Yes, but not as a literal audio-only transmission. YouTube’s encoder workflow calls for a video track as well as audio, so pair the radio program with a still image, station graphic, or other suitable visual. You do not need a camera or moving pictures. The bigger issue is whether you have permission to retransmit the station’s actual content on YouTube.
What “audio only” means on YouTube Live
You can make radio audio the entire program your viewers hear, but YouTube’s documented encoder settings cover video codecs and video ingest as well as audio settings. In practice, send the audio with a video signal—for example, a static image or station graphic. That is an inference from YouTube’s encoder requirements, not a claim that the program needs a camera or motion. See YouTube’s encoder settings.
Before setting it up, confirm you have the rights
A station being available on terrestrial radio or online does not establish that its feed may be retransmitted on YouTube. YouTube’s livestream terms put responsibility on the content provider to have the necessary rights for live and archived content on Google services, including music licensing rights, and to meet applicable legal and territory-specific requirements. The terms name artists, record labels, publishers—including public performance licenses—and other royalty participants. Read the livestream terms and conditions.
Ask the station and relevant rights holders whether your intended YouTube simulcast is covered. Confirm the scope for the music compositions and sound recordings, relevant territories, and any archived playback. The answer depends on the station’s agreements and the rights involved; there is no general rule that a station’s broadcast permission automatically covers your YouTube stream.

Why permission may not prevent a live interruption
YouTube scans live streams for third-party content, including other live broadcasts. If its systems identify a match, YouTube may replace the stream with a placeholder image and warn you; if the matched content remains, it may interrupt or terminate the stream. YouTube also says a licensed stream can still be interrupted if the channel is not allowlisted by the content owner. If you have permission, ask the owner about adding your channel to its Content ID allowlist. Details are in YouTube’s guidance on copyright issues with live streams.
Check channel eligibility and prepare the stream
Before configuring an encoder, check that live streaming is enabled for your channel. YouTube’s help pages say the channel must be verified and must not have live-stream restrictions in the preceding 90 days. - Set up the broadcast in Live Control Room. Create or schedule a live stream, then get its stream URL and stream key. Choose public, private, or unlisted visibility for the event. YouTube describes the stream key as the encoder’s password; keep it private. See Manage live stream settings.
- Connect the authorized station audio. Route the feed you have permission to use into a compatible software or hardware encoder. Add a video source, such as a still image or station graphic, so the encoder sends video alongside audio.
- Choose supported encoder settings. YouTube lists RTMP/RTMPS as ingest protocols, H.264, H.265/HEVC, and AV1 as video codecs, and AAC or MP3 as audio codecs. YouTube recommends RTMPS for encrypted delivery.
- Set audio and timing appropriately. YouTube recommends 44.1 kHz stereo audio and 128 kbps for stereo. Its encoder guidance recommends constant bitrate encoding and a 2-second keyframe interval, with no more than 4 seconds between keyframes. Use settings supported by your encoder and check the current YouTube guidance before configuring it.
- Preview and test the complete signal. In Live Control Room, confirm that the image appears and the audio is clear and correctly routed. Test with the actual still image and audio path, then check stream health before going live. YouTube recommends testing in advance and monitoring audio and video during the broadcast; see Streaming tips.
- Monitor the broadcast. Watch for audio problems, video or ingest errors, and copyright warnings in Live Control Room. A technical preview verifies delivery; it does not establish that the station’s content is licensed for YouTube.
Common problems and what to check
- The stream will not start: Check channel verification and live-stream access, confirm first-time activation has completed, and verify that the encoder is using the stream URL and key for the correct event.
- Viewers hear audio but see no picture: Confirm the encoder is sending an actual video track, such as the intended still image, rather than configuring audio alone.
- The stream has audio or ingest errors: Check the selected protocol and codecs against YouTube’s supported settings, verify the audio sample rate and stereo bitrate, and preview the output in Live Control Room.
- YouTube displays a copyright warning or interrupts the stream: Treat it as a rights or matching issue, not merely an encoder fault. Contact the station or rights holder to verify coverage and, if appropriate, request a Content ID allowlist for your channel.
