Cloudflare’s 1.1.1.1 app includes WARP, a free mode that encrypts a phone’s traffic between the device and Cloudflare’s network. It is VPN-like, but it is designed mainly to secure and improve the routing of a mobile connection—not to make the user appear to be in another country. Cloudflare announced the feature in 2019; WARP+ is the paid tier.
What Cloudflare announced
On April 1, 2019, Cloudflare introduced WARP as an option in its 1.1.1.1 mobile app. The company said it aimed to make mobile connections faster, more reliable, private, and secure. The basic WARP mode was included free. Cloudflare announced general availability of WARP and WARP+ on September 25, 2019.
At launch, Cloudflare said its service operated across more than 175 data centers. That figure describes Cloudflare’s network in 2019, not a current count. Cloudflare’s 2019 announcement explains the original service.
Is 1.1.1.1 WARP a VPN?
WARP uses a system VPN connection on a phone to route and encrypt traffic to Cloudflare’s network. In that technical sense, it is a VPN. Its purpose differs from many consumer VPNs, which emphasize routing traffic through a chosen country to change the user’s apparent location. Cloudflare says WARP is designed to improve connection quality and routing, not to provide that location-changing behavior. Cloudflare’s WARP FAQ describes the distinction.

- 【VPN CASCADING AT EASE】Surpassing the mediocre performance of most VPN routers for home usage, the Beryl AX is capable of hosting a VPN server and VPN client at the same time within the same device, enabling users to remote access local network resources like Wi-Fi printers or local web servers, and accessing the public internet as a VPN client simultaneously.
WARP therefore should not be treated as a way to select a foreign exit country or reliably access services restricted by geographic location. A VPN label alone does not tell you what a service does: the endpoints, routing choices, and privacy policy matter.
What WARP does—and what its protection covers
WARP encrypts traffic from the mobile device to the edge of Cloudflare’s network. It is built into the 1.1.1.1 app and uses modern encryption and transport protocols, with routing intended to improve reliability and performance. Cloudflare’s launch announcement describes its design and goals.

This is not a promise that every connection will become faster, nor does it mean all traffic remains private from every party. WARP moves the point at which traffic exits the protected connection to Cloudflare’s network; users should consider Cloudflare’s privacy terms and the policies of the websites and apps they use. It is best understood as a mobile connection-protection and routing service, rather than a general-purpose anonymity tool.
Is WARP free? How does WARP+ differ?
The basic WARP mode was offered free in the 1.1.1.1 app. Cloudflare introduced WARP+ as a paid tier with additional speed or routing benefits. The distinction is also reflected in the Apple App Store listing, which describes 1.1.1.1 with WARP as free and WARP+ as a paid feature.
