Custom API billing is an implementation approach, not a ready-made product. Which fits depends on what you are metering and when access or payment needs to happen.

Cloudflare’s request flow and zone controls are described in its Pay Per Crawl documentation. Stripe documents usage meters and recurring pricing models, while Lemon Squeezy documents reporting usage for subscription billing. Those are related billing capabilities, but they do not solve the same access-control problem.
How Cloudflare Pay Per Crawl works
Pay Per Crawl is a feature of Cloudflare AI Crawl Control. A site owner sets a price per zone and chooses how crawlers should be handled. Cloudflare describes the request exchange this way: “Each time an AI crawler requests content, they either present payment intent via request headers for successful HTTP 200 access, or receive a 402 Payment Required response with pricing.” See Cloudflare’s feature explanation.
Zone-level crawler choices
- Allow: Let crawlers access content without a charge.
- Charge: Require payment at the configured domain-wide price.
- Block: Deny crawler access.
Cloudflare says it acts as Merchant of Record and provides the technical infrastructure. Its July 1, 2025 announcement says billing events are recorded for authenticated requests with payment intent that receive a successful response; Cloudflare aggregates those events, charges the crawler, and distributes publisher earnings.

The crawler operator, not the publisher, is responsible for setting its own spending limits, according to Cloudflare’s Stripe connection instructions. Those instructions also say Stripe is used to process payments and that invoices are created and managed via Stripe. That Stripe role in Cloudflare’s payment flow is different from using Stripe Billing yourself to meter your application’s customers.
Availability caveat
Cloudflare called Pay Per Crawl a “private beta” in its July 1, 2025 announcement. The current feature documentation explains how it works but does not establish a general-availability date. Check Cloudflare’s current rollout and eligibility before planning around access to the feature.

How Stripe Billing differs
Stripe Billing is a set of billing primitives for a business to charge its own customers according to product usage. Stripe meters aggregate meter events over a billing period; events represent actions in a customer’s system and are associated with meters and prices. Its recurring pricing documentation describes patterns including pay-as-you-go, fixed fee plus overage, and credit burndown.
In a typical product-billing design, your application defines and reports billable events, while the meter and pricing configuration determine how those events are reflected in customer billing. Stripe does not, by itself, create Cloudflare’s crawler-specific request exchange or zone-level Allow, Charge, and Block controls. The sources describe the billing capabilities, not a standard engineering-effort estimate for integrating them.

How Lemon Squeezy differs
Lemon Squeezy’s usage-based billing documentation describes a subscription workflow: the seller reports a customer’s usage through an API, and Lemon Squeezy charges for that reported usage at the customer’s next renewal date. That is suitable to evaluate when you sell a subscription product with measurable usage. It is not the same as deciding whether an individual crawler request gets website content before a billing-period charge.

What custom API billing means
Custom API billing means your team implements the usage measurement and billing connections it needs; it is not a named billing service in the documentation cited here. At minimum, the design needs to define which actions are billable, how they are measured, and how those records reach the customer-billing system. The reviewed product documentation does not establish a particular stack, operating cost, tax treatment, or comparative build effort for a custom implementation.
This route offers implementation control, but the team must determine the behavior and operations its product requires. Compare it with provider billing features only after defining requirements such as event corrections, volume, tax handling, payment methods, and data flows; the cited sources do not provide a like-for-like assessment of those dimensions.

Choose by the event you need to monetize
Choose Cloudflare Pay Per Crawl if
- Your billable event is an AI crawler requesting content from a website zone.
- You need crawler access decisions and pricing in the website-delivery flow.
- The current Cloudflare rollout is available to your account and fits your requirements.
Consider Stripe Billing if
- You need to charge your own product’s customers for measured usage.
- Your pricing can be expressed with meters, recurring billing, and a supported usage model.
- You can define and send the relevant usage events from your system.
Consider Lemon Squeezy if
- You sell subscriptions and can report customer usage through its API.
- Charging reported usage at the customer’s next renewal date matches your billing model.
Consider a custom implementation if
- Your billing and measurement requirements are not met by the provider workflows you evaluate.
- You are prepared to specify and operate the event measurement and billing connections yourself.
What to confirm before choosing
These products cannot be ranked fairly on cost, setup time, or overall suitability without your requirements. Confirm each provider’s current availability, geographic coverage, tax handling, supported payment methods, usage-data limits, and event-correction behavior. For Cloudflare specifically, verify beta or general availability and the account’s eligibility; for seller-side billing, map the billable event, billing period, and customer experience before selecting a meter or building an API workflow.
