Choose a Chinese AI cloud when mainland-China residency, Chinese-language models, domestic connectivity, or local integrations are the deciding constraints. Choose AWS, Microsoft Azure, or Google Cloud when worldwide deployment, multinational governance, partner tooling, or an existing global platform matters more. A split deployment is often the practical answer when data must stay in China but teams also need models or services hosted elsewhere.
The decision in one view
There is no universal winner. Alibaba Cloud is the best-documented Chinese option for an end-to-end model platform in the material available for this comparison. Huawei Cloud and Tencent Cloud are significant regional infrastructure providers, but their current AI model catalogs, prices, and location guarantees must be checked against live documentation for the exact service and region. AWS, Azure, and Google Cloud generally offer broader international coverage and mature cross-region governance.
Your choice should be driven by seven questions: where prompts and outputs may be processed and stored; which models and modalities are available in that location; the network path and latency users will experience; complete inference and training economics; enterprise security and retention controls; portability; and the accelerator capacity you can actually obtain.

How large are the Chinese providers?
Market share provides context, not a quality ranking. Omdia estimated Mainland China cloud-infrastructure services at $13.4 billion in Q3 2025, up 24% year over year. Its 2026 report attributed the following shares of that Mainland China infrastructure market:
#1 Best Overall
| Provider | Mainland China infrastructure share | What the figure means |
|---|---|---|
| Alibaba Cloud | 36% | Omdia estimate for Q3 2025; infrastructure services, not an AI-model score |
| Huawei Cloud | 16% | Omdia estimate for Q3 2025; infrastructure services, not an AI-model score |
| Tencent Cloud | 9% | Omdia estimate for Q3 2025; infrastructure services, not an AI-model score |
Alibaba separately reported RMB35.8 billion in annualized AI-related product revenue for fiscal 2026. That is a company-reported revenue figure, not an independent measure of model accuracy, latency, or value.
Chinese AI cloud providers
Alibaba Cloud: the clearest end-to-end platform case
Alibaba Model Studio exposes the Qwen family and third-party models through official and OpenAI-compatible APIs. It supports multimodal workloads, while inference is billed by tokens with model- and service-tier-specific prices. Training and deployment are metered separately using token and epoch formulas, so a training estimate cannot be inferred from an inference quote.
Model Studio regions determine the access endpoint and the location where request data is stored. Deployment scope determines where inference actually runs. Those are separate decisions: selecting a regional API endpoint does not, by itself, tell you every place a deployed model or supporting service may process data. Document both settings in your architecture and contract review.

Eligibility, supported models, and regional availability must be confirmed for your account; do not assume the control applies to every tenant or every model.
Rank #2
Huawei Cloud: significant regional infrastructure, verify AI details
Huawei held an estimated 16% of Mainland China cloud infrastructure in Omdia’s Q3 2025 comparison. That scale can matter for domestic procurement and network reach. The available evidence does not establish a current Huawei model-quality ranking, an apples-to-apples AI price list, or universal region guarantees. Verify the exact model, accelerator, API, retention policy, and service location before making Huawei the basis of a compliance or cost claim.
Tencent Cloud: relevant for China consumer and communications workloads
Tencent held an estimated 9% of Mainland China infrastructure in the same Omdia comparison. Its broader ecosystem can be a fit for China-facing consumer, social, gaming, and communications systems, but the evidence here does not establish current AI-platform capabilities or prices. Treat those as a discovery task rather than filling a comparison table with assumptions.
Why Baidu is not scored here
Baidu AI Cloud pricing and residency guarantees were not sufficiently documented in the available material. Add Baidu only after checking current product documentation and a region-specific commercial quote. Leaving an unverified cell blank is safer than presenting a guessed price or residency promise.
How the global hyperscalers differ
AWS: explicit routing choices in Bedrock
Amazon Bedrock offers three inference-routing choices:
Rank #3
- In-Region: processing remains in the selected region and is the clearest fit for a single-region requirement.
- Geographic cross-Region: AWS states that this option keeps data processing within specified geographic boundaries such as the US, EU, or APAC.
- Global cross-Region: requests may use capacity in a wider set of regions, which can improve availability and sometimes economics when unrestricted processing is acceptable.
Routing should be selected per workload, not as a blanket account setting. A regulated Chinese application that cannot leave Mainland China needs a China-specific architecture and a verified local service, not merely a geographic routing label designed for another boundary.
Microsoft Azure: strongest fit when Microsoft controls already exist
Microsoft Foundry documentation describes encryption at rest and in transit using Microsoft-managed keys and explains data-residency and compliance architecture. Azure is often operationally attractive when your organization already uses Microsoft identity, security, data, and productivity services. That is a platform-fit inference, not a universal performance result: benchmark your models, network path, and quotas in the regions you will actually use.
Google Cloud: natural fit for data and ML-heavy teams
Google’s terms identify Generative AI on Vertex AI and Vertex AI services as eligible for AI/ML data-location controls, subject to model and service limitations. Google is often a good match for organizations already built around its analytics, Kubernetes, and data/ML stack. Confirm model-by-model location behavior, because eligibility and available controls can vary by service and region.

