Small businesses can import from or export to India and Canada, but they cannot currently rely on a Canada–India free-trade preference to reduce customs duties. As of October 31, 2026, the countries were negotiating a Comprehensive Economic Partnership Agreement (CEPA), which was not in force. Before shipping, identify the importer of record, classify the goods, check the destination country’s current rules, assemble the required documents and price taxes, freight and payment risk.

This preparation guide covers commercial goods moving in either direction. It is not a tariff quote or a customs ruling: exact requirements depend on the product, origin, shipment, destination and date.

Is there a Canada–India free-trade agreement yet?

No. As of October 31, 2026, Canada and India were negotiating a CEPA, but it was not in force. Businesses should therefore not promise customers or suppliers a preferential bilateral tariff. Global Affairs Canada reported four rounds of negotiations completed on September 21, 2026, and described concluding negotiations by year-end as an objective, not a guarantee. Check the agreement’s status again before quoting or dispatching a shipment.

Canada’s India market overview also says Canada does not currently have a free-trade agreement with India. A tariff preference available for another trading partner does not establish the rate for Canada–India goods. The tariff that matters is the current one applied by the customs authority in the country where the goods are imported.

What do the trade figures tell a small business?

Global Affairs Canada reported $30.4 billion in two-way goods-and-services trade in 2025. It also reported 34 commercial agreements worth close to $300 million from an October 2026 trade mission. Those are aggregate and mission-announcement figures, not estimates of sales available to an individual business.

Government releases cited different merchandise totals. A September 21, 2026 release reported $13.6 billion in two-way goods trade for 2025. An October 16 release said goods trade was $11.0 billion, while the same release’s stated $3.9 billion in Canadian exports and $9.7 billion in imports add to $13.6 billion. Treat those goods subtotals as inconsistent, rather than choosing one as definitive.

Tariffs can change independently of CEPA negotiations. For example, Agriculture and Agri-Food Canada reported that a 30% global Indian import duty on yellow peas took effect November 1, 2025. This is an example of a product-specific measure at a particular time, not a current rate for peas or a guide to other goods. Canadian CEPA consultations have also recorded stakeholder concerns about tariffs, sanitary and phytosanitary measures, and unpredictability; those are stakeholder views, not a description of every shipment.

What should you check before moving goods in either direction?

Start with the shipment rather than a generic country-to-country rate. A product’s tariff classification, origin, value, intended use and destination can affect duty, admissibility, permits and taxes. The importing business should be clear about who is legally responsible for the import entry before the goods leave.

  • Name the importer of record. Confirm the legal entity responsible for the customs entry in the destination country, and agree who supplies documents, arranges freight and pays duties and taxes.
  • Classify the actual product. Confirm the relevant tariff classification in the importing country. Do not infer duty or import eligibility from a supplier’s location or a broad product description.
  • Check restrictions and product-specific rules. Look for permits, certificates, agency requirements and labeling rules before production or dispatch. Food, plants and animals can require commodity-specific checks.
  • Build the document set. Prepare the commercial invoice, packing information and transport documents, plus any customs entry, export declaration or product approvals required for that route.
  • Calculate the commercial exposure. Account for duty where applicable, import taxes, freight, payment timing and the possibility that a shipment is delayed or needs a correction.

Write down the delivery arrangement as well as the logistics plan: who is importer of record, who is responsible for each document, who books transport and who pays each charge. A freight forwarder or third-party logistics provider can manage transport and distribution, but using one does not by itself settle customs responsibility.

How do I import products from India into Canada?

The Canadian importer should arrange its import account, determine the product’s Canadian classification and admissibility, and confirm the full document and tax requirements before the shipment is sent. A customs broker can assist with entries, but the importer remains accountable for the accuracy of its customs accounting.

  1. Confirm the Canadian importer of record. Identify the business that will make the import declaration and pay amounts owing. Do not leave this to an informal assumption between the buyer, supplier and carrier.
  2. Set up the account before the shipping deadline. The Canada Border Services Agency (CBSA) says businesses importing or exporting commercial goods need an RM import-export program account, and identifies the CARM Client Portal as its official system of record. Complete the required registration in advance rather than waiting for goods to be in transit.
  3. Classify the goods and check Canadian controls. Determine the goods’ Canadian tariff classification, origin and customs value. Consult the Canadian tariff and applicable controls for that product; the supplier’s country alone does not establish a duty rate.
  4. Check food, plant and animal requirements where relevant. The Canadian Food Inspection Agency’s Automated Import Reference System (AIRS) can help identify commodity-specific requirements. CFIA describes AIRS as a reference tool that changes frequently and says the importer is responsible for accuracy at importation. Recheck it close to the import date.
  5. Agree on complete shipping and customs paperwork. Coordinate the commercial invoice, packing list and transport document with the seller and carrier. Add any permits, certificates or other documents that apply to the goods, and ensure the import entry can be supported by the transaction records.
  6. Budget import tax and duty. Allow for customs duty if applicable and GST or the federal HST component on most imported goods, subject to exemptions. The importer of record is responsible for import GST/HST. A registered, eligible importer may be able to claim an input tax credit, but eligibility and provincial treatment need transaction-specific review.
  7. Review the entry after release. If a broker files the entry, obtain and review the relevant accounting information. CBSA says the importer remains responsible for accurate accounting, duties and corrections, even when an agent is involved.

