Choose a back-pressure turbine when your plant can continuously use exhaust steam at a defined process or heating pressure. Choose a straight condensing turbine when maximum electricity is the objective and there is little useful demand for exhaust steam. Choose an extraction-condensing turbine when you need process steam but also want excess steam to expand to a condenser for additional power.
The right choice is site-specific. Compare measured steam flows, pressure and temperature requirements, electrical loads and prices, cooling conditions, operating hours, turndown, reliability requirements and emissions constraints. Nameplate electrical efficiency alone can select the wrong machine.
At a glance: match the turbine to the steam destination
| Configuration | Where exhaust steam goes | Best fit | Main advantage | Main limitation |
|---|---|---|---|---|
| Back-pressure (non-condensing) | Process, heating or utility header at a controlled pressure above atmospheric | A plant with a dependable thermal load that can accept the turbine’s full exhaust flow | Generates electricity while supplying useful heat and avoiding a vacuum condenser | Electrical output is limited because steam leaves at the pressure required by the process |
| Straight condensing | Vacuum condenser, with condensate returned to the cycle | Power-dominant operation with little or no useful process-steam demand | Longest expansion range and highest electric output from a given steam flow | Needs a condenser and cooling system; rejected heat has no process value |
| Extraction-condensing | Some steam is extracted for process use; the remainder goes to a vacuum condenser | Plants whose process demand varies or that need both heat and flexible power production | Balances thermal service with additional power when steam is available | More complex controls, auxiliaries and operating interactions than either simple arrangement |
U.S. Department of Energy terminology treats a back-pressure turbine as a non-condensing turbine that exhausts at a pressure suitable for a downstream process. A condensing turbine exhausts below atmospheric pressure into a condenser, allowing a larger enthalpy drop and more shaft work. Extraction-condensing machines combine both paths by removing steam at one or more intermediate pressures before condensing the remaining flow.

How the steam path changes the job of the turbine
Back-pressure turbines preserve pressure for useful heat
In a back-pressure machine, boiler steam expands only until it reaches the pressure needed by the process or heating network. Typical distribution levels cited by the Department of Energy are 50, 150 and 250 psig, although a particular plant may require another value. The turbine exhaust pressure is therefore set by the downstream header, control valve arrangement, pressure drop in piping and the pressure margin needed by the users.

Because the exhaust remains hot and pressurized, it can heat a reboiler, dryer, evaporator, sterilizer, district-heating loop or other process load. The same pressure that makes that heat useful prevents the turbine from extracting the final portion of energy available under deep vacuum. A back-pressure turbine is consequently a combined heat-and-power device, not merely a smaller condensing turbine.
Condensing turbines maximize expansion to a vacuum
A straight condensing turbine sends the entire exhaust stream to a condenser operating below atmospheric pressure. Condensing the steam creates a low back pressure at the turbine outlet, increasing the expansion range and electrical work. The condenser then rejects the latent and sensible heat to cooling water, air or another heat sink.
This arrangement is normally selected for power-only utility service or for a plant whose process has no practical use for low-pressure exhaust. Its output is sensitive to condenser temperature, cooling-water conditions, fouling, air leakage and non-condensable-gas removal. Those factors can move output materially even when inlet steam conditions and flow remain unchanged.
Extraction-condensing turbines provide a controlled middle path
An extraction-condensing turbine withdraws steam at one or more intermediate pressures for process use. Steam not required by the process continues through the remaining turbine stages and is exhausted to a condenser. Extraction valves and pressure controls can respond to changing thermal demand, while the condenser absorbs surplus flow when the process takes less steam.
This flexibility has value where a plant operates through seasons, has batch production or cannot guarantee a constant thermal sink. It comes with additional extraction controls, pressure interactions, protection logic and operating procedures. The design must establish minimum flows through the turbine and condenser as well as the allowable range of extraction pressure and quantity.
Efficiency: why the largest electrical percentage is not automatically best
The Department of Energy reported in 2013 that modern large condensing steam-turbine plants can approach 40–45% efficiency, while smaller industrial or back-pressure turbines can range from 15–35%. These are broad technology ranges, not a guarantee for a specific machine. They should not be compared unless inlet pressure and temperature, mass flow, generator losses, auxiliary power and the system boundary are matched.

