The official material reviewed does not confirm that specific route. The Ministry of Home Affairs (MHA) says NATGRID connects government databases with authorised security and law-enforcement agencies, including police forces. That broad description does not establish that police can query identifiable GST taxpayer records. GST officers have statutory investigative powers, and police are required to assist them in specified circumstances; neither point is proof of direct police access to GST systems through NATGRID.
What MHA says NATGRID does
MHA describes NATGRID as a platform that “connects multiple government databases, including immigration, banking, telecom, and travel records, with authorized security and law-enforcement agencies.” It says the system supports real-time access to information for intelligence-led investigations. This is a broad description of the platform, not a complete list of data providers or a statement that every participating agency can query every record.
MHA reported that, as of March 2026, NATGRID connected 11 Central User Agencies, police forces in all 28 states and 8 Union Territories, and 11 data-providing organisations. The figures establish reported participation; they do not identify GST Network (GSTN), the Central Board of Indirect Taxes and Customs (CBIC), or GST taxpayer records among the providers.
What GST law gives GST officers
The CBIC-hosted Central Goods and Services Tax Act (CGST Act) assigns investigative powers to GST proper officers subject to conditions in the Act. For example, a proper officer not below Joint Commissioner rank may have specified authority concerning inspection, search and seizure, with statutory grounds and written authorisation requirements. The Act also provides for summons and authorised access to registered persons’ business premises in connection with revenue protection and proceedings.

Section 70(1) states: “The proper officer under this Act shall have power to summon any person whose attendance he considers necessary either to give evidence or to produce a document or any other thing in any inquiry in the same manner, as provided in the case of a civil court under the provisions of the Code of Civil Procedure, 1908.” This describes a GST officer’s summons power; it does not establish a police power to browse GST database records.
Police assistance is different from direct database access
Section 72 of the CGST Act says police, railways, customs and specified revenue and tax officials must assist proper officers in implementing the Act. That supports a role for police in assisting GST officers when the law applies. It is not the same as authorising police to make direct queries of GSTN or other GST-system records through NATGRID.

Export-data example in an Income Tax Department manual excerpt
A search-result excerpt for the Income Tax Department’s 2025 Search and Seizure Manual describes NATGRID requests by authorised users to provider organisations and gives an example of retrieving export data using HSN and IEC codes. The excerpt is relevant to a trade-data use case, but it does not name GST taxpayer records or establish that police can access GST returns through NATGRID. The underlying PDF was not available for examination, so the excerpt should not be read more broadly than its wording.
Historical statements about financial data and providers
In a parliamentary reply dated 10 March 2015, MHA said the then-applicable Cabinet Committee on Security mandate required NATGRID to obtain financial-sector information through the Financial Intelligence Unit (FIU), which had appointed a nodal officer to interact with NATGRID. This records a historical arrangement; it does not establish how GST information is treated now.

In a parliamentary reply dated 1 March 2016, MHA said NATGRID had been mandated to create a data-access framework covering 21 provider organisations and that an Audit Committee headed by the Deputy National Security Adviser had been formed to audit access and use. The reply also said NATGRID was exempt from the Right to Information Act under a 2011 notification. These are historical statements, not confirmation of present-day provider membership or audit arrangements. The 21-provider figure is not comparable to MHA’s 2026 count of 11 data-providing organisations without further explanation of scope and date.

A current government order, access policy, data-sharing agreement or authoritative written confirmation would need to identify the key parts of the route, not merely state that police participate in NATGRID:

- Which police users or agencies may initiate a query, and who authorises it.
- Which organisation provides the information and which GST records or fields are available.
- The legal basis, threshold and purpose restrictions for access.
- What query logging, audit, oversight and redress mechanisms apply.
The official material described above does not resolve those details for a police–GST–NATGRID connection. It also provides no published statistic measuring police queries of GST taxpayer records through NATGRID. The CGST Act text should be checked against amendments in force at the time it is relied on; this summary is not a determination of the legality of any particular query.