| Criterion | Chinese provider is usually favored when… | AWS, Azure, or Google Cloud is usually favored when… |
|---|---|---|
| Residency and jurisdiction | Prompts, outputs, logs, and stored data must remain in Mainland China and local contractual arrangements are required. | Data can stay within global regions such as the EU, US, or APAC and you need established multinational governance. |
| Model access | Chinese-language models, local open-model ecosystems, or China-specific modalities are central. | You need broad access to global foundation-model partners and a consistent catalog across many countries. |
| Network path | Users and systems are primarily in China, making a domestic path and local peering more important than worldwide reach. | Users, data, and partners span multiple continents and benefit from a single global backbone. |
| Enterprise ecosystem | Domestic systems, local procurement, and China-market integrations dominate. | Existing identity, security, analytics, Kubernetes, and productivity investments dominate. |
| Portability | The service exposes OpenAI-compatible APIs or deployable containers that you can place behind your own gateway. | You want large partner ecosystems, managed multi-region controls, and established cross-cloud tooling. |
| Capacity | You can obtain the required domestic accelerator quota and accept local procurement lead times. | You can obtain the required GPU quota in the target global region and need broad hardware choices. |
Residency is more than picking a region
Separate four locations in your design: the API endpoint, request-processing location, persistent storage location, and operational telemetry location. Prompts can appear in application logs, tracing systems, safety-monitoring systems, support tickets, backups, and vector databases even when the model runs in the desired country.
Rank #4
- Write the allowed geography for prompts, outputs, embeddings, logs, backups, and human review.
- Map each service in the request path, including gateways, queues, observability, key management, and disaster-recovery replicas.
- For Alibaba, record both the Model Studio region and the deployment scope; they answer different location questions.
- For Bedrock, select in-Region, geographic cross-Region, or global cross-Region routing according to the policy, then verify the model’s regional availability.
- For Azure and Google Cloud, check the specific Foundry or Vertex AI model and service terms rather than relying on a platform-wide assumption.
- Obtain contractual confirmation for retention, provider training use, abuse monitoring, and subprocessors.
Compare the full economics, not one token price
Inference cost should include input tokens, output tokens, cached or batch discounts where offered, minimum commitments, and the model tier. Training adds data-processing or token charges, epochs, accelerator time, checkpoints, storage, and deployment overhead. A model with a lower token price can cost more if it requires a larger context window, more output tokens, or a less efficient accelerator.
Add the non-model line items: API gateway and safety services, vector storage, databases, object storage, inter-region transfer, internet egress, observability, support, and idle capacity. For a China-to-global design, measure cross-border transfer and failure-retry costs explicitly. For a global design, measure the cost of keeping replicas in multiple regions.
Do not infer GPU availability from market share. Ask for the accelerator type, memory, quota, reservation or procurement lead time, supported software stack, and scale-out limits in the exact region and tenancy model you plan to buy.
When a multi-cloud design is justified
Use more than one provider when residency differs by workload, when a required model exists in only one ecosystem, or when availability and bargaining power outweigh operational simplicity. Keep the control plane provider-neutral: normalize authentication, request schemas, safety checks, timeout behavior, retries, and usage accounting behind an internal gateway.
Best Value
Alibaba’s AI Gateway documentation illustrates this pattern by connecting Qwen, DeepSeek, OpenAI, Azure, Gemini, Bedrock, Claude, and other providers. A gateway does not remove legal or residency obligations; it makes routing explicit so each request can be sent only to an approved provider and region.
A practical split
- Mainland-China workload: local model endpoint, local storage and logs, domestic identity integration, and no unapproved export of prompts.
- International workload: AWS, Azure, or Google Cloud region selected for customer geography and contractual requirements.
- Shared application layer: common prompt templates, evaluation suites, redaction, policy enforcement, and provider-neutral telemetry with sensitive content minimized.
A selection process that survives procurement
- Classify data. Mark personal, financial, health, source-code, and trade-secret content, and define whether each class may cross a border.
- List model requirements. Specify language, modality, context length, tool calling, fine-tuning, structured output, and latency target.
- Shortlist regions first. Eliminate any provider-model combination that cannot meet the location rule before discussing price.
- Run representative evaluations. Use a fixed prompt set, production-like context sizes, concurrency, safety cases, and failure injection. Record quality, p50 and p95 latency, error rates, and output-token usage.
- Request capacity evidence. Obtain written quota, accelerator, scaling, and lead-time commitments for the intended region.
- Model total cost. Include inference, training, storage, gateway, observability, support, transfer, and disaster recovery.
- Test exit paths. Confirm whether prompts, fine-tunes, embeddings, and application code can move to another provider or a self-managed endpoint.
- Negotiate controls. Put retention, provider training use, deletion, audit access, incident notification, and subcontractor terms in the contract.
Common failure modes and fixes
Assuming a region label guarantees residency
Symptom: The model endpoint is local, but logs or backups appear elsewhere. Fix: map every data-bearing service and disable or relocate telemetry that is not approved.
Comparing incompatible price units
Symptom: A token quote looks cheap until output tokens, training epochs, or egress are added. Fix: price a fixed workload with identical prompts, output limits, concurrency, and retention.
Recommended Free Tools
Treating infrastructure share as model quality
Symptom: A high market-share provider is selected without task-level evaluation. Fix: benchmark the exact models and languages used by your application.
Building to one proprietary API
Symptom: Migration requires rewriting prompts, tools, streaming, and safety handling. Fix: use an internal schema and adapter layer from the first production release, while preserving provider-specific features behind optional capabilities.
Ignoring capacity until launch
Symptom: The approved model cannot obtain quota in the chosen region. Fix: secure quota and a fallback model during the pilot, and test the fallback with the same evaluation suite.
Quick Recap
Bottom line for three common scenarios
| Scenario | Most defensible starting point | Reason |
|---|---|---|
| China-only customer data and Chinese-language applications | Evaluate Alibaba first, then Huawei and Tencent for verified regional fit. | Locality, network path, and Chinese model access are likely to dominate. |
| Global SaaS with established multinational controls | Evaluate AWS, Azure, or Google Cloud in the regions where customers are served. | Global coverage, partner tooling, and existing governance reduce operational friction. |
| Mixed residency and model requirements | Use a policy-controlled multi-cloud gateway. | It lets each workload use an approved geography and model while preserving a common application interface. |
