A useful code review checks more than whether a change compiles or its tests pass. Trace the intended user outcome through the implementation, probe assumptions and edge cases, and decide whether the tests would catch a meaningful regression. Use this checklist as a set of evidence-seeking prompts—not a ritual for approving every box.

Start with the intent and scope

Before inspecting individual lines, establish what the change is meant to do. Google’s published reviewer guidance asks reviewers to consider both whether code does what its author intended and whether that behavior is good for users.

  • Can you state the intended user outcome in one sentence?
  • Does the diff deliver that outcome without unrelated behavior?
  • Do the changed components fit the surrounding design and system boundaries?
  • Is the change solving a current need, or adding speculative generality?

If you cannot explain the purpose from the change description and code, ask the author before inferring intent. A technically correct implementation can still be the wrong change for the product or system.

Trace logic and surface assumptions

For each changed path, ask what must be true for it to work. Look for assumptions about input shape, nullability, ranges, permissions, state, ordering, time, retries, and external responses. An assumption is safer when the code or a clearly defined contract enforces it; an undocumented assumption can become a latent logic error when callers or conditions change.

Probe boundaries and unusual inputs

Reason through cases relevant to the change: minimum and maximum values, empty collections, duplicates, malformed input, and missing data. Check whether branches cover meaningful states, whether a condition is inverted or unreachable, and whether a boundary is off by one. These are prompts to adapt to the diff, not a claim that every change has every failure mode.

Follow failures as well as success

Compare error, timeout, and retry paths with the success path. Do failures leave state partially updated, return misleading results, or permit an action that success handling would reject? Where a parameter selects business logic, check that it maps to the caller’s privileges and allowed actions; OWASP’s Code Review Guide includes this kind of business-logic concern.

Consider interactions and concurrency

A locally correct function may fail when composed with another component or when two operations interleave. For changes involving shared state, asynchronous work, retries, or ordering, identify the invariant that must hold and consider whether concurrent execution can violate it. Google’s reviewer guide specifically calls out edge cases and concurrency as areas to examine.

Judge tests by the regressions they would catch

A passing test suite is evidence, not proof. Inspect whether tests make specific assertions about the changed behavior and would fail if that behavior were broken. Google’s guidance recommends considering unit, integration, or end-to-end tests as appropriate, and reviewing the tests themselves rather than treating their existence as sufficient.

  • Do tests cover the central changed behavior and, where risk warrants, a meaningful boundary or failure case?
  • Would a test fail if the main condition were reversed, a boundary shifted, or an error path skipped?
  • Are assertions precise enough to detect the regression, rather than merely execute the code?
  • Are the tests understandable and maintainable?
  • Does the behavior need unit, integration, or end-to-end coverage?

Keep two judgments separate: the author may report that tests passed, while your review of the test design asks whether those tests would expose the relevant defect. Do not imply that you ran tests unless you actually did.

Look for avoidable complexity and maintenance traps

Google’s code review overview identifies design, functionality, complexity, tests, naming, comments, style, and documentation as review dimensions. Apply those dimensions to the changed behavior rather than treating style as a substitute for correctness.

  • Is this the simplest design that meets the demonstrated need?
  • Does an abstraction make current behavior clearer, or add indirection and speculative features?
  • Could another developer understand the code and use it correctly later?
  • Do names reveal intent precisely?
  • Do comments explain why a decision exists, rather than restating what the code already says?
  • Does changed behavior require an update to user-facing or developer documentation?

Documentation matters when a change affects how software is built, tested, used, integrated, or released. A concise explanation of a non-obvious constraint can be valuable; a comment that merely echoes an expression can obscure it.

Scale review depth to risk and expertise

Not every diff deserves the same depth. Spend more attention where user impact, behavioral complexity, or failure severity is high, and where the change touches an area requiring specialist knowledge. There is no universal scoring formula: use judgment based on the change and the people qualified to assess it.

  • Does the diff affect security, privacy, concurrency, accessibility, internationalization, or another specialized area?
  • Do you understand each part well enough to assess it? If not, ask the author to clarify or involve a reviewer with relevant expertise.
  • Is the appropriate code owner or subject-matter reviewer involved?
  • Does the review improve code health while allowing useful work to proceed?

Google’s published standard of code review frames review around code health and the balance between quality and developers’ ability to make progress. Its guidance repository was reported archived by GitHub on November 21, 2025; the pages remain published guidance, but the repository should not be described as actively maintained.

Make the checklist part of a useful PR workflow

A short intake template can give reviewers the context needed to begin: the change’s purpose, related issue links, and testing notes. GitHub documents pull request templates, code owners, and review standardization in Managing and standardizing pull requests.

  1. Ask the author to describe the intended outcome and link relevant issues.
  2. Request testing notes so reviewers can distinguish reported test results from their own assessment of test coverage.
  3. Use a brief checklist for recurring intake checks, then focus detailed review on changed behavior and higher-risk areas.
  4. Route owned or specialized code to the appropriate reviewers.

A long checklist applied indiscriminately can turn review into box-ticking. The goal is to ask questions that reveal evidence about this change: what it is meant to do, what could invalidate its assumptions, and whether the implementation can be maintained.
