Save one webpage as a PDF

Open the webpage in your browser and choose Print to open the print dialog or preview.

Select the PDF destination or Save to PDF, if offered.

Review the preview and adjust the available settings: page range, paper size, orientation, scale, margins, and backgrounds. If the browser offers simplified or reader formatting, compare it with the regular print view before saving.

Save the PDF, open it in a PDF reader, and check that the page breaks, links, and navigation work as expected.
Firefox’s support instructions describe this print-to-PDF flow and the available print settings. Mozilla also cautions that a website can look different on paper than it does on screen. Mozilla’s Firefox printing guide
Why the preview matters
Websites may use print-specific styles. A page can omit or rearrange screen elements, split content across pages, or clip wide layouts. The preview helps catch problems before you save, but check the resulting PDF as well: the saved file, not the preview alone, is what you will navigate and share.
Choose between a visible contents page and PDF bookmarks
A visible table of contents is a page in the body of the PDF, with entries readers can click. PDF bookmarks are entries in the document’s navigation pane, usually shown in a sidebar. Bookmarks can make a long document easier to navigate, but they are not a contents page.

Adobe documents an Acrobat conversion option called Create bookmarks, which creates PDF bookmarks based on webpage titles or URLs. Its documentation does not promise that this option writes a designed, visible table-of-contents page into the PDF. If readers need a contents page in the document itself, create or add that page separately, link its entries to the relevant pages, and test those links in the final PDF. Capture a linked site and create bookmarks in Acrobat desktop
For a single page, browser print is the simpler route. Acrobat desktop is the documented option when you need control over multi-level or whole-site capture, page-level settings, or explicit PDF bookmarks. The precise labels may vary by Acrobat version.

In Acrobat desktop, choose Create > Web page.

Enter a URL or choose an HTML file.

To include linked pages, select Capture multiple levels and set the number of levels, or choose Get entire site.

Optionally restrict capture to the same URL path or the same server to keep the conversion within a narrower part of the site.

Open the conversion settings. Select Create bookmarks if you want bookmark entries based on page titles or URLs. Select Create PDF tags to preserve HTML structure for navigation and accessibility.

Set the remaining options to suit the output, create the PDF, and check the captured pages and navigation in a PDF reader.

Adobe says its browser extension can quickly convert an open page; the desktop application provides more control, including whole-site conversion and adding pages to an existing PDF. Adobe’s conversion guide
Settings that can change the result

Content: Choose whether to include images, underline links, and expand scrollable blocks.

Page layout: Review headers and footers, page dimensions, margins, orientation, and scaling for wide content.

Navigation and structure: Use Create bookmarks for the PDF navigation pane and Create PDF tags to retain HTML structure. Neither setting should be mistaken for a visible contents page.
Make a visible clickable contents page
If the PDF must contain a contents page, treat that as a separate authoring step. A reliable workflow is to create or add a page listing the sections or captured pages, link each entry to its destination, and then verify the links after the final PDF is assembled. Acrobat’s documented bookmark setting alone is not evidence that such a page has been created.

Use clear entry names that correspond to the page titles or sections readers will find.

Check that each link goes to the intended page in the finished PDF, not merely to a web address or an outdated page number.

Keep PDF bookmarks as an additional navigation aid when useful; they complement rather than replace a visible contents page.

Check the finished PDF

Completeness: Confirm that the intended page or linked pages are present and that long or scrollable content has not been cut off.

Layout: Look for clipped wide content, awkward page breaks, missing backgrounds or images, and headers or footers that obscure text.
