AT&T, T-Mobile and Verizon have moved from a proposed cooperation agreement to a joint venture aimed at extending mobile service into underserved parts of the United States. Announced October 1, 2026, the venture will combine satellite direct-to-device technology with carrier spectrum. It is intended to supplement, not replace, ordinary cell towers.
That does not mean every dead zone is fixed today. The carriers have not published a consumer launch date, nationwide performance guarantee, final prices or a definitive supported-phone list for the new venture.
What the Big 3 announced on October 1, 2026
The October announcement confirms that AT&T, T-Mobile and Verizon formed a joint venture after describing an agreement in principle on May 14. A board with representatives from all three founding carriers will oversee it. Paul Roth is serving as interim chief executive while the companies search for a permanent CEO.
The stated mission is to make satellite-to-phone coverage easier for mobile operators and customers in places where terrestrial networks are unavailable or unreliable. The venture also aims to create common technical specifications, increase device compatibility over time and broaden provider choice.

The carriers say existing bilateral arrangements, including T-Mobile’s Starlink relationship and AT&T’s AST SpaceMobile program, remain in place. The new venture therefore adds a shared industry effort; it does not automatically replace those services.
How the proposed satellite layer works
Direct-to-device satellites
Direct-to-device (D2D) satellites act like cell sites in space. A compatible handset communicates with a satellite, which connects into a carrier network on the ground. The approach is designed to reach phones that are beyond the range of a conventional tower, without requiring a separate satellite handset.
Pooled spectrum and common specifications
The May plan called for the carriers to pool limited spectrum resources and coordinate technical standards. Common specifications could make it easier for a mobile operator to integrate satellite service and for phone makers to support more than one carrier’s satellite capability.

Terrestrial service remains the default
Cell towers will continue to handle routine calls, messaging and data where they are available. The satellite layer is intended for coverage gaps and as a backup during disasters, outages or other disruptions that affect ground infrastructure.

Do you need a new phone?
Not necessarily, but compatibility is essential. Satellite radios, modem support, software certification and the carrier’s plan rules determine whether a particular handset can connect. The joint venture has not released its final device list.
T-Mobile’s earlier Starlink announcement said most smartphones released during the previous four years could be supported, but that was tied to the program and terms in effect at the time. Do not assume that statement applies to every model, carrier or future plan.

AT&T’s AST SpaceMobile description is aimed at standard phones, including potential FirstNet use, but AT&T has not published a commercial consumer enrollment date or a definitive phone-by-phone eligibility list.
What coverage will and will not solve
Likely use cases
- Messaging or other supported functions on rural highways, remote public lands and off-grid properties.
- A communications fallback when storms, fires or other emergencies damage terrestrial infrastructure.
- Connectivity for public-safety organizations through programs such as FirstNet, subject to their separate requirements.
- Service in areas where building a new tower is impractical or uneconomical.
Persistent limitations
- A phone generally needs a sufficiently open view of the sky; steep terrain, dense forest, buildings and indoor locations can block or weaken the link.
- Satellite capacity is shared. Congestion, spectrum coordination and emergency prioritization can affect speed and availability.
- Functions may roll out in stages. Texting, voice, data and emergency features should not be treated as interchangeable.
- Satellite coverage will not turn every national park, canyon or disaster area into a guaranteed broadband zone.
T-Mobile has described more than 500,000 square miles as beyond the reach of any carrier’s earth-bound towers. Its 2025 material also described compatible satellites orbiting more than 200 miles above Earth at over 17,000 miles per hour. Those figures explain the engineering challenge and the potential footprint; they are not a promise of uninterrupted service at every location.

When will the shared network launch, and what will it cost?
There is no published nationwide consumer launch date for the joint venture. The May announcement was expressly an agreement in principle subject to definitive agreements and customary closing conditions; the October announcement confirms the venture but still describes objectives rather than retail plan terms.
No final price sheet, nationwide performance commitment or complete supported-device list has been announced. Pricing could vary by carrier, plan, customer type and feature set, so a single “satellite coverage fee” cannot be stated yet.
T-Mobile’s Starlink example shows that satellite access can be tied to a particular plan and may begin with limited functions such as messaging. AT&T’s AST SpaceMobile program is another path, but AT&T has not given a specific commercial consumer date. Check each carrier’s current terms before changing plans or buying a phone.

How to prepare for a dead-zone trip or emergency
- Check your exact phone model. Use the carrier’s current compatibility page or account tools; “recent smartphone” is not a universal qualification.
- Verify the plan feature. Confirm whether satellite service is included, an add-on, beta access or restricted to certain customers.
- Install updates and enable required settings. Satellite features may require current carrier software, operating-system updates or location permissions.
- Move into open sky when prompted. A clear outdoor position can matter more than signal bars from a terrestrial tower.
- Keep a terrestrial and non-cellular backup. Download maps, carry a power bank and consider a dedicated emergency messenger when rescue communications are safety-critical.
- Do not rely on an unannounced capability. The new joint venture has not yet published the terms needed to treat it as a guaranteed emergency service.
What the announcement means for each carrier’s customers
AT&T
AT&T customers gain a potential shared satellite layer in addition to the company’s AST SpaceMobile work. The AST program is also being designed for enterprise, FirstNet and Internet of Things uses, which may make public-safety and industrial deployments an important early focus.
T-Mobile
T-Mobile brings the most visible U.S. operating example through Starlink, which has demonstrated automatic satellite connection on compatible phones. The joint venture could broaden interoperability, but it does not erase the need to check current Starlink plan and device rules.
Verizon
Verizon becomes a founding participant in the shared effort rather than relying only on its terrestrial network. The October announcement does not provide a Verizon-specific consumer satellite launch date, price or phone list.
The practical bottom line
The Big 3 have taken a meaningful organizational step toward reducing U.S. dead zones: a shared venture using satellite direct-to-device links, coordinated spectrum and common standards. The technology is already being demonstrated in separate carrier programs, but the new venture is not yet a nationwide retail service. Expect terrestrial networks to remain primary, satellite access to arrive in stages, and final coverage, device, pricing and emergency terms to depend on future carrier announcements.
