Choose emergency rations by how you can safely use them during the disruption—not just by how long they can sit on a shelf. When cooking fuel, refrigeration, or safe water may be unavailable, start with commercially packaged foods labeled for room-temperature storage that need little or no preparation. Home-canned, dehydrated, and freeze-dried foods can also fit, but only when made and stored with a suitable food-safety process. Specialty emergency meals are not required: FoodSafety.gov says ordinary foods can meet an emergency supply need.

Which emergency ration method fits your situation?

Match the method to what you will have available during an outage: power, refrigeration, cooking fuel, and safe water. The most useful ration is one your household can safely open and eat under those conditions.

Option Best fit Main safety control What can make it a poor fit
Commercial canned food or ready-to-eat packaged food When you want familiar food that needs little or no preparation Choose a product labeled for room-temperature storage; follow its label Some canned foods require refrigeration; damaged packaging or unsuitable storage can make food unsafe
Commercial MRE A ready-to-eat meal made for storage without home processing USDA describes MREs as commercially heat-processed in sealed containers Storage temperature affects useful life, so do not assume indefinite shelf life
Home pressure canning Suitable low-acid foods processed with a current tested recipe Use the specified pressure-canning process, equipment, jar, time, and elevation adjustment It requires suitable equipment and exact recipe adherence; improvised recipes are not a safe substitute
Tested boiling-water canning Acid foods and acidification steps covered by a tested recipe Use the recipe’s tested acidity and processing instructions A food’s name alone does not establish its acidity; tomatoes and mixtures may need recipe-specific acidification or pressure processing
Home dehydration Suitable foods when lower weight and storage space matter Dry food sufficiently, then protect it from moisture Drying does not reliably kill organisms already present; rehydration requires safe water
Home freeze-drying Lightweight dry food when specialized equipment and careful preparation are available Control sanitation, complete drying, packaging, and later preparation It requires specialized equipment; the process does not kill pathogens, and cooking directions still matter

FoodSafety.gov recommends keeping at least three days of food that needs little or no cooking, water, or refrigeration. That is a preparedness baseline, not a requirement to buy a particular category of ration. Account for infants, special diets, and pets when choosing what to store. (FoodSafety.gov emergency food guidance; reviewed 2023.)

What should I keep at home for an emergency?

Keep foods your household can eat safely with the equipment and water you are likely to have. Begin with familiar, shelf-stable products, then add foods for dietary needs and situations where you can cook or rehydrate them.

  • Check the label. “Shelf-stable” means safe at room temperature while unopened. Some canned foods instead say “Keep Refrigerated,” so do not assume every can belongs in a pantry. Follow the package directions.
  • Choose usable portions. A container that can be eaten in one sitting is easier to manage if refrigeration is unavailable after opening. Include a manual can opener if stored foods require one.
  • Plan for preparation. Count the safe water, fuel, and equipment needed to prepare each item. A pouch that needs hot water is not a no-cook ration; a dehydrated meal is not useful without safe water.
  • Include everyone who depends on the supply. Plan separately for infants, people with special diets, and pets. Use infant formula by its use-by date.
  • Keep an easy-to-reach supply. Store it in a cool, dry, dark place, protected from pests and potential floodwater.

FoodSafety.gov’s preparedness guidance calls for at least one gallon of water per person and pet per day for at least three days, and says to plan for more in circumstances such as hot climates. Treat that as a general water-planning benchmark, not as a precise amount for preparing a particular meal. (FoodSafety.gov emergency food guidance; reviewed 2023.)

How do I tell whether packaged food is shelf-stable?

Use the product’s label, not the package’s appearance. An unopened sealed container is not automatically shelf-stable: some canned foods require refrigeration, and packaging cannot make an unsafe food safe.

USDA defines shelf-stable food as food that can be safely stored at room temperature while unopened. Check for a “Keep Refrigerated” instruction or other storage directions before placing a product in emergency storage. After opening, follow the label’s instructions; the unopened shelf-stable status does not mean the food can remain unrefrigerated indefinitely once opened. (USDA FSIS: What does shelf-stable mean?)

