Yes—but mainly for local PDF and XPS files. Microsoft’s 2013 Surface RT User Guide says the built-in Reader app can “Read files in PDF and XPS formats.” The available documentation does not establish EPUB or Kindle compatibility, and Windows RT 8.1 support ended on January 11, 2023. Treat a Surface RT as a limited reader for files you already have, not as a dependable way to access modern ebook apps or stores.
What can the Surface RT read?
Microsoft’s Surface RT User Guide (2013) documents the built-in Reader app for PDF and XPS files. That is the supported reading use established by the available official documentation; it does not confirm that every file, DRM scheme, or online service will work.
The documentation cited here does not establish that the Surface RT can read EPUB books or run a Kindle app. Microsoft’s general Edge EPUB guidance says Edge no longer supports EPUB and points readers to Microsoft Store recommendations. It does not confirm that those recommended apps are available for Windows RT or installable on a Surface RT.
What the hardware is like for reading
Microsoft lists the Surface RT with a 10.6-inch ClearType HD display at 1366 × 768 pixels, a 16:9 aspect ratio, 2GB of RAM, and either 32GB or 64GB of storage. It also has a microSDXC card reader. The screen is tablet-sized rather than e-reader-sized, and the display’s aspect ratio may leave unused space around pages depending on the document layout.

Storage available for books is less than the nominal capacity: Microsoft notes that system software uses significant space and that availability changes with updates and app usage. A microSDXC card can expand storage for compatible files, but it does not resolve app or format compatibility.
Microsoft’s published battery figure is up to eight hours of mixed-activity use. That is a manufacturer estimate, not a promise of reading time—especially for an older used device whose battery condition may have declined.

Why app support is the main limitation today
Microsoft lists Windows RT 8.1 support as having ended on January 11, 2023. That is the operating system’s support end date; it does not mean every app or online service stopped working on that day. It does mean the Surface RT is an unsupported platform, so do not assume that an ebook service, app update, or account workflow will remain available.
Windows RT is also not a route to a current Windows installation. Microsoft’s S mode FAQ explains that an older Windows RT PC cannot be updated to Windows 11 in S mode: Windows RT is ARM32, whereas Windows 11 PCs based on Snapdragon use ARM64. This addresses that specific upgrade path.

A Microsoft Learn community answer describes Windows RT apps as restricted to Store apps compiled for Windows RT. Because that is a community response rather than formal lifecycle documentation, treat it as context; it does not establish which apps can still be installed today. If you need a particular reader app, check its availability in the Microsoft Store on the actual Surface RT, using the Microsoft account and region you intend to use.

- Reasonable use: reading local, non-DRM PDF or XPS documents with the built-in Reader app.
- Uncertain use: EPUB books or any workflow that depends on finding and installing a compatible Store app. Confirm the app on the device before relying on it.
- Poor fit: buying one specifically for Kindle, modern ebook-store access, or long-term app support when those capabilities are essential.
If you already own the tablet, try opening a few representative files and check page rendering, text size, and navigation before moving a library onto it. For a purchase, verify the condition of the battery and storage, and confirm that the exact file formats you need open on that device. Its documented PDF/XPS capability alone is not evidence of broader ebook compatibility.