ASHRAE reported in 2016 that a full-condensing plant with no useful thermal output can have a shaft efficiency of about 20–36%. That figure describes a different objective and boundary from a combined heat-and-power installation. A back-pressure turbine may show a lower electric-only efficiency while delivering nearly all of its exhaust energy to a process that would otherwise require a separate boiler or heater.
Recommended Free Tools
For a fair comparison, calculate at least two outputs: net electric power exported or offset, and useful heat delivered at the required pressure and temperature. Then assign site-specific values to both. Electricity may displace a costly purchase or earn a tariff; process heat may displace fuel in a separate boiler. Heat that cannot be used has little economic value, even if it raises a calculated total-efficiency percentage.
Use the whole exhaust stream whenever possible
ASHRAE identifies use of the entire exhaust flow from a base-loaded back-pressure turbine as the condition for maximum efficiency of a steam-turbine CHP cycle. If the process regularly accepts only part of that flow, the remainder may need to be bypassed, desuperheated, condensed or sent through another pressure-control path. The resulting operating point can be very different from the design-point claim.
Before selecting equipment, plot hourly or shift-by-shift process-steam demand against the turbine’s expected exhaust flow. A machine sized for the peak thermal load may run at poor turndown for much of the year. A machine sized for the average may need a bypass or supplemental pressure-reducing valve during peaks. The economically best size is usually the one that produces valuable electricity and heat across the actual duty cycle, not the one with the highest catalogue efficiency.
How much power is lost when steam leaves at process pressure?
There is no universal percentage because the answer depends on inlet conditions, mass flow, exhaust pressure, turbine efficiency and condenser performance. The physical trade-off is clear: retaining pressure for a process leaves less expansion available for the generator.
In an illustrative Department of Energy case, steam enters at 750 psig and 800°F and exits a back-pressure turbine at 150 psig. The case reports that this arrangement sacrifices about half the electric power that could have been generated by expanding the same steam to condenser vacuum. That is an example under stated conditions, not a rule for every plant. Changing inlet temperature, flow, exhaust pressure, turbine stages or condenser pressure changes the result.

The correct question is therefore not simply “How much electricity is lost?” It is “What is the net value of preserving the steam at the process pressure?” Compare the electricity that a condensing design would add with the fuel, boiler capacity, emissions and equipment that would be required to provide the process heat separately. If the exhaust heat replaces valuable fuel, the back-pressure arrangement can have a higher total plant value despite lower electrical output.
Cooling conditions can dominate condensing output
A condensing turbine requires a heat-rejection system sized for the condenser duty. Cooling-water temperature, cooling-tower approach, ambient conditions, fouling, air in-leakage and non-condensable-gas removal all affect condenser pressure. Environmental permits may also limit water withdrawal, blowdown, plume or thermal discharge.
The U.S. Environmental Protection Agency reported in 2014 that, from a 100°F reference condensing temperature, raising the temperature to 115°F reduces power by 6.5%, while reducing it to 80°F increases power by 9.5%. These percentages describe the stated temperature changes and should not be transferred uncritically to a different turbine or cooling design.

Decision framework for your plant
1. Confirm the steam sink and pressure
- Measure the process header pressure, temperature and flow over representative operating periods.
- Determine whether the users can accept the turbine exhaust continuously, intermittently or only during production campaigns.
- Include distribution losses, control-valve pressure drop and the minimum pressure required at the most remote user.
- Check whether the process can tolerate the turbine’s exhaust temperature, moisture content and pressure fluctuations.
If the plant cannot reliably consume the exhaust, a pure back-pressure design will require a bypass or alternate heat sink. That bypass reduces the expected CHP benefit and must be included in the operating model.
2. Define the power objective
Establish whether electricity is a primary product, a way to offset purchases, or a secondary benefit of pressure reduction. Record the plant’s import demand, export limits, demand charges, time-of-use prices and generator operating constraints. A condensing machine may be attractive where electricity has high value and cooling is inexpensive. A back-pressure machine may be superior where process heat is expensive to produce separately.

3. Map steam and electricity load profiles
Steam flow and electrical demand rarely remain constant. Capture startup, shutdown, weekend, seasonal and batch behavior. Identify the minimum stable turbine load, permitted ramp rates and the frequency of trips or bypass operation. Extraction-condensing equipment becomes more valuable when process demand moves independently of electrical demand.

