If a cloud-storage provider shuts down, your files can become inaccessible on a fixed timetable and may eventually be deleted. Providers control the account, software and export window; they do not have to preserve your data forever. Keep the cloud copy for convenience, but maintain an independent, tested copy on storage you control.
Policies differ. Dropbox’s 2025 terms say it will provide reasonable prior notice and, where possible, at least 30 days to export your content. Archived Google Drive terms promise at least 60 days’ notice for a discontinuation. Microsoft’s Services Agreement warns that content may be deleted when an account closes and advises a regular backup plan. Treat those periods as examples of possible deadlines, not universal guarantees.
What happens to your files when a cloud-storage provider goes out of business?
A shutdown usually creates a short continuity window: notice, a period in which downloads or exports remain available, then account termination and possible deletion. The exact sequence depends on the provider, your account type and the reason for closure.

Notice may be measured in days, not months
Dropbox’s 2025 terms state that, when it discontinues services, it will give reasonable prior notice to the email address on the account and, where possible, at least 30 days. That notice is intended to give users an opportunity to export their content. Archived Google Drive terms use a longer example: at least 60 days’ prior notice if Google decides to discontinue Drive. Because the Google language is archived, it should be treated as a historical example rather than a current promise for every account or region.

Access can stop immediately after termination
Dropbox says that after termination, users cannot access or export their content. A provider might also suspend an account for non-payment, policy violations, identity checks or a security incident before any company-wide shutdown. A suspension can therefore create the same practical problem as bankruptcy: you may have files in the service but no working path to retrieve them.
Closure can authorize deletion
Microsoft’s Services Agreement says access stops when an account is closed and data may be deleted. Microsoft explicitly advises maintaining a regular backup plan because it may not be able to retrieve content after closure. Other agreements can specify a limited post-cancellation retention period; UK Department for Education guidance published in 2024 notes that some contracts provide as little as 30 days of provider backup retention. Never assume that a deleted account remains recoverable because a provider once offered a recycle bin or version history.
What you should do when a notice arrives
Download first, investigate alternatives second. Save a complete copy before changing plans, deleting users or trying to reorganize folders. Preserve the email announcing the change, the date shown in the notice and any stated export deadline; those details determine how much time you really have.

Is cloud sync a real backup?
Cloud sync is a convenience and collaboration mechanism, not an independent backup. It mirrors changes between devices and the provider’s servers, so a mistaken deletion, ransomware event, account takeover or provider failure can propagate to every synchronized copy.

What sync does well
- It keeps a current working copy available on multiple authorized devices.
- Version history can recover an earlier state after some accidental edits.
- Deleted-file recovery can rescue recently removed items when the provider still retains them.
- Sharing and collaboration reduce the need to email duplicate files.
Why sync does not satisfy independence
Your synchronized folders depend on the same account, authentication system, billing relationship and provider infrastructure. If that account is locked or the service disappears, every synced device may be unable to authenticate or may receive the deletion. The UK National Cyber Security Centre (NCSC) advises exporting essential data and keeping an independent copy even when important information is stored in the cloud. Version history also has finite retention and cannot help if you lose access to the account itself.
How do I build a vendor-independent cloud-storage backup?
Use a plan that leaves you with at least one usable copy outside the provider and a second copy on a different medium or at a different location. The following sequence works for personal files and can be adapted for a small organization.
- Inventory irreplaceable data. List documents, photos, project files, credentials, tax records and shared material that would be costly or impossible to recreate. Record the owner, location, file type and the latest acceptable recovery point—for example, “no more than one week of work.”
- Export a complete, usable set. Use the provider’s download or export tool rather than selecting a few visible folders. Include shared files you are responsible for, folder structure, metadata, comments and account-recovery information where the service permits it. Prefer broadly readable formats such as PDF, CSV, JPEG, PNG, plain text or standard office formats when an application offers a choice; retain the original format too when conversion could remove formulas, layers or other features.
- Keep the primary cloud copy. Do not delete the online data immediately after downloading it. The cloud copy remains useful for day-to-day access and gives you a second location while you verify the export.
- Add a local portable drive. Copy the export to a portable external hard drive or SSD. CISA specifically recommends a secure external hard drive as part of a backup plan. Choose enough capacity for the full dataset plus historical versions, and label the drive with its contents and last update date.
- Add another medium or location. A second external drive stored elsewhere, a separate cloud provider, or organizational storage in another geographic region can provide the third copy. The key is that one vendor outage, theft or local disaster cannot remove every copy at once.
- Protect the copies. Encrypt the physical drive, use a strong unique password and enable multifactor authentication on every online account. Store recovery codes in a separate secure location. Encryption protects a lost drive, while multifactor authentication reduces the chance that an attacker can delete the online copies.
- Isolate at least one backup. Disconnect the drive after updating it, or use a backup system with a logically isolated or immutable target. An offline copy cannot be reached by ordinary ransomware while it is disconnected, and an isolated account limits damage from a stolen session.
- Schedule updates and restoration tests. Set a calendar reminder or automated job for exports and backups. Retain historical versions instead of overwriting the only copy. Restore representative files—not just a folder listing—to confirm that photos open, documents retain formatting and archives can be decrypted. NIST SP 800-209 (2020) calls for periodic testing and gives at least monthly testing as an example for critical data.
- Review the arrangement annually. Re-read the provider’s current terms, export options, retention period and cancellation process, and repeat the review after a major policy or pricing change. A backup that worked last year may fail when an export tool, file format or account role changes.
How does the 3-2-1 rule apply to cloud storage?
CISA/US-CERT defines 3-2-1 as three copies of data (one primary and two backups), on two different media types, with one copy offsite. It is a resilience pattern, not a promise that any particular provider will meet it automatically.

