Microsoft no longer provides a Windows 8.1 Media Creation Tool or a supported workflow for creating Windows 8.1 installation media directly. If you already have legitimate installation media, you can use it to reinstall Windows 8.1; otherwise, Microsoft’s current download pages do not provide a Windows 8.1 ISO or replacement tool.

The familiar instructions to accept license terms, choose “Create installation media for another PC,” and select a USB drive or ISO describe Microsoft’s Windows 10 tool—not a current Windows 8.1 workflow.

What happened to the Windows 8.1 Media Creation Tool?

Microsoft’s current Windows 8.1 download page no longer provides controls such as:

  • Download tool now
  • Download Windows 8.1
  • Language, edition, or architecture selectors
  • USB flash drive creation
  • ISO file creation

The former Windows 8.1 ISO URL, microsoft.com/en-us/software-download/windows8ISO, returns 404. The Windows 8.1 entry on Microsoft’s software-download site leads to lifecycle information, not a download or replacement tool.

Do not follow the old Media Creation Tool instructions

Many outdated guides tell you to:

  1. Download the Windows 8.1 Media Creation Tool.
  2. Run it as administrator.
  3. Accept the license terms.
  4. Choose Create installation media for another PC.
  5. Select USB flash drive or ISO file.

That sequence describes Microsoft’s Windows 10 Media Creation Tool. It creates Windows 10 media, not Windows 8.1 media. A saved copy of the historical Windows 8.1 executable might launch, but its download workflow is not a current Microsoft-supported route, and you should not rely on it to retrieve installation files.

What you can do instead

Option 1: Use installation media you already have

If you have a legitimate Windows 8.1 DVD or previously downloaded ISO, you can use it to reinstall the matching edition. Check the edition first: Windows 8.1, Windows 8.1 Pro, and N editions are not interchangeable for activation purposes.

To make a USB installer from an ISO, a utility such as Rufus can write the image to a blank USB drive. Use a drive with at least 8 GB of capacity; writing the image erases it. Choose a partition scheme that matches the target computer:

These settings depend on the computer. If the USB does not appear in the boot menu, check the firmware’s boot mode and Secure Boot settings. Compatibility with current firmware is not guaranteed.

Option 2: Create a USB from an ISO with DiskPart

If you already have a verified Windows 8.1 ISO and prefer built-in Windows commands, you can prepare a USB manually. This method does not download Windows 8.1; it only copies files from an ISO you already have.

  1. Connect a blank USB drive with at least 8 GB of capacity.
  2. Open Command Prompt as administrator.
  3. Run diskpart, then list disk.
  4. Identify the USB drive by its size. Be careful: selecting the wrong disk will erase another drive.
  5. Run the following commands, replacing X with the USB disk number shown by list disk.

select disk X
clean
create partition primary
select partition 1
active
format fs=fat32 quick
assign
exit

FAT32 is broadly compatible with UEFI, but it cannot store an individual file larger than 4 GB. Some Windows 8.1 images contain an install.wim larger than that limit. If yours does, use a tool that can split the image or write the ISO with a suitable installation-media utility rather than copying it directly to FAT32.

Mount the ISO in File Explorer, note the drive letters assigned to the ISO and USB, then copy the contents. A typical command is xcopy D:* E: /e /h /f. Replace D: with the mounted ISO drive and E: with the USB drive; confirm both letters first. The /e option copies subdirectories, including empty ones, and /h includes hidden and system files.

Option 3: Use an original DVD or manufacturer recovery image

A retail Windows 8.1 DVD can be used directly if the computer supports booting from optical media. For an OEM computer, the manufacturer’s recovery partition or recovery media may be a better match because it can include the correct drivers and edition.

Back up personal files before reinstalling. A clean installation can remove the existing Windows installation, applications, user accounts, and data.

Booting from the installation USB

  1. Insert the USB into the target PC.
  2. Restart the computer and open its one-time boot menu. Common keys include F12, F9, Esc, or F8, depending on the manufacturer.
  3. Choose the USB drive. On a UEFI system, choose the entry prefixed with UEFI when available.
  4. At Windows Setup, select the language, time, keyboard layout, and installation option.
  5. When prompted for a product key, enter a valid key for the edition being installed, or use the available skip option and activate later if the installation permits it.

Do not assume that a Windows 8, Windows 8.1 Pro, N, or Media Center key activates every Windows 8.1 edition. Edition and licensing mismatches can cause activation failure.

Important support and security warning

Microsoft’s Windows 8.1 lifecycle record lists its release date as November 13, 2013, mainstream support end date as January 10, 2018, and extended support end date as January 10, 2023. Microsoft says Windows 8.1 receives no security or non-security updates, bug fixes, or technical support, and that it will not offer a Windows 8.1 Extended Security Update program. Installing Windows 8.1 on an internet-connected everyday computer is a security risk. If old hardware or software requires it, consider keeping the machine offline, limiting its network access, and using it only for that legacy task. Where possible, use a supported operating system instead.

Why downloading may be difficult on an old PC

Microsoft’s Windows 8.1 end-of-support announcement states that Edge version 109 was the last version supporting Windows 8.1; Edge version 110 requires Windows 10 or later. An older browser may have trouble with modern websites, certificates, downloads, or authentication.

Use a supported computer to prepare legitimate installation media you already have, and verify the ISO’s source and integrity before writing it to USB. Avoid random “Windows 8.1 Media Creation Tool” downloads: they are not Microsoft’s current tool and may contain modified or malicious software.

Is there a Media Creation Tool command line?

No current Microsoft command syntax exists for a Windows 8.1 Media Creation Tool. Microsoft’s current Windows 8.1 pages provide neither a command-line tool nor a supported command-line replacement for creating Windows 8.1 media. Commands advertised online for MediaCreationTool.exe may refer to another Windows release or an undocumented historical executable.

Can I download the Windows 8.1 Media Creation Tool from Microsoft now?
