To cancel a GST registration, the registered person—or the legal heirs of a deceased sole proprietor—must have a valid reason and submit an electronic FORM GST REG-16 application on the GST common portal. Under Rule 20, the application is ordinarily due within 30 days of the event that warrants cancellation. Filing the form does not itself cancel the registration: the proper officer processes the application and issues an order. Cancellation also does not erase tax, interest, penalty, or other GST obligations from earlier periods.

When can you cancel a GST registration?

Section 29 allows a registered person to apply for cancellation on specified grounds. The correct ground matters because a closure, transfer, change in business constitution, and change in registration liability may call for different information or supporting evidence. Cancellation is a formal request about a GST registration, not simply a way to delete an online account.

  • Business discontinued or closed: The business has stopped operating.
  • Business transferred or disposed of: The business has been transferred, including through a sale, lease, amalgamation, merger, demerger, or another form of disposal.
  • Constitution changed: The business structure has changed in a way that calls for cancellation of the existing registration.
  • No longer liable to register: The person is no longer required to be registered, subject to the statutory qualification for a person registered under section 25(3).
  • Sole proprietor died: The proprietor’s legal heirs can use the applicable route to seek cancellation.

Closing a business is not the only reason to apply. In particular, a transfer or merger is not the same as simply ceasing operations: the receiving entity’s particulars and relevant transaction evidence may be needed. A change in constitution is also distinct from a closure, so describe the event that actually occurred rather than choosing the nearest-sounding reason.

The applicant depends on the circumstances. Ordinarily, the registered person applies. Where a sole proprietor has died, the legal heirs may apply for cancellation of that registration. An officer-initiated cancellation is a separate process and is not the same as submitting REG-16 yourself.

What information and documents should you prepare?

There is no single upload checklist that applies to every cancellation reason. Rule 20 allows relevant supporting documents, while the application requires information about the reason for cancellation, the effective date sought, stock, capital goods, liabilities, payments, and returns. Distinguish information entered in REG-16 from documents attached to support a particular case.

That distinction matters when planning the filing. A field asking for a value or liability is not necessarily an instruction to upload a separate certificate. Conversely, a transaction such as a transfer or merger may call for evidence that explains the event and identifies the receiving entity. Use the fields and attachment requirements associated with the selected reason rather than assuming every case has the same document list.

Information to have ready

  • Your GSTIN, legal name, trade name, and principal-place details as recorded in the registration.
  • An address, mobile number, and email address for future correspondence.
  • The cancellation reason and the date from which you are requesting cancellation.
  • Values and related tax or liability details for inputs in stock, inputs contained in semi-finished or finished goods, and capital goods, including plant and machinery.
  • Details of any payment made against the liability.
  • Details of the last return filed and its ARN.

Gather these details before beginning so you can complete the application coherently. In particular, do not leave the stock and capital-goods fields until after you have started if you need to check the underlying figures. The application calls for information about inputs in stock, inputs incorporated into semi-finished or finished goods, and capital goods or plant and machinery; these are separate categories in the form’s information requirements.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Also keep the last-return information and ARN available. The form asks for details of the last return filed, so having the return reference on hand helps avoid an incomplete application. The future-correspondence address, mobile number, and email address should likewise be accessible after filing, because the officer may need to communicate about the application.

Additional evidence for a transfer or restructuring

If the application concerns a transfer, merger, amalgamation, or similar event, prepare the receiving entity’s registration particulars. Depending on the case, relevant supporting material may include a transfer deed, court order, or comparable document.

The rules and procedural guidance support a reason-dependent evidence approach; they do not establish a universal requirement to upload identity proofs or a business-closure certificate for every application. Check the fields and supporting-document requirements shown for your selected reason in the portal, and provide relevant evidence rather than assuming every applicant needs the same attachments.

For a transfer or restructuring, it is useful to distinguish the event that ended or changed the existing registration from the information about the recipient. The reason and effective date describe the cancellation being requested; the receiving entity’s particulars and supporting transaction material help explain the transfer or restructuring. Do not substitute a generic closure explanation if the business was actually transferred or merged.

How do you apply to cancel GST registration online?

File the taxpayer-initiated cancellation electronically in REG-16 through the GST common portal. Portal screens and labels can change, so use the registration-services area and follow the current on-screen flow rather than relying on a fixed menu path. The durable points are the electronic application, the applicable cancellation reason, and the information required for the case.

  1. Sign in: Log in to the GST common portal using the registered taxpayer credentials.
  2. Start the cancellation application: Open the registration-services area and select the taxpayer-initiated cancellation process.
  3. Choose the reason and date: Select the applicable cancellation ground and enter the effective date you are requesting.
  4. Enter future-contact details: Supply an address, mobile number, and email address for correspondence after the application is submitted.
  5. Complete the financial details: Fill in the applicable fields for inputs in stock, inputs in semi-finished or finished goods, capital goods, liability, and any related payment.
  6. Add return information: Enter details of the last return filed and its ARN.
  7. Provide transaction details if relevant: For a transfer, merger, amalgamation, or other disposal, enter the receiving entity’s particulars and attach relevant supporting documents where applicable.
  8. Submit and retain the acknowledgement: Submit REG-16 electronically and keep its acknowledgement or ARN so you can track the application.

