Phantom Liberty is a paid story expansion for Cyberpunk 2077, set in Dogtown. It is separate from the free Update 2.0 overhaul, and it is available on PC, PlayStation 5, and Xbox Series X|S—not PlayStation 4 or Xbox One. You can continue an existing save or choose the expansion’s skip-ahead start; a new playthrough is the publisher’s recommendation for experiencing Update 2.0’s major gameplay changes.
What Phantom Liberty adds
CD PROJEKT RED describes Phantom Liberty as a spy-thriller expansion. V becomes involved in a mission concerning the NUS President in Dogtown, a dangerous district shaped by political intrigue and shifting alliances. The story introduces NUSA agent Solomon Reed and Dogtown ruler Kurt Hansen. CD PROJEKT RED’s Phantom Liberty page has the official expansion description.
The expansion adds Dogtown, story and side missions, gigs, boss fights, new weapons and other items, a Relic skill tree, and repeatable activities including airdrops and courier missions. In its September 25, 2023 launch announcement, CD PROJEKT RED said it included more than 100 new items across vehicles, weapons, clothing, and cyberware. Read the launch announcement.
Phantom Liberty and Update 2.0 are different
Update 2.0 is a free overhaul of the base game; Phantom Liberty is additional paid story and Dogtown content. CD PROJEKT RED released Update 2.0 for PC, PS5, and Xbox Series X|S on September 21, 2023. Its changes include redesigned perk trees and cyberware, vehicle combat, car chases, and a new police system. CD PROJEKT RED’s Update 2.0 announcement outlines the changes.

You do not have to start over to play the expansion. CD PROJEKT RED said existing saves could continue, while recommending a new playthrough for the best experience of Update 2.0’s extensive system changes. Owners of Phantom Liberty could also start a new game with a new character already “adequately leveled up” for the expansion. The announcement does not state an official numeric starting level.

The official material cited here does not identify the exact base-game mission that unlocks Phantom Liberty, so a specific quest trigger should not be assumed. Nor should level 51 be treated as a recommended story-start level: CD PROJEKT RED support identifies it as the threshold at which Phantom Liberty-only Tier 5++ weapons start appearing. The item-tier support page concerns loot availability, not the expansion’s recommended start point.

Where you can play the expansion
Phantom Liberty is listed for PC, PlayStation 5, and Xbox Series X|S. The 2023 launch announcement named Steam, GOG, the Epic Games Store, and GeForce Now among PC access routes. CD PROJEKT RED support says the expansion was made for current-generation consoles and PC, not PS4 or Xbox One. Check the current store listing for your country and platform before buying, since availability can change. See CD PROJEKT RED’s previous-generation console support page.
If you use cross-progression, the save must be compatible with the game content installed on the destination platform. CD PROJEKT RED support says a base-game save can load in Ultimate Edition, but an Ultimate Edition save cannot load in a version that does not include the expansion. Check PC requirements before installing
CD PROJEKT RED’s published requirements beginning with Update 2.0 apply to both the base game and Phantom Liberty. The figures below are the requirements page’s targets, retrieved October 4, 2026; confirm the current system requirements before installing, as requirements may change.

Both listed targets require 64-bit Windows 10 and an SSD. The same support page lists higher hardware for Ultra and ray-tracing presets; its 4K ray-tracing Overdrive target assumes DLSS Frame Generation is enabled. On Steam Deck, CD PROJEKT RED’s Update 2.0 announcement specifically warned that an SD card’s lower bandwidth could cause problems and said SSD storage is required under the new PC requirements.