Does using a broker transfer customs liability?

No. CBSA explains that a licensed customs broker can help an importer prepare entries and make payments, but the importer remains responsible. In CBSA’s words: “The importer remains liable for all duties owing until either the importer or the agent pays them.” Choose a broker for assistance, not on the assumption that the broker takes over the importer’s legal obligations.

What do I need to export Canadian goods to India?

Confirm the Indian importer and its import eligibility first, then check the exact Indian product classification, current import policy and destination requirements. The Canadian exporter also needs to review its Canadian export reporting and any export permit obligations.

  1. Confirm the Indian importer and IEC. Ask which Indian entity will import the goods and whether it holds an Importer-Exporter Code (IEC). India’s Directorate General of Foreign Trade (DGFT) says an IEC is mandatory for goods imports and exports unless a specific exemption applies. DGFT’s policy also describes annual electronic confirmation or updating of IEC details during April–June.
  2. Identify the Indian ITC(HS) classification. Classification is the starting point for checking the import policy and applicable duty and product-agency requirements. Do not use a broad product name as a substitute for the relevant tariff heading.
  3. Check the current Indian import rules. Verify whether the goods are freely importable, restricted or subject to additional approvals, and check applicable product requirements. ICEGATE describes tariff-heading-based trade-guide checks, but a verified rate for an unspecified product is not available here. Use the live official tools and confirm the result for the specific goods and shipment.
  4. Assemble the Indian import documents with the buyer. DGFT lists a transport document, a commercial invoice with packing list, and a bill of entry among the core import documents. Restricted goods can need additional documents or approvals. Agree who obtains and files each item before dispatch.
  5. Complete Canadian export checks. Check whether the shipment must be reported through the Canadian Export Reporting System (CERS) and whether the goods require an export permit. The answer depends on the shipment and goods, so do not treat export paperwork as automatic or identical for every product.
  6. Check retail labels before printing or shipping. If the goods are pre-packaged for direct retail sale in India, review the applicable product-specific declarations. Trade Commissioner Service guidance discusses importer details, net quantity and other declarations, but recommends professional advice and independent verification for particular circumstances. A label template or printer does not guarantee compliance or clearance.

Do I need an IEC to export to Canada?

Generally, Indian exporters need an IEC unless a specific exemption applies. DGFT describes IEC as mandatory for goods imports and exports, and its policy describes an annual electronic confirmation or update of IEC details in the April–June period. The Canadian buyer or other named importer of record has separate Canadian responsibilities: import registration, classification, admissibility and taxes.

DGFT’s core export documents include a transport document, commercial invoice with packing list, and shipping bill or corresponding export bill. Check the goods’ status and any additional approvals before they leave India. The Canadian importer should not assume that an Indian export filing replaces the Canadian import entry.

What paperwork do I need to ship goods to India?

The core Indian import documents identified by DGFT are a transport document, a commercial invoice with packing list, and a bill of entry. That is a starting set, not a universal complete set: restricted goods may require further documents or approvals, and the Canadian exporter may have CERS reporting or permit obligations.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For each shipment, coordinate the paperwork so the parties use consistent product descriptions, quantities, parties and shipment details. Confirm which business prepares, submits and retains each document. Product-specific permits and certificates should be identified before dispatch, not after a shipment is held for missing information.

How can I find the duty on my product?

First establish the correct classification in the importing country; then check the live tariff and import rules for that classification, origin, destination and shipment date. No reliable duty figure can be calculated without product and transaction details, and a general Canada–India rate should not be assumed.

  1. Describe the goods precisely. Gather the product’s composition, function and other details needed to distinguish it from similar goods. A short supplier description may not be enough to classify it correctly.
  2. Confirm the importing-country classification. Use the applicable Canadian classification for goods entering Canada or the Indian ITC(HS) classification for goods entering India. Classification systems and import authorities are country-specific.
  3. Check the current tariff and policy. Consult the destination customs authority’s current information for the relevant heading, origin and date. Canada’s Tariff Finder explicitly focuses on FTA partner countries and says the importing customs authority determines applicable tariffs; it should not be treated as an India tariff quote.
  4. Check non-tariff requirements as well. Verify permits, restrictions, agency rules and labeling requirements. A low or zero duty rate, if one applies, does not establish that the product is admissible without other conditions.
  5. Get a shipment-specific confirmation before quoting. Have the parties or a qualified customs professional review the classification, customs value, delivery arrangement and relevant import requirements. Recheck close to dispatch because tariffs and requirements can change.

How should a small business compare delivery and payment arrangements?