Rule 20 ordinarily requires the application within 30 days of the event warranting cancellation. Treat that as a filing deadline to plan around, not as a promise that the registration will be cancelled within 30 days. The filing period concerns when the taxpayer submits the application; officer processing and the final order are separate parts of the process.

Before submitting, review that the selected reason matches what happened and that the effective date, stock and capital-goods figures, liability details, and last-return information are complete. A mismatch or missing relevant evidence can lead to questions from the proper officer. Check that the contact details are usable and that any transfer or merger information corresponds to the transaction documentation you are attaching.

Once submitted, keep the acknowledgement or ARN and use it to follow the application’s status. It is evidence of filing and a reference for tracking; it is not itself the cancellation order. If you need to correct course after filing, first check whether the portal offers a withdrawal option for the current application status, rather than assuming every pending application can be withdrawn.

What happens after you submit REG-16?

The application goes to the jurisdictional officer for processing. The cancellation is not complete merely because the portal accepted the form; the officer’s order determines the outcome.

  1. Officer review: The proper officer considers the application and may proceed with cancellation or issue a show-cause notice.
  2. Notice and reply, if applicable: If the officer issues notice in FORM GST REG-17, the taxpayer replies in FORM GST REG-18. The rules provide seven working days to respond to the notice.
  3. Decision: The officer issues FORM GST REG-19 when cancellation is ordered, or FORM GST REG-20 when the proceedings are dropped.

If a REG-17 notice arrives, treat it as a step in the proceeding that needs a response, not as the final cancellation decision. The rule-based reply period is seven working days. Read the notice, address the issue raised, and submit the response in REG-18 within the applicable period. The outcome may then be an order cancelling the registration or an order dropping the proceedings.

The rules provide a 30-day period for the cancellation order, counted from the application or, where relevant, from the reply to the show-cause notice. CBIC’s citizen charter also lists 30 days from application as the service standard. These are rule and service-standard timeframes, not a guarantee that every application will be resolved on the same schedule; a notice or case-specific issue can affect the process. Keep the distinction clear: the ordinary 30-day period to file after the event, the seven-working-day reply period if notice is issued, and the 30-day order timeframe are different clocks.

GSTN has published a facility to withdraw a REG-16 application when the tax officer has not yet initiated action. Treat this as a status-dependent portal option, not an assured remedy for every pending application. If action has already begun, the withdrawal facility may not be available in that status; check the portal’s current options rather than relying on withdrawal as a routine substitute for a response.

Does cancellation remove old GST dues?

No. Cancellation does not extinguish liability for tax, interest, penalties, or other GST obligations relating to periods before cancellation or acts connected with the registration. It is a change in registration status, not a waiver of earlier compliance duties.

That is why the form asks for stock, capital-goods, liability, and payment details where applicable. Do not treat the cancellation filing as a substitute for resolving or accurately reporting the relevant financial information. A cancellation order does not by itself mean that any earlier liability has been paid, waived, or otherwise settled.

Think of cancellation and past compliance as two separate matters. The application asks the officer to cancel the registration from the relevant date, while existing statutory obligations connected with the registration remain relevant. Keep the liability and payment details accurate and retain the application and order records alongside the information used to prepare the filing.

How are closure, transfer, and other cancellation cases different?

The form is the same, but the reason determines who applies, what evidence may be relevant, and which details deserve particular attention. The table summarizes the differences without turning them into one universal checklist.

Situation Who applies What to prepare Important distinction
Closure or discontinuance Registered person Reason, requested effective date, contact details, stock and capital-goods information, liability and payment details, and last-return information Closure is a cancellation ground, but the application still goes through officer processing.
Transfer, merger, amalgamation, demerger, sale, lease, or other disposal Registered person Ordinary REG-16 information plus receiving-entity particulars and relevant deed, court order, or comparable supporting material, where applicable Transfer cases need transaction and recipient details; they are not simply closure cases.
Change in business constitution Registered person Ordinary REG-16 information and any relevant supporting evidence for the change The change in structure is a separate ground; select the reason that reflects the event.
No longer liable to register Registered person Ordinary REG-16 information relevant to the application Section 29 includes a statutory qualification for persons registered under section 25(3).
Death of a sole proprietor Legal heirs Application information relevant to the case and supporting evidence as applicable The legal-heir route applies to the deceased proprietor’s registration.
Officer-initiated cancellation Proper officer initiates the process Follow the notice and order process; a taxpayer’s possible remedy is governed by revocation conditions This is not a taxpayer-initiated REG-16 application.

