If the command is missing or capture is blocked, check whether Chrome is managed by your organization before assuming the government website itself prevents screenshots. A government domain alone does not establish a screenshot restriction.
Use the full-page capture command
- Open the page in Chrome and open DevTools. If DevTools is already open, make sure it is attached to the page you want to capture.
- Open the device toolbar in DevTools if it is not already visible.
- Open More options and select Capture a full size screenshot.
Chrome distinguishes this from Capture screenshot, which captures only the visible viewport. The full-size command is documented to include content outside the viewport. Chrome DevTools: Simulate mobile devices with device mode.
If the command is missing or DevTools will not open
On a work- or school-managed browser, policy can restrict DevTools according to page-frame URLs. With an allowlist and no blocklist, every frame must match the allowlist; an unmatched frame can prevent DevTools from opening for the page. This is a browser-management issue to ask your organization’s administrator about, not proof that the site is blocking screenshots. Chrome Enterprise: DeveloperToolsAvailabilityAllowlist.
- Check whether Chrome is managed by your organization.
- Tell the administrator the page URL and that DevTools does not open or the full-size command is unavailable.
- Ask whether the relevant page or embedded frames are covered by the organization’s DevTools URL policy.
If capture is explicitly blocked
Ask the administrator whether screenshot prevention is enabled for your managed browser or user. Google documents screenshot prevention as an administrator-controlled policy for qualifying managed environments with a Chrome Enterprise Premium license. It can apply to screenshots regardless of the method used, and the policy can include URL exceptions. Follow your organization’s rules; do not try to bypass a restriction. If a screenshot extension fails
First check whether Chrome’s built-in DevTools capture works. If the extension alone fails, record your Chrome version and the exact error, then check with your administrator or the extension’s support contact. Chrome for Developers announced stricter enterprise-policy enforcement for extensions using chrome.debugger in Chrome 155, including host and screenshot restrictions. The announcement scheduled Stable rollout for October 6, 2026; the change is version- and policy-dependent, not a general explanation for every failed screenshot. The documented error for a policy-restricted capture is Screenshot capture is restricted by policy. Chrome for Developers: Stricter enterprise policy enforcement for chrome.debugger in Chrome 155.
If the image is incomplete
When capture succeeds but sections are absent, the exact cause depends on the page and its behavior; the page in question is not identified here. As a practical diagnostic, wait for the visible page and its content to finish loading, then try the full-size capture again. This is a troubleshooting step, not a confirmed fix for any particular government site.

Advanced option: Headless Chrome
Chrome’s Headless documentation describes command-line screenshot and PDF options for technical users. Its basic screenshot flag is not, by itself, a complete full-page capture recipe; full-page output requires additional work. Use this route only if you are comfortable setting up and testing an automated browser workflow. Chrome for Developers: Headless Chrome.