Do not count two synchronized folders in the same account as two independent copies. They share the same credentials, administrative controls and provider risk.

What should I compare when choosing a cloud provider or backup plan?
Price and storage capacity matter, but continuity depends on the controls around export and recovery. Record the answers in a simple comparison sheet before committing irreplaceable data.
| Question | Why it matters | Evidence to record |
|---|---|---|
| Can I export everything? | A partial download may omit shared files, metadata or application data. | Export tool, supported formats, folder and metadata behavior |
| How much notice is promised? | Notice determines your recovery deadline. | Current terms, region and account edition |
| What happens after cancellation? | Retention may be short or absent. | Grace period, deletion language and recycle-bin duration |
| Is history independent? | Version history does not help if account access ends. | Retention length and whether versions can be downloaded in bulk |
| Can I keep an offline copy? | Offline storage breaks dependence on one service. | Reliable download method and file readability without the provider |
| How are accounts secured? | Compromised credentials can erase every online copy. | Multifactor options, recovery process and administrator controls |
| Can I test restoration? | A backup is only useful if files can be opened when needed. | Test procedure, logs and responsible person |
| What is the total cost? | Resilience requires more than one medium and ongoing maintenance. | Storage, replacement drives, encryption and staff time |
How do I make an external-drive copy safely?
Use the drive as a controlled backup target, not as a permanent extension of your synchronized folder. Before copying, update the operating system and security software on the computer performing the export.
- Initialize the drive with a file system supported by the computers that must restore it.
- Enable full-disk encryption and store the unlock key separately from the drive.
- Copy the export into a dated top-level folder, preserving the provider’s directory structure.
- Open a sample of documents, photos and videos directly from the drive.
- Record the file count, approximate size, export date and software needed to read unusual formats.
- Safely eject the drive, disconnect it and store it in a protected location away from the primary computer.
An SSD is compact and resistant to movement; a hard disk can provide large capacity at lower cost. Neither is automatically permanent: drives can fail, so the second medium and restore testing remain essential.
What should I do if my provider announces a shutdown?
Work to the stated deadline and assume that the shortest advertised retention period will apply. Avoid making changes that could trigger account closure before your export is complete.

What are the limits of provider promises?
Notice periods and deletion rules are contract terms, not insurance. They can vary by country, account edition, billing status and the legal reason for termination. A provider facing insolvency, a security order or an abrupt infrastructure failure may not deliver the same orderly process described for a planned discontinuation.
Likewise, a “backup” held by the provider may be designed for its own disaster recovery, not for customer self-service. UK Department for Education guidance’s example of as little as 30 days of provider backup retention illustrates why you should not confuse internal redundancy with a customer-accessible archive. Your independent copy is the control that remains available when the provider’s systems, staff or policies do not.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How often should I test and update my backups?
Update frequency should match how quickly the files change and how much work you can afford to lose. A photographer with daily imports needs a tighter schedule than someone archiving old tax records. Whatever schedule you choose, test restoration separately from copying: a completed transfer does not prove that the files are readable.

Frequently Asked Questions
Can a provider delete files without warning?
Terms often allow suspension or closure for specific reasons, and the notice process may differ from a planned service discontinuation. Keep contact details current and monitor account messages so a security or billing problem does not silently become a deletion deadline.
Should I export shared folders that someone else owns?
Permission to view a file does not always include permission to export or retain it after the owner’s account closes. Identify the owner, obtain an approved copy and document that approval before relying on shared material for your own records.
Which file formats are safest for long-term access?
Use widely supported formats for the copy you expect to open without the provider, such as PDF, CSV, JPEG, PNG and plain text, while retaining originals when conversion could remove important features. Keep a note of any application or plug-in required for proprietary files.

Does encryption make an offline drive permanent?
No. Encryption protects confidentiality if the drive is lost, but it does not prevent hardware failure or forgotten keys. Keep the unlock information separately and maintain another readable copy on a different medium.