Compare the allocation of responsibility and cash risk, not just the freight quote. A delivery arrangement should make clear who handles import responsibility and each task; a payment method should make clear when money moves, what the other party must do, and how much bank involvement is required.

Delivery and logistics

Record the importer of record in the destination country, the party arranging transport, who supplies each customs document, and who pays duties and taxes. Freight forwarders and third-party logistics providers may manage freight or distribution, but outsourced logistics does not alone determine the legal customs importer or eliminate that party’s responsibility.

Payment methods

Method What to compare Questions to settle
Advance payment Cash timing and the buyer’s exposure before goods arrive What event triggers payment, and what recourse applies if shipment or delivery does not proceed as agreed?
Open account Payment after shipment or delivery and the seller’s exposure to late or missing payment What is the payment due date, and what happens if the buyer disputes an invoice?
Documentary collection Bank involvement and the conditions for handling documents Which documents are presented, and what action must the buyer take to obtain them?
Letter of credit Bank involvement and whether payment depends on presenting conforming documents Can the parties meet the stated document conditions, and have their banks confirmed the arrangement?

The Trade Commissioner Service describes these payment mechanisms as general guidance. Confirm the actual terms with the other party and the relevant banks before committing; the label of a payment method alone does not explain the transaction’s detailed conditions.

What information is needed to estimate landed cost?

A landed-cost estimate needs more than a country pair. At minimum, gather the specific product, its classification and origin, shipment value, destination province or Indian destination, delivery terms and intended import date. Without those details, exact duty, permits, GST or IGST treatment and total landed cost cannot responsibly be calculated.

Build a shipment estimate from verified components rather than applying a generic percentage: product cost and customs value, freight and insurance where relevant to the transaction, applicable import duty, import taxes, brokerage or handling charges, and any product-specific compliance costs. Confirm which amounts are actually included in the supplier’s or carrier’s quote, who pays them, and whether tax credits may apply. Get the destination-country requirements checked immediately before providing a firm customer price.

What can go wrong, and how can you reduce the risk?

Many avoidable problems arise when a business treats the shipment as a transport booking rather than a customs transaction. Use this pre-dispatch checklist to catch issues while they can still be corrected.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • CEPA is treated as active. Do not quote a preferential bilateral rate based on negotiations or an expected conclusion date. Confirm the agreement’s in-force status and the actual tariff before relying on a preference.
  • The product description is too broad. A generic name can lead to a classification or permit check based on the wrong product. Get enough technical and commercial detail from the supplier to verify the classification.
  • The importer is unclear. If the parties have not named the destination-country importer of record, registration, declarations, tax payment and corrections can become disputed. Resolve the role and responsibilities in writing before booking freight.
  • A broker is assumed to carry the importer’s liability. A broker can assist, but CBSA says the importer remains responsible for accurate accounting, duties and corrections. Agree how the importer will review entries and address errors.
  • A mutable tool is treated as a guarantee. CFIA says AIRS changes frequently and is a reference tool. Recheck commodity requirements close to import and ensure the final details match the goods actually being shipped.
  • Labels are printed before requirements are checked. For pre-packaged goods intended for direct retail in India, verify declarations for the specific product before committing to packaging. General guidance is not a product-specific clearance guarantee.
  • A quote omits taxes or shipment conditions. Separate freight from duty and tax assumptions, identify the party paying each amount and state the assumptions behind any estimate. If destination, classification or import date changes, recalculate rather than carrying forward an old figure.

India’s regional differences and changing market conditions can affect how a company approaches a particular market. Trade Commissioner Service guidance recommends attention to local partners; general sector opportunities do not replace product-level tariff, permit and labeling checks.

What should a small business do next?

Before accepting an order or releasing goods to a carrier, create a shipment file with the named importer, confirmed classification, current tariff and admissibility checks, required permits, invoice and packing information, transport details, tax assumptions and payment terms. Assign an owner and deadline to each open item. If a product rule or tariff result is uncertain, resolve it with the relevant authority or a qualified customs professional rather than pricing from an assumption.

Frequently Asked Questions

Does the $30.4 billion trade figure mean there is a ready-made market for my product?

No. It is a 2025 aggregate for two-way goods-and-services trade, not a forecast of demand for a particular product or company. Validate demand, buyers and local market conditions for the specific product and region.

Can I give a firm landed-cost quote before the Indian or Canadian buyer confirms the destination?

A firm estimate is risky until the destination and shipment facts are known, because the importing country’s rules, taxes and possible regional treatment can differ. If you must quote earlier, make assumptions explicit and avoid presenting an unverified tariff or tax amount as final.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Should I print retail labels before the goods leave Canada?

For pre-packaged goods intended for direct retail sale in India, check the product-specific declarations before printing. General guidance alone does not establish that a particular label meets every applicable requirement.

Do general payment-method descriptions settle what my bank will require?

No. Payment methods can depend on document conditions and bank-specific arrangements. Confirm the actual transaction terms with both parties’ banks before shipment.
