Climate-tech startups can use grants, venture capital, and project finance for different needs—not as interchangeable sources of runway. Grants support a defined, eligible scope of work; venture capital invests in the company in exchange for equity; project finance backs a specific asset or facility based on its expected cash flows and risks. These routes can complement one another over time, but each has different eligibility, ownership, repayment, and readiness requirements.

The U.S. Department of Energy (DOE) examples below are U.S.-specific. They are not a guide to eligibility in other countries, and federal program terms can change.

What each option is designed to fund

Grants and SBIR/STTR: a defined scope of work

A grant is tied to a public program’s purpose, eligible applicants, approved work, deadlines, and application requirements. It can help fund research, development, demonstration, or commercialization work without selling equity, but it is not general-purpose cash. Costs, milestones, reporting, matching requirements, and other obligations depend on the specific award.

DOE describes its SBIR/STTR programs as “competitive non-dilutive funding programs that fund eligible small businesses to engage in Federal Research/Research and Development (R/R&D) with the goal of product commercialization.” These programs are phased, and applicants must meet the relevant small-business eligibility rules and technical scope. Venture capital: the company and its growth plan

Venture capital is an equity investment in the company, not a grant and not ordinarily a loan that the startup repays on a set schedule. In exchange for investment, founders give up some ownership and negotiate investor rights. Those rights can affect governance and future financing, so founders should evaluate the full proposed terms rather than focus only on the amount raised.

VC may fit a business seeking to scale against a large market, but there is no universal climate-tech stage at which a company should raise. The appropriate fit depends on the company, its milestones, its business model, and an investor’s risk and time horizon. The available DOE materials do not establish current climate VC deal volumes, valuations, or standard terms.

Project finance: a specific project with a repayment case

Project finance is structured around a defined project—such as a facility, asset, or portfolio—rather than simply the startup’s promise or technology. Lenders and other capital providers assess expected project costs and revenues, contracts, assets, permits, counterparties, sponsor strength, technology, and risks. The capital is repayable, typically with interest, and the project must support a credible repayment case.

DOE’s Loan Programs Office (LPO) describes financing for eligible commercial-scale clean-energy deployment and manufacturing projects. How to choose a funding route

  1. Define the use of funds. Identify whether the money is for R&D, a first-of-a-kind demonstration, project or factory construction, or corporate growth. Match the instrument to the funded activity, not to a generic company “stage.”
  2. Check eligibility and scope. For a grant, read the current funding opportunity announcement (FOA) for eligible entities, technology topics, geography, allowable costs, cost share, milestones, and deadlines. DOE identifies the FOA as the official source of opportunity terms; start with its funding opportunities page.
  3. Compare ownership with repayment. For equity, assess dilution, investor rights, governance, and the effect on future fundraising. For debt or structured project capital, examine repayment, interest, security, covenants, and project-level risk. No single standard term sheet applies to every deal.
  4. Match your evidence to the capital provider. Grant reviewers assess whether a proposal responds to the program and presents credible technical work. Equity investors assess the company and its growth prospects. Project lenders conduct diligence on the sponsor, technology, market, project costs, and risks. DOE describes the LPO’s review in its application process overview.
  5. Allow for process time and transaction work. DOE says the LPO application process through conditional commitment commonly takes up to a year, depending on applicant readiness. That is an LPO process estimate, not a timeline for grants, VC fundraising, or financial close.
  6. Check whether funding sources can be combined. A company might use a grant for R&D, equity for company growth, and project-level debt for a deployment asset. Confirm compatibility, matching rules, and restrictions before combining funds; DOE notes that some projects face limitations on how other grant funds can enter project financing.

What U.S. DOE programs illustrate—and what they do not

DOE’s SBIR/STTR page says reauthorization became effective April 13, 2026, and reports approximately $147 million in FY25 Phase II opportunities that opened July 22, 2026. That figure refers to those specific DOE opportunities; it is not total climate-tech grant funding or a general annual grant pool. The opening date does not establish that applications remain open. Check the current DOE Office of Technology Commercialization hub and each notice for status, eligibility, and deadlines.

For LPO financing, DOE describes a sequence that includes pre-application, application and review, due diligence, conditional commitment, financial close, and monitoring. Submitting an application, entering due diligence, or negotiating terms does not guarantee a conditional commitment or a closed loan. DOE’s monthly application activity page distinguishes activity at these stages; an application should not be described as financing secured.

These examples show why founders should use live program documents rather than relying on summaries: opportunities, administration, eligibility, and funding authority can change. They do not provide a global eligibility guide or a comparable statistic for grants versus VC versus project finance.