For a condensing or extraction-condensing option, document available cooling-water flow and temperature, cooling-tower performance, air-cooled heat-exchanger limits, makeup-water quality and permit conditions. Account for condenser auxiliaries and the consequences of reduced cooling during droughts, heat waves or equipment outages.
5. Compare flexibility requirements
Ask how the plant will operate when process demand falls below the back-pressure turbine’s exhaust flow. Options include a controlled bypass, supplemental pressure-reducing valve, extraction-condensing operation, thermal storage or a second smaller machine. Each option changes capital cost, control complexity and part-load efficiency.
6. Evaluate economics and reliability over the duty cycle
Use the same fuel price, boiler boundary, electricity tariff, operating hours and maintenance assumptions for every configuration. Include generator and auxiliary power, cooling-water treatment, emissions equipment, controls, spare parts, outage risk and integration work. A simple payback based only on nameplate kilowatts can ignore the value of process heat and the cost of a new cooling system.
Data and engineering steps before ordering equipment
- Collect measurements. Log boiler outlet pressure and temperature, turbine inlet conditions, steam mass flow, process-header pressure, process demand, electrical load, electricity prices and operating hours. Use a time interval short enough to capture production changes and control response.
- Define boundary conditions. State whether the comparison includes the boiler, feedwater system, generator, pumps, fans, cooling tower, condenser, emissions controls and site distribution losses. Keep those boundaries identical for all cases.
- Build three base cases. Model straight back-pressure, straight condensing and extraction-condensing arrangements using the same inlet steam and fuel assumptions. Calculate net electricity, useful process heat, auxiliary consumption and rejected heat at each operating point.
- Test pressure and temperature constraints. Verify that exhaust pressure, superheat or moisture, relief settings and process-user requirements remain within allowable limits during normal operation, startup and upset conditions.
- Run turndown and upset cases. Test minimum process demand, maximum process demand, loss of cooling, generator export restriction, boiler trip, turbine trip and sudden header-pressure changes. Identify when a bypass or supplemental valve must open.
- Value the outputs. Apply the plant’s electricity purchase or export value to net generation and the avoided fuel or steam cost to useful heat. Include carbon, water and maintenance costs where they affect the decision.
- Confirm operability. Obtain performance maps, guaranteed flow and pressure ranges, control philosophies, protection requirements, inspection intervals and spare-parts commitments from qualified suppliers before final design.
Can a back-pressure turbine replace a pressure-reducing valve?
Yes, in the right pressure-reduction service. The Department of Energy describes replacing a pressure-reducing valve with a back-pressure steam-turbine generator as a way to perform the same pressure drop while converting part of the steam’s energy into onsite electricity. The opportunity is most credible when high-pressure steam is already being throttled, flow is steady and the generated power has value.

Retrofit checks
- Measure the upstream and downstream pressure, temperature and mass-flow range rather than relying on a design maximum.
- Confirm that the turbine can maintain downstream pressure during rapid load changes.
- Provide isolation, check valves, drains, warm-up arrangements and relief protection appropriate to the steam system.
- Coordinate generator synchronization, electrical protection and black-start or islanding requirements with the plant switchgear.
- Retain a tested bypass path and define automatic transfer logic for turbine trips.
- Check whether condensate quality, erosion risk or wet-steam conditions change after the retrofit.
What happens when process-steam demand changes?
Demand falls below the back-pressure turbine’s exhaust
If users take less steam, header pressure rises unless controls reduce turbine flow or divert the surplus. A bypass can send steam around the turbine to a pressure-reducing station, but that portion produces no electricity. An extraction-condensing turbine can send less steam to the process header and expand more through the remaining stages, preserving some generation value.
Demand rises above the available exhaust
The turbine may reach its maximum flow while the process still needs more steam. The plant then requires supplemental boiler flow, a parallel pressure-reducing valve or another steam source. Size control valves and headers for this condition; otherwise a turbine selected for average demand can become a production bottleneck.
Demand changes rapidly
Fast process changes require coordinated governor, extraction-pressure and bypass controls. The design should specify ramp rates, allowable pressure excursions, minimum turbine flow and the sequence for opening the bypass. Instrument response, valve travel time and steam-line volume can matter as much as turbine rated power.

