If ChangeTower is not detecting changes on an Indian government website, first check the monitor’s exact URL and open its captured snapshot. The cause cannot be identified from the country or site category alone: the page may need a login, consent or location choice, a click, more loading time, or the site may block automated access. ChangeTower says it renders pages in a real browser, but the snapshot for your specific monitor is the evidence that matters.
Start with the exact page and its baseline snapshot
ChangeTower’s setup guidance recommends monitoring the full URL of the page you care about, rather than the department’s homepage. The first check establishes the baseline; later checks can alert you when ChangeTower detects a difference from it. ChangeTower’s setup guide explains the setup and baseline process.
- Open the monitor’s settings and confirm that its URL is the specific page containing the information you want to track.
- Open the monitor’s captured page or snapshot.
- Check whether the expected text, table, notice or other content appears in that capture, and whether the page is in the intended state.
If the relevant content is missing from the baseline, later checks have no correct starting point for that content. Fix the page state or target first. If the baseline is correct and nothing has changed on the page, the absence of an alert is expected.
Check whether the page needs an interaction
A page that requires a visitor to take an action may not expose the desired content in its initial state. Look for a sign-in form, cookie or consent banner, language or location picker, or a button that reveals the relevant section. ChangeTower documents Manual User Actions for replaying interactions, including clicks, text entry and form submission. - Enable Manual User Actions for the monitor.
- Configure actions to click the required fields and enter the necessary text.
- Add an action to click the sign-in button.
- Run or inspect the capture and verify that it reaches the protected content you intend to monitor.
Authentication and automated-access blocking are different issues. ChangeTower documents a way to replay login actions, but says a page that blocks automated traffic outright cannot be watched. Do not assume that adding credentials resolves a site-level block.

For consent or location choices
Configure the necessary action so the page reaches the same state in which you expect to view the information. Then inspect the snapshot to confirm that the banner is dismissed or the intended location has been selected. A configured click is not proof that the page reached the desired state; confirm it in the captured result.
Check delayed or lazy-loaded content
ChangeTower says its checks load pages in a real browser and wait for rendering, including content delivered by scripts or APIs. That is a general description of the service, not a guarantee that every page’s particular loading sequence succeeds. Its help guidance lists lazy-loading support among advanced options. If the target section is absent from the snapshot, inspect the action sequence and available loading settings rather than concluding that JavaScript content cannot be monitored.
Some pages reveal content only after scrolling, waiting, changing a selection, or completing another interaction. Verify that the capture actually includes the section before relying on alerts for it. ChangeTower’s description of rendering is in its official FAQ.

Make sure the monitored area includes the change
Review any page-region selection and ignored-element settings. ChangeTower’s guidance says excluded elements do not trigger notifications for changes inside them. If the relevant notice, data row or status is inside an ignored region, remove that exclusion or adjust the monitored area so the content is included. Conversely, excluding unrelated, frequently changing content can help focus monitoring on the information that matters. Verify the result against the snapshot.
When the site blocks automated access
If ChangeTower cannot load the page and the evidence points to an outright restriction on automated traffic, its FAQ says the page cannot be watched. The available product guidance does not establish a single workaround for that condition. Avoid treating a failed capture as a missed content change: first determine whether the monitor loaded the page at all.

India-specific context—and what it does not establish
The Government of India’s Guidelines for Indian Government Websites and Apps, Version 3.0 reproduces WCAG 2.1 guidance for certain automatically moving or updating information displayed alongside other content: users should be able to pause, stop, hide or control the update frequency unless the behavior is essential. This is accessibility guidance; it does not show that Indian government websites share a particular monitoring technology or that they generally block ChangeTower.
Without the URL and the monitor’s capture or error, no particular cause can be confirmed. Diagnose the specific page rather than assuming a country-wide pattern.
