But with zero viewers, there is no viewer playback in which an ad can be shown or counted as an impression. YouTube’s public guidance describes ads serving to viewers; it does not explicitly document the exact serving sequence when a stream has no viewers, so that distinction is an inference from YouTube’s descriptions of ad delivery and analytics.
What “ads enabled” means when nobody is watching
There are two different things: an ad setting or slot being available on the stream, and an ad actually being delivered during a viewer’s playback. A creator can configure the first without an audience. The second requires a playback in which YouTube can serve an ad. An available slot is not proof that an ad ran, and a stream with no viewers cannot produce a viewer ad impression at that moment.
This does not mean an ad will necessarily appear as soon as someone joins. YouTube says ad slots are not guaranteed to serve ads, and delivery can depend on factors such as ad availability for a particular viewer.
What a channel needs to monetize a live stream
For ad and YouTube Premium revenue from live-streaming videos on the Watch Page, the channel must accept YouTube’s Watch Page Monetization Module. Monetization must also be turned on for the individual live stream.

When live-stream monetization is on, YouTube says pre-roll and display ads are automatically enabled. Mid-roll ads can be placed automatically or inserted by the creator. These settings make ads eligible to run; they do not guarantee that an ad will be served to any particular viewer.
How live ad settings affect viewers
Pre-roll and display ads
Pre-roll ads are automatic when monetization is enabled. Display ads may also be enabled automatically. Whether a viewer actually receives an ad still depends on ad serving for that playback.

Automatic mid-rolls
YouTube recommends automatic mid-rolls, which it says can be placed at natural breakpoints. Automatic mode offers low, medium, and high frequency choices. The frequency setting affects the ad experience for viewers, not whether ads can run with no audience.
Scheduled and manual breaks
Scheduled breaks can be set at intervals of 6, 12, 18, 24, or 30 minutes. With manual insertion, the creator chooses when to insert a break; if no mid-roll breaks are inserted in manual mode, no mid-rolls will be served. More direct control also means the creator must remember to insert breaks.

YouTube says automatic ads pause for certain member and fan-funding interactions and snooze during high engagement. Streams with captions turned on will not show side-by-side ads. These behaviors can affect the viewer experience, but none creates an ad impression without a viewer playback.
Why one viewer may see an ad and another may not
YouTube does not guarantee a mid-roll for every viewer. If no ad runs, the viewer continues watching the live stream; a viewer who does see an ad rejoins the stream after the ad ends or they skip it. Ad availability and delivery can vary with factors such as whether an ad is available for that particular viewer.

So, a viewer reporting no ad on one playback does not by itself show that monetization is broken. Check that the channel has accepted the Watch Page Monetization Module and that monetization is on for the stream, then distinguish a missing ad on a specific playback from a disabled setting.

YouTube reported an average uplift of over 20% in in-stream ad revenue per hour for channels that enabled live automatic mid-roll ads compared with channels that did not. YouTube’s comparison covered 207 countries in January 2024. It is a reported group average, not a forecast or guarantee for an individual channel, and it says nothing about earning revenue while a stream has no viewers.
