Why the SVG’s embedding context matters

SVG is a document format, and its processing is not identical in every context. The W3C SVG 2 conformance criteria distinguish image use from document use. For an SVG in an HTML <img> or another CSS image context, the W3C says it must be processed in secure animated mode if the embedding document supports declarative animation, or secure static mode otherwise. In these secure modes, scripts and interactivity are disabled. Secure animated mode can still allow declarative animation; secure static mode allows external references, so “secure” does not mean every possible external load is prohibited. SVG loaded as a document

An SVG loaded through elements such as <object>, <embed>, or <iframe> follows document processing rules. An iframe’s sandbox restrictions also apply. Directly viewing an SVG likewise differs from using it as an image. Therefore, the fact that a page displays an upload does not by itself tell you which processing rules apply; the insertion method is material.

The public documentation does not specify how an uploaded SVG is inserted into a page, whether it is served from a separate origin, sanitized, or converted to a raster image, or which exact browser version and policies apply to that case.   • How the page is expected to include them: as <img>, as a document via <object>, <embed>, or <iframe>, or another method.
  • Whether uploads are isolated by origin or sandbox, and what restrictions apply to active content.
  • How requests initiated by an SVG are restricted, including requests to private, loopback, or metadata addresses.
  • Which browser and policies are used for this capture path, and whether the behavior has been tested for the way your application embeds uploads.

Until those details are confirmed for your use case, do not treat an arbitrary uploaded SVG as trusted merely because it is being rendered for a screenshot.

Where the security boundary lies

The relevant implementation choices are the SVG’s embedding context, whether script and interaction are enabled, whether external resources can load, and the origin or sandbox restrictions around the content. The capture service’s documentation should address those choices for uploaded SVGs specifically. A network-address guard is useful for controlling where a browser can connect, but it is not evidence by itself that active SVG content cannot execute.
