Charging logistics remain the most common barrier Americans cite to adopting an electric vehicle, according to Consumer Reports. The issue is not just how many chargers exist: drivers also have to find one, reach and activate it, pay, and get the charge they need without a frustrating wait.
What the Consumer Reports findings say
Consumer Reports says its nationally representative survey of 8,027 Americans in 2022 identified charging logistics as the leading barrier to EV adoption. Its updated 2023 survey found charging was still the most common barrier. These surveys concern Americans’ concerns about adopting EVs; they do not measure the performance of every public charger.
In a separate finding published in 2025, Consumer Reports said one in five public charging sessions reported by members of its EV Charging Community encountered some sort of problem. The organization reported that the community had over 1,700 members at the time. This is a crowdsourced finding from participating members’ reported sessions, not a representative estimate of the failure rate across all public charging sessions. Consumer Reports describes the survey and community work in its March 28, 2025 article.
What makes charging difficult in practice
A driver’s experience involves more than whether a charger appears on a map. The Joint Office of Energy and Transportation’s public-charging webinar describes a chain of potential friction points, from finding a charger to accessing it and completing a charge.

- Finding a suitable charger: A station may be hard to locate, or the information available may not make clear whether it fits the driver’s vehicle and needs.
- Accessing it: A charger can be occupied or otherwise difficult to reach or use at the moment it is needed.
- Starting and paying: Apps, accounts, payment steps, or communication between systems can add friction before charging begins.
- Getting the expected charge: Charging may be slower than a driver needs, or the session may not complete as expected.
- Managing the stop: Site amenities and the time spent waiting shape whether a charging stop fits into a driver’s routine.
These issues can have different causes: the vehicle, charger, operator’s app, or the way those systems work together. The Joint Office transcript emphasizes that understanding reliability benefits from combining driver feedback with technical communications data. Its stated aspiration, voiced by webinar moderator Steve Lommel, was: “Our vision is every driver, every charger, every EV first time, every time.” Read the Joint Office webinar transcript.
Why charger counts do not tell the whole story
Access depends on where a person lives, where they park, their routine, and the local supply of chargers. A network with many chargers may still fail a driver if stations are inconveniently located, unavailable when needed, difficult to activate, or poorly suited to the vehicle.

Singapore offers a geographically specific example, not a picture of US charging access. CNA reported in 2024 that many Singapore EV drivers rely on shared or outside chargers because private home charging is unavailable to them. The report also cautioned that a charger-to-car ratio alone does not determine whether infrastructure is adequate. Transport economist and Singapore University of Social Sciences associate professor Walter Theseira described the value of convenient charging this way: “The key thing here is that I don’t have to make a change to what I’m doing in order to charge the car. But when you do have to make a change, that’s when people actually tend to have a lot of issues with EV,” he said. The account is an individual’s experience, not a survey result. There is no single charging arrangement that suits every driver. Compare options against the places and times you actually need to charge, not only the number of listed stations.

- Access: Can you charge at home or work, or will you depend on public locations? Consider parking access and any permissions required.
- Availability: Are stations located where your regular trips take you, and are they likely to be available when you need them?
- Reliability and payment: Can you start a session and pay without avoidable account or app friction? A station listing alone does not establish that a charger will work when you arrive.
- Time: Does the charging speed and expected wait fit your schedule?
- Cost and compatibility: Account for charging costs and, for home charging, installation expenses. Confirm that the equipment, vehicle, and electrical service are compatible.
If you are considering home charging
Home charging can reduce reliance on public stations for drivers who have suitable parking and access to electrical installation. Before buying a Level 2 home charging station, verify the vehicle’s connector needs, the capacity of the electrical service, installation requirements, parking permissions, and local code requirements. The cited findings do not establish a recommended model, test results, prices, or a compatibility list.
If you depend on public charging
Apps may help locate public stations, but their usefulness depends on current coverage and information; the cited sources do not verify any particular app’s availability or network coverage. Consumer Reports identifies Chargeway as a corporate partner contributing to its community dataset, which is not evidence of an endorsement or affiliate arrangement. For reliability problems, note what happened—such as difficulty locating or activating a charger, payment friction, or an interrupted session—because driver reports alongside technical data can help identify where a failure occurred.
