected by sanctions, end-use rules or a change in diplomatic relations. Investors who apply environmental, social or governance exclusions should check whether the fund screens weapons, surveillance, cyber operations or dual-use technology, because methodologies differ.

Infrastructure’s return drivers and risks
Long-lived assets can support visibility
Regulated or contracted infrastructure can provide more visible revenue than a business that must win a new order every year. A utility with an approved rate base or an availability-payment concession may have predictable cash flows, and some operators pass part of inflation through tariffs or contracts. That visibility is a characteristic of the specific asset and contract, not a promise made by the sector label.
Interest rates and refinancing
Infrastructure companies often use substantial debt because assets generate cash over many years. When government-bond yields rise, the present value of those cash flows can fall and the cost of refinancing can increase. A highly leveraged owner may need to issue equity, sell assets or reduce distributions. Conversely, a fall in rates can support valuations, but it does not remove operational risk.
Construction, permitting and cost overruns
Greenfield projects face land acquisition, environmental approval, connection and construction risk. Delays postpone revenue while interest and contractor costs continue. Even an existing asset can require a major maintenance programme or an expensive upgrade to meet new standards.
Regulation, politics and demand
Tariff decisions, concession renewals, tax policy and public ownership can change the economics of an asset. Roads, airports and transit systems also depend on traffic and passenger volumes; ports depend on trade; energy networks depend on demand and the generation mix. A regulated revenue stream can be reset by a regulator, and a contracted payment can be renegotiated if the counterparty is distressed.
Evidence of year-to-year volatility
The MSCI EMU Infrastructure Index returned 42.00% in calendar 2025 but lost 12.33% in 2022. The MSCI ACWI Infrastructure Index returned 21.07% in 2025. Those swings demonstrate that infrastructure is not a bond substitute and that a five-year or ten-year asset life does not prevent listed prices from moving sharply in a single year.

Are defence stocks safer than infrastructure stocks?
There is no universal safety ranking. “Safer” depends on whether you mean earnings visibility, share-price volatility, leverage, drawdown risk or the chance of a permanent loss.
| Risk question | Defence exposure | Infrastructure exposure |
|---|---|---|
| What can change demand fastest? | Conflict, alliance policy, elections, appropriations and procurement decisions. | Regulatory resets, concession awards, traffic or usage, commodity prices and project starts. |
| Typical cash-flow visibility | Backlog and multi-year contracts can help, but funding and delivery milestones matter. | Regulated, concession or contracted revenue can help, while construction and refinancing can interrupt it. |
| Most visible valuation shock | Expectations can re-rate after a geopolitical event and unwind when spending disappoints. | Long-duration cash flows are sensitive to bond yields, credit spreads and leverage. |
| Concentration hazard | A few large contractors or a single national budget may dominate an ETF. | A fund may be concentrated in utilities, transport, energy or one regulatory region. |
| Operational failure | Cost overruns, testing failures, supply shortages or contract penalties. | Construction delays, outages, accidents, permitting and maintenance overruns. |
A defence fund may have lower financial leverage than an infrastructure owner but still be more volatile because its valuation is driven by changing expectations. An infrastructure fund may distribute steadier cash yet fall when rates rise. Examine the actual holdings, balance sheets and index rules instead of using “defensive” or “real assets” as a shortcut for safety.
Do defence and infrastructure stocks diversify each other?
Sometimes, but not automatically. Diversification requires different return drivers, not merely two different labels.
Where the exposures overlap
Defence indexes can include logistics, cybersecurity, communications and operational-support companies. Infrastructure funds can own industrial, communications or data-network businesses with similar technology and government customers. DWS has noted that European defence-infrastructure investment may favour resilient existing dual-use assets rather than only new greenfield projects. A fund holding airports, ports, secure communications or emergency systems may therefore share industrial and public-spending factors with a defence fund.
Recommended Free Tools
Government spending can be a common factor
Both themes can benefit from public investment, but both can suffer when fiscal policy tightens or projects are delayed. A defence rally and an infrastructure rally may occur together after a large spending announcement, reducing the diversification benefit at precisely the time valuations are most extended.