For a straightforward discontinuance, the central filing tasks remain the same: state the reason and requested date, provide contact details, fill applicable financial and return details, and await the officer’s decision. In a transfer, merger, or similar disposal, add the recipient’s particulars and relevant transaction evidence. In a death-of-proprietor case, the applicant is the legal heir rather than the deceased taxpayer acting personally.

Where the reason is that registration is no longer required, do not overlook the statutory qualification relating to section 25(3). Where the constitution has changed, make sure the selected reason reflects that structural change instead of describing it as a closure if operations have not simply stopped. These distinctions affect the case details and evidence, even though the taxpayer-initiated application is still made in REG-16.

What if the officer cancelled the registration instead?

Officer-initiated cancellation is different from requesting cancellation yourself. Section 30 provides a revocation route subject to prescribed conditions; generally, the application must be made within 30 days from service of the cancellation order.

Revocation is not automatic, and not every cancelled registration can necessarily be restored. Eligibility and procedural conditions depend on the cancellation order and the applicable rules, so check the order and the conditions that apply to the case. Do not assume that the taxpayer-initiated cancellation withdrawal facility and revocation are interchangeable: withdrawal concerns a pending REG-16 application in a qualifying portal status, while revocation concerns an officer’s cancellation order.

What should you check before filing?

  • Confirm that you have a valid cancellation ground and have selected the one that matches the event.
  • Use an effective date that reflects the circumstances and enter it accurately; the officer’s order governs the cancellation outcome.
  • Make the stock, semi-finished and finished goods, capital-goods, liability, and payment information consistent with the case.
  • Have the last-return details and ARN ready.
  • For a business transfer or restructuring, collect recipient details and relevant supporting evidence before starting the application.
  • Provide working future-correspondence details and retain the submitted application’s acknowledgement or ARN.
  • Continue treating any pre-cancellation GST liability as outstanding unless and until it is otherwise resolved under the applicable process.
  • Plan for the ordinary 30-day filing period after the event and distinguish it from the officer’s processing timeframe.

Use the selected cancellation reason as a final consistency check. If the business stopped, a discontinuance ground may fit; if ownership, constitution, or the business itself was transferred or reorganized, describe that event and prepare supporting details accordingly. The requested effective date, event description, receiving-entity details, and attachments should tell a consistent story.

GST registration cancellation is a formal application-and-order process, not an account deletion. The key practical distinction is between the information every REG-16 case must address and the additional evidence that depends on why cancellation is sought. Filing promptly, completing the applicable fields, keeping the acknowledgement, and responding to any notice help you manage the process without confusing submission with a final decision.

Frequently Asked Questions

Does submitting REG-16 cancel my GSTIN immediately?

No. Submission starts the officer’s processing; the officer issues an order in REG-19 if cancellation is ordered, or REG-20 if proceedings are dropped. Keep the acknowledgement or ARN to track the application.

Can I stop filing returns as soon as I apply for cancellation?

Do not treat the application as proof that cancellation has taken effect. REG-16 is reviewed by the proper officer, and the outcome is conveyed through an order; the application itself does not erase earlier GST obligations.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can I withdraw a GST cancellation application after filing?

GSTN has published a withdrawal facility for REG-16 where the tax officer has not yet initiated action. Whether the option is available depends on the application’s status in the portal.

How long does GST cancellation take?

The rules provide a 30-day period for the order from the application or, where relevant, the reply to a show-cause notice. CBIC’s citizen charter also lists 30 days from application as a service standard. A notice or case-specific issue can affect the process, so this is not a guaranteed completion date.

What documents are required to surrender GST registration?

There is no universal upload list for every reason. REG-16 requires case details such as the reason, requested date, contact information, stock and capital-goods information, liability and payment details, and last-return information. Transfer or merger cases may also need receiving-entity particulars and relevant supporting material, such as a deed or court order where applicable.

Can I cancel GST registration after closing my business?

Business discontinuance or closure is a valid ground for a registered person to apply. Submit electronic REG-16, provide the applicable information, and wait for the officer’s order; closure does not make the application effective by itself.

Does GST cancellation remove old tax dues?

No. Cancellation does not extinguish tax, interest, penalties, or other GST obligations for earlier periods or acts connected with the registration.

Can I restore a registration cancelled by the officer?

Section 30 provides a revocation route subject to prescribed conditions, generally with an application within 30 days from service of the cancellation order. Restoration is not automatic; check the order and applicable conditions.

The Bottom Line

Apply in electronic FORM GST REG-16 on a valid ground, ordinarily within 30 days of the event. Prepare the required case details, add relevant transaction evidence where applicable, and keep the acknowledgement for tracking. The registration is cancelled only through the officer’s process, and cancellation does not erase earlier GST liabilities.
