Claude for Government is Anthropic’s dedicated, FedRAMP High-authorized service environment for eligible public-sector organizations. Its September 30, 2026 general release adds usage-based billing with a hard spending cap, department and user-level controls, and reviewable administrative audit logs. Anthropic says the environment is authorized for CUI and FIPS 199 High Impact data; that authorization applies to this service boundary, not to Claude Enterprise or Anthropic’s direct API.
What Claude for Government is—and who can use it
Claude for Government delivers Anthropic’s Claude capabilities through a dedicated, pre-authorized government environment. Anthropic announced general availability on September 30, 2026, after a public beta that began in July. The company says federal, state, and local agencies, as well as qualifying public-sector organizations such as government contractors, can seek access through its government sales process.
The offering includes Claude for Government Desktop and Claude Code, with sign-in and inference inside the FedRAMP High boundary. Anthropic says agencies can deploy the application through standard mobile device management (MDM) platforms. Claude for Microsoft 365 was announced for early access through the same environment and administrative controls; it should not be treated as generally available based on that announcement.
Anthropic describes potential uses ranging from software modernization with Claude Code to drafting memos, reviewing requests for proposals, handling casework, and preparing presentations. These are use cases, not published performance guarantees.

What FedRAMP High covers—and what it does not
FedRAMP High refers to the authorized service environment. It is not a blanket authorization for every Anthropic product or every way of accessing Claude. Anthropic identifies Claude for Government as its FedRAMP High offering and says CUI and FIPS 199 High Impact data are authorized in that environment. Agencies still need to determine whether a particular use, configuration, and data flow fits their own authorization to operate (ATO) and policies.
Anthropic distinguishes the offering from Claude Enterprise, which it says is assessed against federal controls but is not FedRAMP authorized. Anthropic’s direct API is also not FedRAMP authorized. As other deployment routes, Anthropic identifies Claude through Amazon Bedrock in AWS GovCloud and Google Vertex AI with Assured Workloads. Those are distinct cloud-provider deployments, not the same Anthropic-hosted Claude for Government environment; an agency should evaluate the relevant service boundary and its ATO for the route it selects.

How spending controls and billing work
The general-availability announcement describes usage billing in fixed increments rather than seat fees. Agencies obligate a capped amount in advance, with a hard not-to-exceed limit intended to prevent spending beyond the obligated balance. The controls are designed to manage both an organization-wide allocation and how it is distributed across departments, users, and models.
- Agency and department allocations: Department-level administrators can allocate prepaid usage to sub-agencies.
- User tiers: Administrators can define tiers with spend limits and model limits.
- Group-based controls: SCIM group mappings can set rate limits, dollar caps, and allowed models.
- Monitoring: Administrators can track usage by user and model and receive burndown alerts as balances run low.
These controls help agencies set boundaries before use and monitor consumption as it happens. Anthropic does not publish a universal price or a cost comparison with Claude Enterprise or cloud-hosted Claude in the cited product announcements, so the cap should not be mistaken for a published per-user price.

What the audit logs record
Anthropic says administrative actions are recorded in a reviewable, hash-chained audit log that organization administrators can inspect in the product. Its July 7, 2026 launch announcement also says sensitive operations performed on Anthropic’s side require two-person approval. Together, those controls provide records for oversight and review, including responses to ATO or inspector-general requests.
Usage exports contain metering data only, according to Anthropic; they are not exports of conversation content. Anthropic says conversation history stays on each user’s device, while administrators can export usage and audit records. Agencies should account for this separation when planning local device controls, retention, and any process that requires review of conversation content.

How the options compare
The key distinction is the authorization boundary and who operates the environment. The table reflects details Anthropic has stated; where the cited information does not establish a comparable detail, it is identified as not stated rather than inferred.
| Option | FedRAMP status and data | Spending and oversight | Deployment and feature details |
|---|---|---|---|
| Claude for Government | Anthropic identifies this dedicated environment as FedRAMP High authorized and says CUI and FIPS 199 High Impact data are authorized. | Fixed usage increments, a hard not-to-exceed cap, department allocations, user tiers, SCIM-mapped controls, usage monitoring, and reviewable administrative audit logs are described by Anthropic. | Desktop and Claude Code are included in the government environment. Conversation history stays on the user’s device; administrators can export usage and audit records. Mobile and web availability: not stated in the cited Anthropic product information. |
| Claude Enterprise | Anthropic says it is assessed against federal controls but is not FedRAMP authorized. CUI or FIPS 199 High Impact authorization: not stated in the cited product information. | Government-specific hard caps, department allocations, and audit-log details: not stated in the cited Claude for Government announcements for Enterprise. | Comparable feature availability and data-location details: not stated in the cited product information. |
| Claude through Amazon Bedrock in AWS GovCloud or Google Vertex AI with Assured Workloads | Anthropic identifies these as alternative routes for agencies needing a FedRAMP High option. The applicable authorization depends on the specific cloud service and configuration; the cited product information does not establish one shared Anthropic-hosted boundary for these routes. | Claude for Government’s billing caps and audit-log controls should not be assumed to apply. Comparable controls: not stated in the cited Anthropic product information. | These are cloud-provider deployment routes rather than Claude for Government Desktop. Feature parity, data location, and the division of ATO responsibilities: not stated in the cited product information. |
The table’s product distinctions are based on Anthropic’s September 30, 2026 product and general-availability information. For the cloud-provider routes, agencies need to assess the specific provider service, configuration, and authorization boundary they intend to use.
What agencies should check before rollout
- Confirm eligibility and access. Contact Anthropic through its government sales process to establish whether the agency or supporting organization qualifies and how access will be provisioned.
- Map data and workflows to the boundary. Confirm that the intended use and data are covered by the agency’s ATO and policies, including any CUI or FIPS 199 High Impact use.
- Set allocations and limits before broad access. Define department allocations, user tiers, model allowances, and SCIM group mappings; decide who receives burndown alerts and who can change the controls.
- Plan device management and records. Account for the local residence of conversation history, the metering-only nature of usage exports, and separate audit-record access in retention and oversight procedures.
- Check the current Desktop transition. Anthropic Help Center guidance says all organizations will move to the updated Claude for Government Desktop offering by October 4, 2026. As of October 2, agencies should confirm their migration status and deployment instructions with Anthropic.
Anthropic publishes a FedRAMP Secure Configuration Guide and says a penetration-test summary is available through its Trust Center under NDA. Agencies can use the guide for configuration planning and request the summary through the stated channel as part of their security review.