How to test diversification with your own portfolio
- Download the latest holdings for each fund and look through the top 10 positions, not just the sector name.
- Map each holding to its actual revenue sources: defence procurement, regulated utility income, construction, technology, logistics or consumer demand.
- Compare country and currency weights. A US-heavy defence fund and a US-heavy infrastructure fund may share macroeconomic exposure even with no identical companies.
- Check overlap by company, industry group and factor exposures such as size, momentum, value, leverage and interest-rate sensitivity.
- Calculate historical correlation with the rest of your portfolio over several periods, including stressed markets. Correlation is backward-looking and can rise during a crisis.
- Review valuation and concentration after rebalancing; a low correlation calculated before a sector rally may not survive a change in index weights.
How to compare defence and infrastructure ETFs
Compare like with like: the same currency, return convention, time period and geographic scope. A price-return defence index cannot be ranked directly against a total-return infrastructure index.
| ETF check | Questions to answer | Why it matters |
|---|---|---|
| Index definition | Which industries qualify, what revenue threshold applies, and how often is the index rebalanced? | Two funds with the same label can have very different holdings. |
| Concentration | What are the top 10 weights, maximum constituent weight and effective number of holdings? | A thematic ETF can behave like a handful of stocks. |
| Geography | Which countries provide the revenue and listing exposure? | Budgets, regulation, currencies and tax treatment are local. |
| Return history | Are published figures price or total return, and are they net or gross of withholding taxes? | It prevents false performance comparisons. |
| Costs and trading | What is the ongoing charge, bid-ask spread, fund size and average daily volume? | Trading and holding costs reduce the result you actually receive. |
| Replication and structure | Does the fund hold securities directly or use a swap, and how are securities lent? | Structure introduces counterparty, collateral and operational considerations. |
| Income treatment | Is the fund distributing or accumulating, and how frequently are distributions paid? | Cash-flow timing and reinvestment differ by share class. |
| Currency | Is the share class hedged, and which currency is used for reporting? | A currency move can dominate a sector return for an overseas investor. |
| Screening | Does the methodology exclude controversial weapons, fossil fuels, surveillance or other activities? | Screening changes both the investable universe and the exposure you receive. |
| Liquidity and access | Is the fund listed on an exchange available in your jurisdiction, and can you trade it at a fair price? | Availability, spreads and local rules affect implementation. |
A practical ETF-comparison sequence
- Start with the factsheet and index methodology, then write down the universe, weight caps, rebalance schedule and screening rules.
- Record the latest holdings date and calculate the percentage in the top five and top ten positions.
- Separate companies by business model: platform or weapons contractor, cyber and software, utility, transport operator, communications network, construction firm or social infrastructure.
- Compare total returns over identical dates and include distributions, fees and currency effects where the data permits.
- Read the risk section for leverage, derivatives, securities lending, emerging-market exposure and the possibility that the fund may close or merge.
- Check the tax treatment and account eligibility in your country before placing an order.
Geography, currency and regional comparisons
Defence procurement is strongly national. Domestic suppliers may receive preferential access, while an overseas company can face export restrictions or a different budget cycle. Infrastructure is also local in its regulation: a German utility, an Indian airport operator and a Canadian pipeline owner face different tariffs, concession laws and political risks.
Compare regional indexes only when the economic exposure is relevant to you. The 42.00% 2025 result for the MSCI EMU Infrastructure Index cannot be assumed to describe a global fund, and the 21.07% 2025 result for the MSCI ACWI Infrastructure Index includes a different country mix. An unhedged investment adds the movement of the foreign currency against your home currency; a hedged share class may reduce that movement but adds hedging costs and basis risk.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesPortfolio uses: a decision framework rather than a prediction
When a defence allocation may fit a stated objective
An investor seeking a targeted position in security, aerospace, cyber or government procurement may use a diversified defence fund instead of selecting one contractor. The trade-off is concentration and event risk. Set a maximum allocation in advance, define what would cause a review, and avoid assuming that a geopolitical shock will continue to lift prices after it has already been discounted.
When infrastructure may fit a stated objective
An investor seeking exposure to regulated or contracted assets, inflation-linked arrangements or long-lived networks may prefer an infrastructure fund. Review leverage, maturity dates, distribution coverage and the split between operating assets and construction companies. Higher income does not eliminate the possibility of a capital loss when rates or regulation change.
Using both themes
Holding both can make sense only after checking overlap and the role each serves. For example, one fund might be used for a deliberately small security-and-technology allocation and another for diversified global infrastructure, while the core portfolio remains broad across sectors and regions. That is an allocation framework, not a recommendation or a forecast; the appropriate size depends on your objectives, horizon, liquidity needs and tolerance for loss.
Common mistakes and how to avoid them
- Calling a sector “safe” from its name. Inspect leverage, contract terms, valuations and concentration.
- Comparing price return with total return. Use the same return convention and date range.
- Assuming a budget announcement equals immediate earnings. Follow appropriations, contract awards, backlog conversion and delivery margins.
- Treating infrastructure as a bond substitute. Listed infrastructure can lose value when yields rise or refinancing becomes expensive.
- Ignoring dual-use holdings. Cybersecurity, logistics, communications and industrial companies may appear in both themes.
- Using a single year as a forecast. The 2022 loss and 2025 gain in the MSCI EMU Infrastructure Index show how quickly calendar-year results can change.
- Overlooking fund mechanics. Fees, spreads, tax, replication, currency hedging and liquidity affect the investor’s net result.
- Buying after a headline without a valuation check. Event-driven rallies can leave expected returns lower even when the underlying theme remains attractive.
Bottom line
Defence stocks are a concentrated bet on military, security and technology procurement, with returns that can re-rate abruptly around geopolitical and budget events. Infrastructure stocks span economic and social assets and may offer more visible, regulated or contracted cash flows, but listed prices remain sensitive to rates, debt, regulation, construction and demand. Recent index data show higher reported defence returns over the cited three-year period, yet the comparison uses price return for defence and total return for infrastructure and should not be treated as a forecast. Choose between them—or combine them—only after matching the index definitions, examining holdings and overlap, and testing how the exposure behaves with the portfolio you already own.