Commercial MREs are a distinct case: USDA describes them as heat-processed in a sealed container. They are ready-to-eat, but their useful life depends on storage temperature. USDA examples vary sharply with temperature, so an MRE should not be treated as having an unlimited or uniform shelf life. (USDA FSIS: Is an MRE shelf stable?)

When is pressure canning necessary?

For home-canned low-acid foods, use a pressure canner and a current tested process. CDC identifies low-acid foods as those with pH higher than 4.6 and states that pressure canning is the only recommended method for canning them.

Low-acid foods include many vegetables, meats, poultry, and seafood. A boiling-water canner does not provide the process required for these foods. An ordinary electric pressure multi-cooker is not a substitute for a recommended stovetop pressure canner and tested canning instructions. Do not rely on simply vacuum-sealing a jar, either.

The equipment is only one part of the process. Follow a tested recipe for the particular food and observe its jar size, packing method, processing time, pressure, and elevation adjustment. A tested recipe may call for a specific acidification step or a different method; do not transfer directions from one food or jar size to another or invent a mixed-meal recipe.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For practical instructions, consult the National Center for Home Food Preservation’s canning guidance and its applicable tested recipe. CDC’s home-canning safety page explains the low-acid risk and the pressure-canning requirement. (CDC: Home-canned foods and botulism prevention; 2024.)

Can I use boiling-water canning for every food?

No. Tested boiling-water canning is for foods and acidification steps covered by a tested acid-food recipe. Low-acid foods require pressure canning under the applicable tested instructions.

The pH boundary used for this distinction is 4.6: low-acid foods have a pH above 4.6. That threshold is a food-safety classification, not a measurement of your particular batch. Do not assume a food is sufficiently acidic based on its name, taste, or a general recipe description.

Tomatoes and mixtures deserve particular care. Their safe process can depend on the specific tested recipe and whether it directs acidification or pressure processing. Use the recipe’s method and proportions rather than substituting a boiling-water process because the food seems acidic.

Are dehydrated foods safe for emergency storage?

They can be useful when prepared and stored correctly, but drying removes water; it is not a sterilization step. Home dehydration inhibits growth when food is sufficiently dry, yet it does not reliably kill organisms that were already present.

Use an appropriate drying process for the food, and promptly pack it once it is fully dried. Keep it protected from moisture: water entering the package can undermine the conditions that made the food suitable for storage. Utah State University Extension says properly dried household foods may be vacuum packaged or stored with oxygen absorbers, but removing oxygen from moist food can increase botulism concern. Packaging is not a way to repair incomplete drying or an unsafe process.

Dry food also changes the emergency plan: rehydration requires safe water. If the ration must be cooked after rehydration, it still needs the cooking fuel and preparation time the directions specify.

The National Center for Home Food Preservation gives a broad recommended storage-quality range of four months to one year for home-dried foods, with quality depending on storage temperature. Treat this as general guidance, not a guarantee for a specific batch. (National Center for Home Food Preservation: Packaging and storing dried foods; publication year not stated.)

Is home freeze-drying a safe way to make emergency rations?

It can produce lightweight food for storage, but the process requires specialized equipment and close control of sanitation, complete drying, packaging, and safe preparation later. Freeze-drying does not include a heat-treatment step that reliably kills pathogens already present.

Follow a food’s preparation directions after rehydration. If the product requires cooking, rehydrating it does not remove that requirement. The University of Minnesota Extension also says validated National Center home freeze-drying recipes have not yet been published; do not assume that instructions or shelf-life claims for a commercial product apply to a homemade batch. In particular, a commercial product’s claim of decades of shelf life is not evidence for the storage life of food freeze-dried at home. (University of Minnesota Extension: Freeze-drying)

How should I package and store homemade rations?

Package fully dried food promptly in an appropriate container that protects it from moisture. Choose the storage method for the food’s actual condition: a vacuum seal or oxygen absorber can be considered for properly dried household food, but neither makes moist food safe.

Keep emergency supplies cool, dry, and dark, and protect them from pests and floodwater. FoodSafety.gov gives 40–70°F as a preferred range for emergency-food storage; it is not a universal safe-or-unsafe cutoff for every product. Follow the product’s own storage directions where they are more specific. (FoodSafety.gov emergency food guidance; reviewed 2023.)

