Yes, but only as a limited residual-waste option. Plastic-to-fuel systems can turn selected non-recyclable or badly degraded plastics into oil, gas or chemical feedstocks. They cannot replace plastic reduction, reuse, collection, segregation or mechanical recycling, and their environmental performance depends on feedstock, pollution controls and safe handling of char and wastewater.

India’s official data show a large and rising reported waste stream, while chemical or feedstock recycling remains a very small share of processing. The evidence supports carefully monitored projects—not a claim that pyrolysis has solved India’s plastic problem.

What plastic-to-fuel technology does

Chemical or feedstock recycling uses heat, catalysts or plasma to break polymers into hydrocarbons. Depending on the process and feedstock, the outputs can include liquid oil, combustible gas, monomers or other chemical intermediates. Conventional pyrolysis, catalytic pyrolysis, catalytic thermo-liquefaction and plasma pyrolysis are related but not interchangeable: temperature, residence time, catalyst design, plastic composition, product upgrading and emission controls determine the result.

The technology is most relevant after higher-value options have been screened out. Clean, sortable plastics that can be recycled into products generally retain more material value than plastics converted into fuel. A fuel product also returns much of the carbon to the atmosphere when it is burned, so producing oil is not the same as achieving closed-loop material recycling.

“Chemical or feedstock recycling–Under this process, tertiary recycling methods are used to convert the plastic waste into oil, gas or its monomeric constituents through chemical conversion, which can further be used as fuel.” — NITI Aayog, Report on Alternative Products and Technologies to Plastics and their Applications

How large is India’s plastic-waste stream?

The December 2024 parliamentary answer compiled Central Pollution Control Board (CPCB) figures reported by state pollution-control boards and pollution-control committees. They are not a perfectly measured national census, and the government notes that totals vary with methodology.

Financial year Reported plastic-waste generation
2018–19 3,360,043.45 tonnes
2019–20 3,469,781.73 tonnes
2020–21 4,126,808.44 tonnes
2021–22 3,901,802.06 tonnes
2022–23 4,136,188.83 tonnes

A separate NITI Aayog report cited an earlier CPCB estimate of approximately 3.47 million tonnes per year in 2019–20 and said about 60% was collected, leaving roughly 40% uncollected in that assessment. Those percentages are dated estimates, not a current nationwide measurement.

Where it sits in the waste hierarchy

Route Best use and principal limitation
Reduction and reuse Prevents waste and preserves the highest material value; it must come before treatment.
Mechanical recycling Remains the dominant cited recycling route, but mixed or contaminated plastics may produce lower-grade material and eventually require disposal.
Chemical or feedstock recycling Can treat some mixed, contaminated or degraded plastics and make oil, gas or monomers; high capital and operating costs and limited scalable infrastructure restrict deployment.
Controlled energy recovery or co-processing May suit selected residuals, but requires its own emissions, ash and regulatory assessment and should not be described as material recycling.
Landfill or open burning Recovers neither material nor energy safely; uncontrolled burning creates serious air-pollution and health risks.

NITI Aayog’s cited assessment found that 94.17% of recycled plastic was handled through primary and secondary mechanical recycling, while only 0.83% was processed through chemical or feedstock recycling. That imbalance reflects both the maturity of mechanical systems and the difficulty of securing suitable feedstock for chemical plants.

ICT-Poly Urja catalytic thermo-liquefaction

A 2023 Ministry of Science and Technology account described ICT-Poly Urja, developed by Professor Aniruddha B. Pandit at ICT Mumbai. The patented Cu@TiO2 catalyst is reported to convert several polyolefinic plastic wastes into hydrocarbon oil. The same account described a vehicle-mounted pilot plant designed for about 100 kilograms per day. It is evidence of a government-reported pilot-stage process, not proof of nationwide commercial operation.

“A pilot scale vehicle-mounted mobile plant has been developed using an indigenously designed process to convert various types of plastic waste into carbon-densified HC-Oil (Hydrocarbon Oil) with maximum carbon recovery.” — Ministry of Science and Technology, 2023

Is plastic-to-fuel environmentally safe?

Safety is conditional rather than automatic. In a CPCB plasma-pyrolysis study, processing multi-layer plastic produced a reported dioxin-and-furan concentration of 0.197 ng/Nm³ against a cited norm of 0.1 ng/Nm³ before optimization. The report says later optimized measurements were within permissible limits. The result demonstrates why feedstock, operating conditions and pollution-control performance must be reported together.

A CPCB- or state-hosted account of a liquid-fuel demonstration process reported odor associated with volatile-organic leakage, incomplete conversion of vapor to liquid and char containing hazardous heavy metals and polycyclic aromatic hydrocarbons. Char is therefore not an automatically harmless solid by-product, and scrubber water can also require treatment.

Projects should at minimum demonstrate:

  • Source-separated, characterized feedstock with a documented rejection or control protocol for PVC and other chlorine-bearing plastics.
  • Continuous or frequent stack monitoring appropriate to the process, including dioxins, furans, particulate matter and other regulated pollutants.
  • Testing and lawful treatment or disposal of char, ash, condensate and scrubber water.
  • Product-quality testing for oil, gas or chemical feedstocks before sale or use.
  • Worker controls for toxic vapors, dust, heat and contaminated residues.
  • Transparent accounting of energy consumption, auxiliary fuel and greenhouse-gas emissions.

How to evaluate an Indian project

  1. Define the feedstock. Measure polymer types, moisture, contamination, PVC content and seasonal availability rather than relying on an assumed tonnage.
  2. Apply the waste hierarchy. Remove material that can be reduced, reused or mechanically recycled at acceptable environmental and economic performance.
  3. Match technology to the residue. Compare catalytic liquefaction, conventional or catalytic pyrolysis and plasma systems using operating temperature, residence time, catalyst, energy demand and product specifications.
  4. Verify pollution controls under load. Require test results for normal operation, start-up, shutdown and upset conditions, not just a laboratory demonstration.
  5. Account for every output. Specify where oil, non-condensable gas, char, ash and wastewater go, and who pays for compliant treatment.
  6. Check permissions and monitoring. Confirm applicable pollution-control consents, hazardous-waste requirements, worker protections and reporting duties with the relevant authorities.
  7. Test the business case locally. Include collection, sorting, transport, utilities, maintenance, residue disposal and product upgrading in addition to the plant’s purchase price.

What the evidence supports

India’s reported plastic-waste generation reached 4,136,188.83 tonnes in 2022–23, but the country still lacks consistent collection and segregation infrastructure in many municipalities. CPCB describes the absence of segregated plastic waste and related infrastructure as a major reason disposal technologies are not widely used.

Plastic-to-fuel can therefore address a defined residual stream when higher-value recycling is unavailable, emissions are controlled and residues are managed transparently. The available Indian evidence does not establish that pyrolysis always outperforms mechanical recycling or other treatments in life-cycle terms. It supports deployment as a monitored complement to prevention, reuse, collection and mechanical recycling—not as a universal solution to India’s plastic waste challenge.
