Choose based on who you want to trust with access to your crypto keys. With an exchange account, the provider typically controls access to the private keys; with self-custody, you control them and must secure your recovery information yourself. Exchange custody can be simpler, while self-custody gives you direct control—but each shifts the risks and recovery work in a different direction.

What is the difference between an exchange and a self-custody wallet?

The key difference is who controls access to the private keys. In third-party custody, such as an exchange account, the provider manages access to the keys. In self-custody, you control the keys and are responsible for keeping them secure and recoverable.

A wallet does not hold crypto coins inside a device. It manages the private keys or passcodes used to access crypto assets. A private key authorizes transactions; a public key can be shared so others can send assets to you, but it does not authorize spending them. The SEC Office of Investor Education and Assistance explains this in its Crypto Asset Custody Basics for Retail Investors – Investor Bulletin, dated December 12, 2025.

How the two custody choices compare

Who handles recovery? You depend on the provider’s account-access and recovery processes. You must safeguard the recovery information and know how to use it.
What can go wrong? Provider compromise, service shutdown, or bankruptcy can disrupt or remove access; account-security risks also apply. Keys or recovery information can be lost, stolen, exposed, or damaged, potentially causing permanent loss of access.
What may be more convenient? Exchange services may simplify account access and trading; features differ by provider. You can directly manage keys, but setup, transaction handling, and recovery are your responsibility.
What costs might apply? A custodian may charge account or transfer fees; check the provider’s terms. Physical cold-wallet devices typically cost money; hot wallets may initially be free. Transactions may also involve fees.

These are differences in responsibility, not a guarantee that one arrangement is safer in every situation. Supported assets, safeguards, fees, and transfer options vary, so check the particular service or wallet before moving assets.

When exchange custody may fit your needs

Third-party custody may suit you if you prefer a provider to manage access to keys and value a simpler account-based experience. That convenience comes with dependence on the provider’s systems, account-access rules, and continued operation.

Questions to ask before relying on a custodian

  • Who controls access to the private keys, and what exactly does the service hold for you?
  • Which assets are supported, and what safeguards does the provider describe?
  • What happens to customer access and assets if service is interrupted, the company shuts down, or it becomes bankrupt?
  • Does insurance apply? If so, what assets, events, limits, and exclusions do the terms cover?
  • What account, trading, and transfer fees apply?
  • What is the provider’s background and regulatory status in your jurisdiction?

Do not assume every exchange is insured, regulated in the same way, or subject to identical customer protections. Read the actual terms and verify what they mean for the service, assets, and jurisdiction involved.

When self-custody may fit your needs

Self-custody may fit if you want direct control of key access and are prepared to set up and maintain a wallet, secure its recovery information, and take responsibility for transactions. That control means there may be no provider able to restore access if you lose both the keys and the information needed to recover them.

Understand the seed phrase before you begin

A seed phrase can restore a wallet if a device is lost or its hardware or software is damaged or corrupted. Store it securely and never share it. Do not assume a wallet vendor or customer-support team can reset a seed phrase or recover it for you. Losing or exposing the phrase can put access to the associated assets at risk.

Consider hot and cold storage separately from custody

“Hot” and “cold” describe a wallet’s connection to the internet, not who controls the keys. Hot wallets are internet-connected and convenient for transactions, but are exposed to cyberthreats. Cold wallets are typically physical and offline, and are generally less exposed to online threats; they are less convenient and can be lost, damaged, or stolen. Either type can be used for self-custody or third-party custody.

A hardware wallet is one optional form of cold storage, not a complete security solution. It does not eliminate risks from physical loss, damage, theft, a compromised recovery phrase, or user error.

How to decide—and prepare

  1. Decide who you want to manage key access. Choose a custodian if you prefer a provider to manage it and accept dependence on its service. Choose self-custody only if you are ready to take responsibility for key security and recovery.
  2. Check the practical details before transferring assets. Confirm supported assets, transfer options, safeguards, relevant fees, and the failure or recovery arrangements for the specific provider or wallet.
  3. If using self-custody, learn the recovery process first. Understand the wallet type, how its seed phrase works, how to store that phrase securely, and the consequences of authorizing and sending transactions.
  4. If using a custodian, read its terms. Look for who controls the keys, what happens during interruptions or business failure, what protections or insurance actually apply, and how account access and fees work.

You do not have to use one arrangement for every purpose. Some people use different custody methods for different needs, but each method retains its own responsibilities and risks.

What the SEC guidance does—and does not—establish

The SEC bulletin is general investor education from staff in the Office of Investor Education and Assistance. It is not a rule, regulation, or statement of the Commission, and it creates no new obligations. It does not name a universal winner between self-custody and third-party custody. Custody treatment and protections depend on the assets, service, and jurisdiction; the bulletin should not be read as a description of legal protections for every crypto asset or country.