Advice can differ when the food is being sold. Utah State University Extension discusses reduced-oxygen packaging for properly dried household foods. By contrast, University of Minnesota Extension’s January 15, 2026 guidance for Minnesota cottage-food products prepared for sale says not to use reduced-oxygen packaging and restricts which foods are eligible. The sales-specific rule should not be read as a blanket household instruction, and household advice is not authorization for a commercial seller.

How long do emergency rations keep?

There is no single shelf-life number that applies to every emergency ration. Storage temperature, product type, processing, package condition, and the manufacturer’s directions all matter.

Food type Published storage guidance How to interpret it
Commercial canned food USDA FSIS gives up to 18 months for best quality for high-acid foods and 2–5 years for low-acid foods under appropriate storage These are conditional best-quality examples, not guaranteed safety expiry dates for an individual can
Home-dried food National Center for Home Food Preservation gives a broad four-month-to-one-year recommended storage-time range Quality depends on the food and storage temperature
Home-canned food Generally use within one year Use only food made with the applicable tested process; a date does not make an unsafe process safe
Commercial MRE Useful life varies with storage temperature Check applicable product information; do not assume a uniform or indefinite life

For commercial canned foods, USDA’s ranges describe best quality under appropriate storage, not a promise about a particular can. (USDA FSIS: How long can you keep canned goods?)

An ordinary “use by” date generally concerns quality, according to FDA, but infant formula is an exception and must be used by its date. Do not let a printed date overrule visible damage, flood exposure, or an unsafe preparation process. (FoodSafety.gov emergency food guidance; FDA: Confused by date labels on packaged foods?)

What should I inspect before eating stored food?

Rotate supplies and reject food when the package or storage history raises a safety concern. A date on a label cannot establish safety if a container is damaged or has been exposed to floodwater.

  • Check stored food periodically and replace items as needed so the supply remains usable.
  • Reject suspect or damaged containers; do not use a date to justify keeping a compromised package.
  • Protect food from potential floodwater and discard food exposed to floodwater when safety cannot be assured.
  • Never taste food to find out whether botulinum toxin is present.
  • For infant formula, observe the use-by date.

When in doubt about a damaged container or food affected by an emergency, follow FoodSafety.gov’s disaster and emergency food guidance rather than trying to rescue the food by repackaging it.

How do I make the final choice?

Use this sequence to avoid storing food that depends on resources you may not have.

  1. List likely constraints. Decide whether a disruption could remove electricity, refrigeration, cooking fuel, or access to safe water.
  2. Start with no-cook options. Choose unopened products actually labeled for room-temperature storage if you need food that can be eaten without preparation.
  3. Check household needs. Account for infants, special diets, pets, portion sizes, and whether you have the tools required to open or prepare each item.
  4. Match water and fuel to every preparation step. If a ration needs rehydration or cooking, include the separate safe-water supply and the means to heat it—or choose another food for the no-cook portion of the plan.
  5. Use tested processes for anything made at home. Select pressure canning, boiling-water canning, dehydration, or freeze-drying only where its specific safety controls and tested instructions fit the food.
  6. Store, inspect, and rotate. Keep the supply cool, dry, dark, and protected from pests and flooding; replace items that are no longer suitable.

For a basic emergency supply, ordinary commercially packaged shelf-stable foods are often the simplest starting point. Home-preserved foods can add variety or meet particular needs, but only when the preparation method, package, and intended use are all compatible.

Frequently Asked Questions

Can I eat canned food straight from the can during a power outage?

Many shelf-stable canned foods can be eaten without heating, but check the label and any preparation directions first. Do not eat food from a container that is damaged or has an unsafe storage history.

Can vacuum sealing make home-canned food shelf-stable?

No. Vacuum sealing a jar does not replace a tested canning process or the required pressure-canning treatment for low-acid foods. Packaging cannot correct an unsafe preparation method.

Can I store emergency food in a garage or shed?

Only if the location stays within the food’s storage directions and is protected from excessive heat, moisture, pests, and flooding. A space that swings to high temperatures may shorten quality or useful life, especially for products whose longevity depends on storage temperature.

Does rehydrating freeze-dried food make it ready to eat?

Not always. Follow the product’s directions: foods that require cooking still need to be cooked after rehydration, and the water used must be safe.