Production stops or the plant idles
A back-pressure turbine without a thermal sink may need to shut down or operate through a dedicated condenser or dump system. An extraction-condensing arrangement can continue generating if condenser capacity is available. A straight condensing turbine is inherently better suited to power-only operation, but its cooling system and minimum-load limits still apply.
Economics: compare value streams, not labels
| Value or cost item | Back-pressure | Straight condensing | Extraction-condensing |
|---|---|---|---|
| Electricity production | Limited by required exhaust pressure and process flow | Maximized by expansion to condenser vacuum | Varies with extraction and condenser flow |
| Useful process heat | Available whenever the process accepts exhaust steam | Usually none unless a separate heat-recovery system is added | Available at controlled extraction pressures |
| Cooling-system cost | Low if no condenser is required; auxiliary cooling may still be needed | Required and potentially significant | Required, sized for the condensing portion |
| Control complexity | Lower than extraction-condensing, but header-pressure control is critical | Focused on governor and condenser-vacuum control | Highest because extraction, process pressure and condenser operation interact |
| Exposure to process-load variation | High unless a bypass or alternate sink exists | Low for process demand, high for cooling conditions | Designed to absorb a wider range of process demand |
Do not assume a universal payback period. Equipment price, fuel cost, electricity tariff, operating hours, incentives, water cost, emissions requirements and outage consequences vary by site, and no single published payback applies to every installation. Use a discounted cash-flow model with sensitivity cases for fuel, power price, production hours and cooling performance.
Reliability, integration and safety considerations
A turbine project changes the steam network, electrical system and operating procedures at the same time. Review boiler controls, feedwater balance, condensate return, steam traps, relief devices, drainage and water chemistry. On the electrical side, verify short-circuit contribution, synchronization, protection settings, export limits and the behavior of the generator during utility disturbances.
Plan for turbine trips. A failed governor, high vibration, loss of lubrication, condenser vacuum deterioration or generator fault can remove the pressure-reduction path instantly. The process header needs a controlled fallback, usually a pressure-reducing bypass sized for the credible maximum demand. Test the transfer sequence under realistic steam conditions rather than treating it as a paper safeguard.
For condensing systems, inspect condenser tubes, vacuum ejectors or pumps, cooling-tower fans, circulating-water pumps and non-condensable-gas removal. For back-pressure systems, monitor exhaust pressure, moisture, vibration, erosion and downstream thermal users. Extraction-condensing systems require clear permissives so an extraction-pressure problem does not force an unsafe operating point in the remaining turbine stages.
Common selection mistakes and how to avoid them
- Ranking by electric efficiency alone. Add the value of useful process heat and subtract auxiliary power under the same boundary.
- Using peak steam flow as the normal case. Analyze hourly or representative operating data and include turndown.
- Assuming all exhaust heat is useful. Confirm that users can accept the flow, pressure, temperature and schedule throughout the year.
- Ignoring condenser conditions. Model seasonal cooling temperatures, fouling, air leakage, water limits and fan or pump power.
- Eliminating the pressure-reducing bypass. Retain a controllable fallback for startup, trips, maintenance and demand peaks.
- Comparing unlike efficiency figures. Match inlet conditions, flow, generator losses, auxiliaries and system boundaries before drawing conclusions.
- Skipping upset cases. Test loss of cooling, process shutdown, utility outage, boiler trip and sudden pressure changes.
- Assuming a published range is a guarantee. Require site-specific performance guarantees and acceptance-test conditions in the commercial specification.
A practical selection checklist
- There is a measured, dependable process or heating-steam sink at a defined pressure.
- The plant can use most or all of the proposed back-pressure exhaust during normal operation.
- Electricity and useful heat have been valued separately using actual tariffs and avoided costs.
- Cooling-water or air-cooling capacity, seasonal limits and permits are documented for any condensing case.
- Steam and electrical load profiles, turndown and startup behavior are represented in the model.
- A bypass or alternate steam path is provided for turbine trips and abnormal demand.
- Fuel, water, emissions, maintenance, outage and integration costs are included in lifecycle economics.
- Performance guarantees state the inlet conditions, exhaust pressure, flow range, auxiliary loads and test boundaries.
Apply this checklist to the same operating dataset for all candidate configurations. The preferred turbine is the one that delivers the highest dependable net value of electricity and useful heat while meeting pressure, cooling, reliability and emissions constraints.
