A correctly configured VPN can encrypt traffic between your device and its VPN server while it crosses an untrusted Wi‑Fi network. That makes it harder for other people on the hotspot to read that traffic. It does not make the Wi‑Fi network trustworthy, secure a compromised device, or eliminate the need for HTTPS and cautious browsing.
What a VPN protects on public Wi‑Fi
A VPN creates an encrypted tunnel from your device to a VPN endpoint. On an open or poorly controlled hotspot, people who can observe the local wireless network generally see an encrypted VPN connection rather than the contents of traffic inside it. NIST describes VPNs as a way to protect communications carried over public networks, while emphasizing that they reduce networking risks rather than eliminate them (NIST guide to IPsec VPNs).
This protection depends on the VPN application and its configuration. Some apps may send selected traffic outside the tunnel, and a VPN can disconnect unexpectedly. Whether traffic is blocked during a disconnect depends on the client’s kill-switch settings; it is not a universal VPN feature.
VPN encryption and HTTPS do different jobs

Use both whenever possible. HTTPS continues protecting the connection from the VPN server to the website, while the VPN protects the local wireless link. NIST’s public-Wi‑Fi guidance describes these protections as complementary (NIST NCCoE public Wi‑Fi tip). The FTC advises checking for HTTPS and says, “If the web address starts with ‘https,’ then your information is encrypted before it’s sent” (FTC security-tips transcript).

What a VPN does not guarantee
It does not make the hotspot legitimate
A VPN cannot tell you whether you joined the intended network. A misleading network name, fake captive-portal page, or malicious download can still trick you before or alongside the VPN connection. Connect only to the network you expect and treat unexpected sign-in pages with suspicion. The FTC warns, “Don’t assume that a public Wi‑Fi network uses encryption” (FTC).
It does not make the VPN provider invisible or automatically trustworthy
The provider can observe and process traffic after it leaves the VPN endpoint, subject to its technology, policies, jurisdiction, and logging practices. A VPN therefore shifts part of your trust from the Wi‑Fi operator to the VPN operator. The sources here do not verify any particular consumer VPN service, so a VPN should not be described as a guarantee of anonymity.

It does not fix an unsafe device or destination
- A compromised phone or computer can expose information before encryption or after decryption.
- A phishing site remains a phishing site even when reached through a VPN.
- HTTPS certificate warnings should never be bypassed.
- Not every app necessarily uses the VPN tunnel, depending on its settings and operating system behavior.
- DNS handling and confidentiality depend on the VPN and device configuration; DNS leakage can reveal requested domains even when other traffic is tunneled. NIST discusses DNS confidentiality and information leakage in its Secure DNS Deployment Guide.
How safe is public Wi‑Fi without a VPN?
The FTC says that, because website encryption is now widespread, connecting through public Wi‑Fi is “usually safe.” That is general consumer guidance, not a guarantee about a particular hotspot, device, app, or website (FTC: Are Public Wi‑Fi Networks Safe?). HTTPS is the key reason ordinary web use is safer than it was when many sites sent data unencrypted. A VPN adds another protective layer for the local network, especially when you cannot assess how the hotspot is configured.
Safer steps before using sensitive services
- Verify the network. Confirm the name and access details with the venue. Watch for look-alike names and unexpected login pages.
- Start the VPN first. Open the VPN client, connect to the intended server, and confirm that the app visibly reports an active connection before opening banking, shopping, email, or other sensitive services.
- Check HTTPS. Use sites whose address begins with
https://, and stop if the browser displays a certificate warning. - Keep the device current. Install operating-system, browser, and security-software updates. This is part of the FTC’s public-Wi‑Fi advice (FTC guidance).
- Handle disconnects deliberately. If the VPN drops, pause sensitive activity until it reconnects. A kill switch may block traffic, but its behavior varies by client and must be confirmed in that client’s settings.
- Avoid high-risk actions when identity is uncertain. If you cannot verify the network, VPN, device, or website, postpone entering passwords, payment details, or other highly sensitive information. CISA recommends using a VPN when available and considering avoidance of sensitive activities on public wireless networks when a secure VPN is unavailable (CISA: Using Wireless Technology Securely).
When should you avoid sensitive activity entirely?
Do not rely on a VPN alone when the device may be infected, the VPN client behaves unexpectedly, the website shows certificate errors, or the hotspot’s identity cannot be established. In those situations, use a trusted connection—such as your own cellular hotspot—or wait until you can verify the environment. A VPN lowers exposure on the Wi‑Fi link; it does not turn an unknown network and an untrusted endpoint into a safe system.
